The Guilin-Liucheng Expressway, abbreviated as the New Guilin-Liucheng Expressway, is both a component of the "Vertical Line 5" Guilin-Liuzhou-Nanning Expressway Second Corridor in the "Guangxi Expressway Network Planning Revision" (2010-2020) and a component of the "Horizontal Line 2 Branch" Guilin-Hechi Expressway. The Guilin-Liucheng Expressway is a national transportation highway network project, with a total length of 94.556 kilometers, dual four-lane design, and a design speed of 100 km/h. The project is invested and constructed under the PPP model, with a total investment of 12.9 billion yuan. The construction period is 4 years, and it officially started on October 29, 2017. The project begins in Lingui District, Guilin City, passes through Yongfu County, Rong'an County, and other areas, and ends at Tantou Township, Rong'an County, connecting to the Sanjiang-Liuzhou Expressway.

The Fuling Tunnel is located in Banpo Village, Baishou Town, Yongfu County, Guilin City, Guangxi. It is designed as a dual separated four-lane tunnel, with a total length of 4,269 meters for the left line. Due to the complex and variable hydrogeological conditions during tunnel construction, the surrounding rock is mostly argillaceous siltstone, with well-developed weathering fissures in the rock mass, presenting fragmented and layered rock structures. There are various adverse geological conditions such as collapses and water-rich zones, resulting in high technical difficulty, high safety risks, and extremely complex construction conditions.

As of May 5, the tunnel works of the New Guilin-Liucheng Expressway have been completed 94.90%, of which excavation is 98.35% complete and secondary lining is 91.46% complete. At present, among the 15 tunnels along the entire line, 9 have been holed through in both tubes, and 12 have been holed through in a single tube. Among the 5 extra-long tunnels, 2 have been holed through in both tubes and 3 have been holed through in a single tube.
