Xi'an, Shaanxi Province, continues to strengthen the concept of 'judging heroes by projects and development', always taking key project construction as a key lever for stabilizing investment and promoting growth, adjusting structure and transforming momentum, and filling shortcomings and benefiting people's livelihood, leading high-quality development with high-quality projects.

Achieving new breakthroughs in scale and quality. The annual planned investment for key project construction in Xi'an in 2021 is 395 billion yuan, 1.4 times that of 2020; the annual planned investment for industrial projects is 185.1 billion yuan, accounting for 47.9%, strongly supporting the cultivation of new economic momentum and the expansion of advanced manufacturing.

Achieving new breakthroughs in work efficiency. Issued a work plan to promote the construction of major projects. During the Spring Festival, good service guarantees were provided for 356 projects that did not stop work; after the Spring Festival, continuous coordination and strengthened service guarantees were maintained to fully promote the acceleration of 83 projects participating in the province's centralized commencement, achieving construction results.

Achieving new breakthroughs in procedure handling. Established a weekly scheduling and daily updating work mechanism to promote project procedure handling. Currently, among 314 continued projects, 296 have been completed, with a completion rate of 95%; among 159 newly started projects, 125 have been completed, with a completion rate of 80%, an increase of 38 and 29 percentage points respectively compared with the same period last year.

Achieving new breakthroughs in promotion mechanisms. Established a municipal-level departmental classification promotion mechanism for key projects, giving full play to the professional advantages of industry management to assist project construction. The Xi'an Development and Reform Commission is responsible for overall coordination, assessment and supervision. 14 municipal industry authorities, including the Municipal Education Bureau, Municipal Science and Technology Bureau, and Municipal Industry and Information Technology Bureau, according to their respective work functions, increase coordination services for projects in their fields and accelerate construction progress.

Achieving new breakthroughs in assessment orientation. Adhering to the principles of quality first, efficiency priority, and classified assessment, optimize assessment methods and expand effective investment assessment reward methods, focus on industrial development, and highlight investment contributions. New quantitative assessments have been added for the implementation and construction of regional leading industry projects and the promotion of projects by industry authorities, effectively leveraging the supporting role of projects in fixed asset investment.
