According to the Inner Mongolia Development and Reform Commission on April 13: To accelerate the progress of key railway projects such as the Baotou-Yinchuan project, the Commission has further intensified coordination efforts, and all work is proceeding in an orderly manner.

  I. Baotou-Yinchuan High-Speed Railway (including the Bayan Nur-Yinchuan branch line)

  1. Project progress

Survey and design: The preliminary design (including station buildings) for the entire line has been revised and completed. The Gandel Mountain and Helan Mountain tunnel projects in the early-start section are ready for construction, and the construction drawings have been submitted to the Engineering Management Center of China Railway Group.
Pre-approval procedures: Except for the environmental impact assessment (EIA), all required documents for preliminary design approval have been approved. With the active efforts of the Department of Ecology and Environment in conjunction with the high-speed railway company, the EIA Division of the Ministry of Ecology and Environment held a special meeting and a departmental meeting on March 9 and 29 respectively to complete the EIA review. Approval will be granted after the Minister's special meeting deliberates and approves it.
Land acquisition and demolition: The documentation for early land use has been submitted to the Department of Natural Resources and has passed preliminary review. After the preliminary design is approved, it will be submitted to the Ministry of Natural Resources for approval. After the preliminary design is approved and land use maps are provided, the documentation for land use across the entire line will be prepared and submitted for approval. On March 18, the 4th liaison meeting was held. According to the meeting's decisions, relevant units are working to resolve land ownership disputes in the demolition work.
Investment task: The 2021 investment plan of China Railway Group is 5.2 billion yuan, and 72.46 million yuan has been invested.

  2. Existing problems

Currently, only the Minister's special meeting remains before EIA approval, but it is already one month behind the original approval milestone. If the Baotou-Yinchuan EIA report cannot be coordinated to be submitted to the Minister's special meeting as soon as possible, subsequent work such as preliminary design and construction drawing approval, bidding for the early-start section, and approval of early land use will be delayed accordingly, affecting the achievement of the project's early-start section and full-line construction goals.

  3. Work arrangements and suggestions

First, it is suggested that the Autonomous Region's Department of Ecology and Environment assist the high-speed railway company in coordinating with the Ministry of Ecology and Environment to strive to submit the Baotou-Yinchuan EIA report to the Minister's special meeting for review and obtain EIA approval as soon as possible. If necessary, regional leaders should be invited to help coordinate. Second, after the construction unit obtains EIA approval, it should simultaneously coordinate with the Appraisal Center of China Railway Group to carry out the preliminary design approval and the construction drawing approval and bidding for the early-start section of the Gandel Mountain and Helan Mountain tunnel projects as soon as possible.

  II. Jining-Datong-Yuanping High-Speed Railway

  1. Project progress

The Chayouqian Banner Tunnel in the early-start section is under construction, with 40 meters excavated at the entrance and 44 meters at the exit.
Survey and design: With the strong coordination of the Autonomous Region's Cultural Relics Bureau, on March 11, approval was obtained from the National Cultural Heritage Administration for the plan of crossing the Great Wall by bridge (Cultural Relics Protection Letter [2021] No. 278). The construction drawing design for the entire line's pre-station and post-station works is basically complete, and the construction drawing design for the Fengzhen West Station building has been released.
Land acquisition and demolition: The procedures for early land use and the approval for occupation of forest land and grassland across the entire line have been obtained. The procedures for construction land across the entire line are being processed and are planned to be approved by the end of September.
Investment task: The 2021 investment plan of China Railway Group is 1.5 billion yuan, and 44.59 million yuan has been invested.

  2. Existing problems

The Inner Mongolia section of the Jining-Datong-Yuanping High-Speed Railway involves one station building, Fengzhen West Station. China Railway Group completed the preliminary design review at the beginning of the year, but the station building works for the entire line are restricted by the unsigned agreement on expanding the station building scale of Shuozhou East Station in Shanxi Province and the undetermined implementation plan for Huairen East Station, affecting the approval of construction drawings for the entire line.

  3. Work arrangements and suggestions

First, urge the construction unit to coordinate with the construction unit within Shanxi Province to obtain preliminary design approval for the station buildings of the entire line as soon as possible. Second, urge the construction unit to seek China Railway Group's early approval of the preliminary design and construction drawings for the station buildings in the Inner Mongolia section, to support the full-scale construction of the Inner Mongolia section.

  III. Xilinhot-Taizicheng Railway

  1. Project progress

Survey and design: The revised preliminary design documents have been compiled, the construction drawing design for the entire line has been released, and the preliminary design for station buildings in the Inner Mongolia section has been carried out and is planned to be completed by the end of this month.
Pre-approval procedures: China Railway Group has issued the letter for submission of environmental and water conservation reports.
Land acquisition and demolition: The boundary survey report has been accepted, and the land acquisition compensation and resettlement announcement has been issued.

  2. Existing problems

First, the construction unit of the Hebei section, Beijing-Zhangjiakou Company, considering that reducing the number of inclined shafts in the Hongqiying and Bading tunnels may affect the construction period, temporarily disagrees to submit the revised plan and has reported this issue to China Railway Group through the Beijing Railway Bureau Group Company. Currently, China Railway Group has received the document and plans to organize a special study with the Beijing Railway Bureau, Beijing-Zhangjiakou Company, and China Railway Design.
Second, due to the above reasons, Beijing-Zhangjiakou Company disagrees to submit the environmental and water conservation report, thereby restricting the preliminary design approval for the entire line and affecting the scheduled start of construction in the Inner Mongolia section.
Third, the Xilingol League Administrative Office and the Hohhot Railway Bureau Group Company reached a consensus on March 22 to jointly seek China Railway Group's change to the station building concept plan, which will lead to major changes in the station building concept, implementation, and preliminary design plans, and may have a lagging impact on the project's preliminary design approval.

  3. Work arrangements

First, follow up with China Railway Group and Beijing-Zhangjiakou Company to determine the tunnel inclined shaft plan within Hebei Province as soon as possible, stabilize the design plan, and submit the environmental and water conservation report as soon as possible.
Second, support Jitong Company in conjunction with Hohhot Railway Bureau Group Company to adopt the EPC bidding model for the Inner Mongolia section, coordinate with China Railway Group to agree as soon as possible to postpone environmental and water conservation and station building works, and approve the preliminary design of the Inner Mongolia section first. Third, continuously monitor the impact of station building plan adjustments on the preliminary design approval progress for the entire line.

IV. Jining-Tongliao Railway Electrification Renovation Project

  1. Project progress

The reconstruction of Menggentala Station in the early-start section has been completed, control projects such as tunnels and extra-large bridges have started, and catenary poles are being erected. The construction plan for operating lines has been approved, ensuring full resumption of work on April 10.
Pre-approval procedures: The mineral pressure report has been filed, and the mineral pressure agreement is being organized for signing.
Land acquisition and demolition: The Ministry of Natural Resources has approved the early land use. The documentation for construction land is being processed.

  2. Work arrangements

First, urge Jitong Company to organize the construction unit to resume work on site. Second, urge Jitong Company and local governments along the line to fully advance land acquisition and demolition and the processing of construction land documentation for the entire line.
