Since last year, focusing on building future-oriented modern infrastructure and developing and expanding the "2+1" modern industrial cluster, Huizhou has established 20 special task forces for major project construction to take charge of project advancement. Recently, it was learned that this year, government departments at all levels involved in the special task forces for major project construction have integrated Party history learning and education with the implementation of the central work deployments of the municipal Party committee and government, adhered to the concept of "projects as the king", had leaders go down to the project frontline, Party members charge to the project frontline, and continued the drive of "focusing on practical matters", pushing Huizhou's major project construction to "accelerate" and enabling projects to be completed early and benefit the people early.

Ganzhou-Shenzhen High-speed Railway Plans to Complete Track Laying by End of June and Open to Traffic by End of This Year
On April 11, under the bright sun, the construction site of Huizhou North Station of the Ganzhou-Shenzhen High-speed Railway was bustling. It was learned that the main offline works of the Ganzhou-Shenzhen High-speed Railway have all been completed, with track laying planned to be finished by the end of June, static acceptance in July, and the goal of opening to traffic by the end of this year.
To integrate into the "dual zones" construction, transportation must go first. Rail transit projects such as the Ganzhou-Shenzhen High-speed Railway, Guangzhou-Shanwei High-speed Railway, and Guanhui Intercity North Extension are major transportation arteries for Huizhou to integrate into the "dual zones" construction.
"The special task forces for these projects are set up in our bureau, and the staff are all Party members," introduced the head of the relevant department of the Municipal Development and Reform Bureau. The bureau has deeply carried out Party history learning and education, with each Party branch visiting project sites multiple times to understand the situation, discuss solutions to existing problems, coordinate to solve problems, and Party members going down to the frontline to coordinate and promote project construction.
In March this year, issues such as permanent water supply, permanent electricity dual circuits, and the construction of unified sewage pipelines for Huizhou North Station of the Ganzhou-Shenzhen High-speed Railway were placed on the agenda of the special task force. Taking the permanent water supply issue as an example, a water supply pipe was pre-embedded in one connecting road of Huizhou North Station, but the other connecting road, Jinquan Road, was not connected, unable to guarantee the permanent water supply demand of Huizhou North Station. It was necessary to lay a pipeline from Huibo Avenue to Huizhou North Station, which involved land acquisition and other difficulties and required multiple departments to build consensus and work together.
On April 1, the railway project construction special task force organized a special coordination meeting to discuss solutions to related matters and reached a consensus.
"To carry out Party history learning and education, we must base ourselves on the new stage, implement new concepts, focus on the center, serve the overall situation, seize opportunities, and take proactive actions," said the head of the working group of the railway project construction special task force. It is necessary to integrate Party history learning and education with promoting project construction, improve the stance for overall coordination, and strive to implement various measures for high-quality leapfrog development and achieve results.
It is introduced that Huizhou North Station of the Ganzhou-Shenzhen High-speed Railway is planned to be completed by the end of this year; the investment in elevated bridges and tunnel works of the Huizhou section of the Guangzhou-Shanwei High-speed Railway has been completed about 70%, and this year the supporting project (Phase II) of the Huizhou South Station comprehensive transportation hub of the Guangzhou-Shanwei High-speed Railway will start construction. The connecting lines of the two high-speed railways are under construction. High-speed trains from the Jiangxi direction can travel to Guangzhou via the upward connecting line at Boluo Station of the Ganzhou-Shenzhen High-speed Railway, and high-speed trains from the Shantou direction can travel to Shenzhen via the connecting line at Huizhou South Station of the Guangzhou-Shanwei High-speed Railway. The Xiaojinkou to Huizhou North section of the Guanhui Intercity is entirely underground, and the approval and other procedures have been completed. It is planned to start construction at the end of this month.

Land Acquisition for Phase II of the Greater Bay Area (Guangdong·Huizhou) Green Agricultural Products Production and Supply Base Accelerated
In Taimei Town, Boluo County, the Guangdong-Hong Kong-Macao Greater Bay Area (Guangdong·Huizhou) Green Agricultural Products Production and Supply Base is a busy scene. The base is a key provincial-ministerial cooperation project implementing the "Outline Development Plan for the Guangdong-Hong Kong-Macao Greater Bay Area". After completion, it is expected to provide agricultural product circulation services of about 5 million tons per year and drive the coordinated development of more than 500,000 agricultural producers in the surrounding areas. At the same time, the project will create a modern agricultural product circulation hub integrating production, supply, and marketing in the Greater Bay Area, attracting much attention from surrounding residents, large agricultural households, and agricultural enterprises.
This is another example of "Huizhou Speed"—completing various tasks from signing to construction in just 6 months. Behind this is Huizhou's establishment of a three-level task force at the city, county, and town levels to fully promote project construction.
In addition to various approvals, land use and land acquisition can be said to be major difficulties. "Fight for 100 days, acquire 500 mu of land!" The task force for the Guangdong-Hong Kong-Macao Greater Bay Area (Guangdong·Huizhou) Green Agricultural Products Production and Supply Base project in Taimei Town made this determination at its inception and implemented a task-forcing system.
The reporter learned that the town-level task force for the project was established by the town Party committee's construction system Party branch together with the Party branches of Xintang Village and Xinxing Village, which can be said to plant the Party flag on the project construction frontline. In addition, the task force integrated the exemplary role of Party members and cadres throughout the entire process and all aspects of project construction, selecting 20 young cadres who understand village conditions and are familiar with business as backbone members to go down to farmers' homes and solve land acquisition and demolition problems. Among these members, Party members, probationary Party members, and Party activists accounted for half, becoming the "vanguard" of the work.
"Getting a cold shoulder is a small matter; what we fear most is them closing the door and ignoring us," introduced Dou Haihua, member of the Taimei Town Party Committee and head of the task force. Land acquisition and demolition are full of difficulties; some villagers did not understand the work at first, and some did not understand the compensation policy, requiring explanation and communication.
Since most villagers go out to work on weekdays, in order to do the villagers' work as soon as possible, task force members used their rest time to visit households and do ideological work door to door. Dou Haihua said: "We are thick-skinned and brace ourselves; if one visit doesn't work, we go two or three times or even more." To better solve the problems encountered, task force members meet daily to summarize and study solutions, and hold regular weekly meetings to summarize and assess. Thus, the land required for the first phase of the project was acquired in just 3 months. Now, land acquisition for the second phase is about to begin, and the task force will once again enter a tense "battle" state.
It is introduced that the project will create a modern agricultural product circulation hub integrating production, supply, and marketing in the Greater Bay Area, become a green and safe agricultural product supply base implementing quality standards for supply to Hong Kong and Macao and providing full-process customs clearance services, become a hub connecting small farmers and new agricultural business entities to the large market to support agriculture and farmers, and become an important agricultural product emergency reserve and supply-stabilizing and price-stabilizing center undertaking policy reserve tasks such as grain and frozen meat.

77 Projects Approved in the China-Korea (Huizhou) Industrial Park Startup Area
Standing on the hillside of Liuling Park in the China-Korea (Huizhou) Industrial Park startup area and looking out, construction roads crisscross, buildings rise from the ground, and a bustling construction scene is everywhere. This "hundred-billion-level" industrial park is being built at full speed.
The China-Korea (Huizhou) Industrial Park is one of the three major China-Korea industrial parks established with the approval of the State Council, and the only Sino-foreign jointly built industrial park in the province approved by the State Council. In June 2020, Huizhou established the China-Korea (Huizhou) Industrial Park project task force to accelerate the park's construction.
Currently, the approximately 12.7 square kilometer startup area of the China-Korea (Huizhou) Industrial Park located in the Tonghu Ecological Smart Zone is the "main battlefield" of the entire industrial park. The Tonghu Ecological Smart Zone has specially established a task force for accelerating industrial project landing-construction-construction with the participation of the management committee director. The director leads frontline supervision, presses cadres to the frontline, implements a flat management model, provides "nanny-style" services online 24 hours a day, and conducts on-site work continuously every day, directly and efficiently solving various problems encountered by projects in landing and construction, solving an average of more than 5 landing problems for each project, helping projects quickly achieve obstacle-free construction.
The "temporary construction reply letter" construction model, "centralized supporting facilities for industrial land construction park comprehensive service facilities", and "contiguous parallel application and construction for temporary water and electricity"... On site, it can be learned that the startup area has multiple innovative measures in serving projects, and the intuitive impact is the "acceleration" of project progress.
Taking the "temporary construction reply letter" construction model as an example, after land listing, enterprises can carry out foundation pit excavation, worker living area construction, and other operations upon receiving the "temporary construction reply letter", and simultaneously handle approval and construction procedures while working, starting construction at least 30 days earlier. Currently, 18 projects have implemented this construction model. For temporary water and electricity "contiguous parallel application and construction", through overall planning of temporary water and electricity in the startup area, it maximizes the avoidance of individual project application and construction and later relocation issues, benefiting more than 30 enterprises so far, saving each enterprise over 100,000 yuan in costs and more than 1 month in construction time.
The Zhongbang Electronics headquarters and R&D production project is one of the beneficiary enterprises. With the assistance of the task force, the project took only 49 days from land acquisition to commencement, saving more than 75 days compared to the traditional approval process. After acquiring the land, Zhongbang Electronics quickly started the design plan preparation and implemented the "temporary construction reply letter" construction model. The subsequent approval and construction were tracked and served by task force specialists, coordinating and solving problems affecting commencement in the first time.
"This industrial park is not only an important platform for Huizhou's industrial development but also an important platform for deepening reform and promoting institutional and mechanism innovation," introduced the head of the Tonghu Ecological Smart Zone. In Party history learning and education, the task force actively promotes the "I do practical things for the masses" practice activity, does "addition" in enterprise services, and does "subtraction" in project approval and construction procedures, further improving the level of service to enterprises and creating a good business environment. The efficient commencement of Zhongbang Electronics is one of the achievements of the Tonghu Ecological Smart Zone's "I do practical things for the masses" practice activity and a microcosm of many project constructions.
Data shows that as of now, the China-Korea (Huizhou) Industrial Park startup area has approved 77 projects through the district investment promotion joint meeting.

Phase II of the Amer (Huizhou) New Material Industrial Park Project Accelerated
In the production workshop of the Amer Huizhou high-end copper processing project in the Boluo Intelligent Equipment Industrial Park, machines operate in an orderly manner, workers are busy, and copper wire products are stacked in bundles. This project took only 5 months from commencement to production, refreshing the construction speed of a ten-billion-level major project.
"Behind this remarkable achievement is the effort of Huizhou City, Boluo County, and relevant departments," said Wang Wenyin, Chairman of the Board of Amer International Group.
"We must firmly establish the thinking of 'industry as the king', take 'no need to ask for help, smooth process, no anger when going out' as the highest standard and Boluo's action guide, say less 'cannot do' and more 'how to do', and provide precise services for enterprises," proposed the Boluo County Party history learning and education mobilization and deployment meeting held this year. It is necessary to combine Party history learning and education with creating the "Huizhou Sample" of Bay Area speed. Behind this is the service concept of further optimizing the business environment guided by Party history learning and education.
It is introduced that not only did the city establish a task force for the project, but Boluo County also established a work service task force led by the main leader of the county government. The task force implements wall chart operations, follows up on project situations in real time, updates project progress weekly, and promptly holds meetings to study and solve problems and difficulties affecting project advancement, ensuring project construction according to schedule and promoting early commencement and early production.
Land use is one of the important factors ensuring project construction. To solve the land use quota problem of the Amer Huizhou project and ensure project land use, the local government departments maintained close contact with Boluo Intelligent Equipment Industrial Park Development Co., Ltd. and others, forming an efficient synergy and actively assisting in solving problems in a timely manner. Peng Runfa, General Manager of Boluo Intelligent Equipment Industrial Park Development Co., Ltd., introduced that to better and more optimally solve the project land use problem, the industrial park and Amer's relevant heads flexibly organized land use approval materials according to the land use quota situation, solved problems on the same day, compressed material organization time, and tracked the project approval work throughout the process, promoting early completion of project land use approval.
Now, the Amer Huizhou high-end copper processing project has been put into production, and Phase II of the Amer (Huizhou) New Material Industrial Park project is accelerating.
Deeply understanding the great significance of Party history learning and education, solidly promoting Party history learning and education to go into the heart; compacting and pressing work responsibilities, solidly promoting Party history learning and education to go into practice... In interviews, multiple major project construction task forces in Huizhou expressed a sense of urgency to seize opportunities and not wait. They adhere to systematic thinking, problem orientation, goal orientation, and result orientation, breaking through the "Lazikou" in project construction one by one, accelerating major project construction, and continuously laying a solid foundation for creating a new situation of high-quality development in Huizhou.
