Recently, the Municipal Government Information Office held a press conference to introduce innovative measures for serving the "Project Implementation Year" and facilitating fast approval and implementation of key projects. At the press conference, it was revealed that since the beginning of this year, the Municipal Administrative Approval Bureau has earnestly implemented the work deployment of the "Project Implementation Year" made by the Municipal Party Committee and Municipal Government. On February 24, it issued the "Notice on Serving the 'Project Implementation Year' and Facilitating Fast Approval and Implementation of Key Projects", proposing 15 work measures to ensure early implementation and commencement of municipal key projects. By further optimizing the approval service methods for construction projects and deepening the reengineering of the construction project approval process, it aims to reduce burdens and add vitality to municipal key projects, ensure their rapid implementation and commencement, and fully promote high-quality economic development.

　　Among these specific measures, an important content is innovating approval service methods to facilitate smooth and efficient project advancement.

　　First, implement the "start construction upon land acquisition" simulated approval service. For municipal key projects that have reached construction or investment agreements, implement a tolerance pre-review system. Before the project unit signs the land transfer contract, conduct a tolerance pre-review of the project and issue a tolerance pre-review opinion. After the project land procedures are complete, issue formal approval documents within 2 working days, achieving "start construction upon land acquisition".

　　Second, implement notification and commitment services. Municipal key projects implement construction drawing notification and commitment services, and implement the notification and commitment system for approval matters such as construction project planning permits and construction permits, simplifying approval procedures, improving approval efficiency, enabling project units to obtain approval decision documents at the earliest time, and ensuring rapid implementation and commencement of municipal key projects.

　　Third, implement on-site coordination services. Provide top-level coordination services for key projects, reduce approval decision-making levels and links, shorten decision-making processes, and maximize decision-making efficiency. Actively provide "policy delivery to door" and "on-site office" services for key projects. By strengthening on-site office services, effectively solve bottlenecks and difficulties for key projects, and facilitate smooth and efficient project advancement.

　　In reengineering the approval service process and significantly improving the approval efficiency of key projects, the city has also launched multiple specific measures for implementation.

　　First, optimize the land use project approval and planning approval process. After municipal key projects complete project approval and coding on the approval supervision platform, through data sharing, the data will be automatically pushed to the engineering construction project approval management platform, eliminating the need for secondary entry by the construction unit and shortening the approval process. For standard factories in industrial parks within the planning approval scope that have passed the planning environmental impact assessment, and storage projects not involving toxic, harmful, or hazardous materials, implement an environmental impact assessment exemption management system. Construction units do not need to go through environmental impact assessment procedures and completion environmental protection acceptance procedures, and can directly start construction and put into operation after completion. Relevant departments conduct unified assessments on 11 matters such as important mineral resources under pressure and geological hazard risks, proactively inform bidders of regional assessment results before land transfer, and expand the scope of regional assessment services.

　　Second, optimize the construction permit approval process. Implement earthwork organization construction permit services. Municipal key projects with tolerance for construction project planning permits, construction drawing design review opinion qualification certificates, and construction project planning permits for pile foundation projects can apply for earthwork organization construction permit procedures. Implement pre-review services for construction permits of major infrastructure projects. For land, planning, and other approval requirements that can be corrected through in-process and post-event supervision without serious consequences, and where land ownership is undisputed, tolerance processing can be carried out. Merge quality supervision registration, safety supervision registration, and construction permits, optimize the construction permit procedure process, and ensure that municipal key projects obtain construction permits as soon as possible.

　　Third, optimize the completion acceptance process. Implement customized joint acceptance services, establish a joint acceptance service task force, implement dedicated "butler services", and help project construction units efficiently complete joint acceptance and other work. Implement the service of obtaining certificates upon acceptance, with synchronous surveying, synchronous review, and synchronous processing, achieving certificate acquisition upon acceptance.

　　Fourth, optimize the approval management platform services. Implement "one-stop application" and proactive services for municipal public utilities. Water, electricity, gas, heating, and other municipal public utility matters throughout the city are all included in the engineering construction project approval management platform for operation and processing. All municipal key projects are included in the Qingdao Engineering Construction Project Approval Management Platform for operation and processing, achieving unified acceptance, parallel approval, information sharing, real-time flow, and tracking supervision throughout the city. Provide multi-channel online approval services such as "online processing" and "mobile processing" for key projects through mobile apps such as "Love Shandong" and "Qingdao e-Government". Implement "multiple certificates in one, all matters handled together" for municipal management approvals. Relying on the Qingdao Engineering Construction Approval Management Platform, on the basis of notification and commitment services, merge and process multiple approval matters such as urban green space and tree approval and municipal facility construction approval involved in municipal key projects, achieving "multiple certificates in one, all matters handled together", significantly improving the approval efficiency of key projects.

　　Establishing long-term safeguard measures to ensure all work is implemented in place is also clearly defined as a key task.

　　In this work, the city will first establish a assistance and agency mechanism for key projects. Set up assault teams, regularly go deep into key project sites and enterprise frontlines, focusing on solving bottleneck, difficulty, and pain point problems encountered in the project approval process. Equip assistance and agency specialists to provide full-process "one-on-one" assistance and agency services from project approval to completion acceptance, actively offer ideas and solutions for project approval, and guide projects in handling approval procedures.

　　Second, establish a regular scheduling mechanism for key projects. Establish a ledger of key projects in the region, determine one assistance and agency specialist for each key project, responsible for scheduling and summarizing the approval progress of key projects in the region, and timely recording and feedback of approval procedure progress.

　　Third, establish a mechanism for implementing service measures for key projects. Through multiple channels and methods, increase publicity of several measures for service guarantee of municipal key project implementation and commencement, and create a good public opinion atmosphere. Keep the green channel for municipal key project approval open to ensure all work measures are implemented in place.
