　　To fully implement the spirit of the Gansu Provincial Mobilization Meeting for the Concentrated Commencement and Resumption of Major Projects, further unify thinking, raise awareness, and carry out further mobilization and deployment, the Provincial Department of Water Resources today held the 2021 Gansu Provincial On-site Promotion Meeting for Major Water Conservancy Project Construction and the First-Quarter Water Conservancy Work Scheduling Meeting in Dingxi.

　　The reporter learned that in the first quarter, Gansu completed a total of 807 million yuan in fixed asset investment in water conservancy, an increase of 321 million yuan over the same period in 2020, a growth rate of 66%. The total planned central financial water conservancy development funds included in the direct reporting system of the Ministry of Water Resources was 1.52 billion yuan, with an inclusion rate of 73%, 19 percentage points higher than the same period in 2020; completed investment was 89.73 million yuan, an increase of 23.41 million yuan over the same period in 2020.

　　This year is the opening year of the "14th Five-Year Plan," and getting off to a good start is crucial. At present, water conservancy project construction in Gansu is off to a good start, but there are still problems such as slow processing of pre-construction procedures for some projects, which affects the commencement rate, and difficulties in investment and financing for some projects, resulting in a low investment completion rate. For this reason, the meeting proposed that the intensity of implementing water conservancy investment plans must remain undiminished, that every effort be made to raise funds for water conservancy construction, that the implementation of the central water conservancy investment plan be effectively carried out, that preliminary work be vigorously advanced, project commencement be vigorously promoted, and investment implementation be vigorously ensured, and that opportunities be seized and multiple measures taken to effectively advance water conservancy project construction.

　　It is understood that during the "13th Five-Year Plan" period, Gansu's water conservancy infrastructure was continuously strengthened, with total water conservancy investment of 75.2 billion yuan, 1.46 times that of the "12th Five-Year Plan" period and 43% of Gansu's total water conservancy investment since the founding of New China. Gansu added 750 million cubic meters of water supply capacity. The "14th Five-Year Plan" period is a concentrated攻坚 period for shoring up weak links in water conservancy projects. Gansu will take water network construction as the core and continuously shore up weak links in water conservancy projects. It strives to significantly improve the degree of water supply security by 2025, add about 500 million cubic meters of water supply capacity in Gansu, initially build a water resource allocation pattern based on backbone projects, and improve the regional water shortage situation caused by the natural characteristics of water resources. The guaranteed rate of urban water supply and emergency water supply capacity will be further improved, and the penetration rate of rural tap water will reach over 91%.
