Warm Congratulations on the Successful Convening of the First Plenary Meeting of the First Academic Committee of the Key Laboratory of Coastal Urban Resilient Infrastructures (Ministry of Education)
2021.04.09 Shenzhen University
01. Meeting Overview
With strong support from the Guangdong Provincial Department of Education and the university, the Key Laboratory of Coastal Urban Resilient Infrastructures (Ministry of Education) was proposed by Academician Chen Xiangsheng, Dean of our institute, and approved for construction in December 2019. Over the past year of construction, the Key Laboratory has focused on the mission of "the forefront of the discipline, major national strategies, major national projects, and urgent needs of the people" in the field of civil engineering, with the vision of "openness, sharing, and value," and has concentrated on its construction work.

To summarize the preliminary achievements of the Key Laboratory's construction over the past year and plan the path for its future development, the First Plenary Meeting of the First Academic Committee of the Key Laboratory of Coastal Urban Resilient Infrastructures (Ministry of Education) was successfully held on April 9, 2021, in Room B401 of Zhigong Building, College of Civil and Transportation Engineering, Shenzhen University. The meeting was conducted in a combined online and offline format. The academic committee members present included: Academician Xie Lili (Institute of Engineering Mechanics, China Earthquake Administration), Academician Gong Xiaonan (Zhejiang University), Academician Miao Changwen (Southeast University), Academician Wang Fuming (Sun Yat-sen University), Academician Xie Heping (Shenzhen University), Professor Xing Feng (Shenzhen University), Professor Xu Zhaodong (Southeast University), Professor Li Longyuan (University of Plymouth, UK, online), Professor Shen Qiping (The Hong Kong Polytechnic University, online), and Professor Samuel Ariaratnam, Fellow of the Canadian Academy of Engineering (Arizona State University, online). The meeting was chaired by Professor Cui Hongzhi, Executive Deputy Director of the Key Laboratory. Professor Li Qingquan, Party Secretary and President of Shenzhen University, Academician Chen Xiangsheng, Dean of the College of Civil and Transportation Engineering and Director of the Key Laboratory of the Ministry of Education, Professor Long Wujian, Executive Dean of the College, and leaders from the university's Department of Science and Technology, Planning and Finance Department, Logistics Support Department, Human Resources Department, and Laboratory and State-owned Assets Management Department attended the meeting.
02. President's Address and Appointment Ceremony
Professor Li Qingquan, Party Secretary and President of Shenzhen University, on behalf of the university, extended a warm welcome to the academicians and experts present and issued appointment letters to the academic committee members. Party Secretary and President Li Qingquan fully affirmed the work of the Key Laboratory over the past year. He stated that the scale of civil engineering construction in the Guangdong-Hong Kong-Macao Greater Bay Area is second to none in the world, and under such a background, Shenzhen University will fully support the rapid development of the Key Laboratory of Coastal Urban Resilient Infrastructures (Ministry of Education).
03. Annual Development Report
Professor Cui Hongzhi, Executive Deputy Director of the Key Laboratory, and the deputy directors responsible for each research unit—Professor Su Dong, Professor Zhou Haijun, Associate Professor Wang Yaocheng, and Professor Ding Zhikun—reported to the academicians and experts on the overall construction and development of the Key Laboratory over the past year and introduced the work plan for the current year. In 2020, the Key Laboratory achieved phased results in project applications, academic innovation, research awards, and scientific and technological exchanges.
04. Remarks by Academic Committee Experts
All expert committee members fully affirmed the annual work of the Key Laboratory and offered valuable opinions and suggestions. Academician Xie Lili, Chairman of the Academic Committee of the Key Laboratory, highly praised the laboratory's achievements with the words "advanced and correct direction, clear and appropriate tasks, and amazingly rapid progress," and suggested that the Key Laboratory should "lead the development of science and technology and promote the completion of difficult tasks" to drive China's economic development. He also encouraged the Key Laboratory to closely focus on the urgent issues faced by the nation, academia, and engineering during the 14th Five-Year Plan period, as well as on theoretical and methodological research in resilient infrastructure construction and key problems in existing infrastructure, to produce solid research results.
05. Address by the Director of the Key Laboratory
Academician Chen Xiangsheng thanked the experts for their valuable opinions and stated that the Key Laboratory will carefully review and improve its development plan in accordance with the experts' valuable guidance. Academician Chen shared his profound understanding of resilient cities, interpreting them as comprising three parts: a resilient "city" (infrastructure, ecological environment, and water systems), a humanistic "urban" (scenarios of people's activities), and resilient "management" (an effective intelligent management system for urban holographic perception and pre-control). The "resilience" of these three parts constitutes the core connotation of a resilient city and is the key to supporting urban safety. That is, only by realizing a resilient city can a reliable foundation be laid for ensuring urban safety. Academician Chen also hoped that various teams at the university would collaborate closely, closely align with national strategies and major technological science and bottleneck problems, and make original contributions.

After the meeting, the members of the Academic Committee of the Key Laboratory took a group photo with the attendees.
