The Guangdong Provincial Development and Reform Commission recently published the 'Guangdong Province 2021 Key Construction Project Plan', which has been approved by the Fourth Session of the 13th Provincial People's Congress. In 2021, Guangdong Province has arranged 1,395 provincial key construction projects with a total investment of 7.28 trillion yuan and an annual planned investment of 800 billion yuan. Additionally, 1,015 provincial key preliminary projects are arranged to carry out preparatory work, with an estimated total investment of 4.7 trillion yuan.

　　Tens of thousands of 5G base stations to be comprehensively constructed

　　In terms of new infrastructure, a batch of information infrastructure projects will be continued, including China Telecom Guangdong's 5G network construction project, Guangzhou Yungu Phase II Data Center, the 'International Data Transmission Hub' Guangdong-Hong Kong-Macao Greater Bay Area Guangzhou Nansha Node, Alibaba Guangdong Cloud Computing Data Center Heyuan Project, Huawei Dongguan Taike Park Cloud Data Center Project, etc. As for newly started projects, they include Guangdong Mobile's 5G network phase III project to build 24,000 5G base stations, Guangdong Unicom's 5G communication network construction project to build 21,000 5G base stations, and Guangdong Tower's mobile communication infrastructure project to build 5,000 4G sites and 40,000 5G sites.

　　In terms of energy projects, the Zhuhai Jinwan Offshore Wind Farm Project with a total investment of 5.74 billion yuan will be put into operation. The newly started Guangdong Lianjiang Nuclear Power Project Phase I, with an installed capacity of 2×1.25 million kilowatts and a construction period from 2021 to 2027, has a total investment of 39.78 billion yuan; Guangdong Lufeng Nuclear Power Units 5 and 6, with an installed capacity of 2×1.2 million kilowatts and a construction period from 2021 to 2027, have a total investment of 40.9989 billion yuan. As for newly started natural gas power generation projects, they include the Guangzhou Zhujiang LNG Power Plant Phase II backbone support peak-shaving power source project, which will build 2×600MW gas-steam combined cycle units in the Guangzhou Development Nansha Industrial Park, with an investment of 3.3 billion yuan.

　　Heyuan to end its history of no high-speed rail

　　In terms of airport projects, the Shaoguan Airport Military-Civilian Joint Use Project will renovate and extend the original 2,200-meter runway to 2,800 meters, with a flight area grade of 4C, and build a new terminal of 12,700 square meters, expected to be put into operation this year. As for continued projects, they include the Guangzhou Baiyun International Airport Phase III Expansion Project, which will build a fourth runway on the west side of the second runway, a fifth runway on the east side of the third runway, and a 422,000-square-meter T3 terminal between the third and fifth runways. In addition, continued projects include the Shenzhen Airport Third Runway Expansion Project, Zhuhai Airport Renovation and Expansion Project, Jieyang Chaoshan Airport Terminal Area Expansion Project, and Zhanjiang Airport Relocation Project.

　　This year, Guangdong has a total of 159 key highway and railway construction projects, including 43 railway projects and 116 highway projects, an increase of 16 and 21 respectively over last year.

　　In terms of expressways, 8 projects will be put into operation, including the Guangzhou Shijing to Zhaoqing Dawang section of the Guangfozhao Expressway, the Shaoguan Wengyuan to Xinfeng Expressway, the Zhanjiang Donghai Island to Leizhou Expressway, and the Guangzhou-Zhongshan-Jiangmen Expressway. 37 projects will be continued, including the Shenzhen-Zhongshan Link, the Nansha-Zhongshan Expressway, the northern section of the Foshan-Qingyuan-Conghua Expressway, and the Guangzhou Conghua to Huangpu Expressway. 12 projects will start construction, including the 34.915-kilometer Shiziyang Channel and the 18.70-kilometer Guangzhou-Lianzhou Expressway Huadu to Conghua section.

　　Two national railway trunk line projects will be put into operation, one of which is the Ganzhou-Shenzhen High-Speed Railway (Guangdong section). The Ganzhou-Shenzhen High-Speed Railway is an important part of the national 'eight vertical and eight horizontal' high-speed railway network. It starts from Ganzhou West Station in Jiangxi Province in the north and ends at Shenzhen North Station, running through five cities in Jiangxi and Guangdong provinces: Ganzhou, Heyuan, Huizhou, Dongguan, and Shenzhen, with a total length of 432 kilometers. Among them, the Guangdong section is 297.03 kilometers long, with a designed maximum speed of 350 kilometers per hour. Once it opens, Heyuan will end its history of no high-speed rail.

　　In terms of port and wharf projects, the Zhuhai Triangle Island Wharf Project and the Guangzhou Port Xinsha Port Area No. 11 and No. 12 General Berths and Barge Berths Project will be put into operation this year. The Guangzhou Port Nansha Port Area Phase IV and other projects will be continued. Newly started projects include the Guangzhou LNG Emergency Peak-Shaving Gas Source Station Supporting Wharf Project.

　　In terms of water conservancy projects, the Rongjiang Guanbu Water Diversion Project and the Guangdong Hanjiang Gaopi Water Conservancy Hub Project will be put into operation. The Pearl River Delta Water Resources Allocation Project with a total investment of 35.39 billion yuan, the Guangzhou Beijiang Water Diversion Project (Water Source Project) with 2.32 billion yuan, and the Beibu Gulf Guangdong Water Resources Allocation Project Experimental Section will continue construction.

　　24 Guangzhou-Foshan-Shenzhen-Dongguan rail transit projects to be continued

　　In terms of urban road projects, 22 projects will continue construction, including the northern section of the Dongxiaonan Road to Guangzhou South Station Connection Project (Haizhu Bay Tunnel), the southern section of the Dongxiaonan Road-Guangzhou South Station Connection Project, the Airport Second Expressway to T2 Terminal Connection Project, the Guangzhou Nanda Trunk Line (Dongxin Expressway-Lianhua Avenue), the Shenzhen Chunfeng Tunnel Project, and the Foshan First Ring Road West Extension Project. Eight projects will start construction, including the Shantou Chaoshan Bridge (1,320-meter bridge, to be completed next year, investment of 560 million yuan), the Guangfo Bridge System Project (Phase I), and the Guangfo Tongxin Bridge Project.

　　In terms of urban rail transit, the Foshan Urban Rail Transit Line 2 Phase I Project (32.4 kilometers) and the Guangzhou Rail Transit Line 7 Phase I West Extension to Shunde Section (13.45 kilometers) will be put into operation within the year. As for the Huangpu District Tram Line 2 (Xiangxue-Nangang) Project, the Guangzhou Rail Transit Line 3 East Extension Project, the Guangzhou Rail Transit Line 5 East Extension Project, and 24 other projects, they will continue construction, including projects in Guangzhou, Shenzhen, Foshan, and Dongguan. The three newly started projects are all in Foshan, including the Foshan Urban Rail Transit Line 4 Phase I Project, Line 11 Project, and Line 2 Phase II Project.

　　In terms of urban water supply projects, the Haifeng County Gongping Reservoir 'Water Diversion into the City' Water Supply Construction Project and the Shanwei Lucheng Water Supply Project will be put into operation. A batch of water supply projects in Fengshun, Dabu, Lianping, Luhe, etc. will continue construction; the newly started ones are all projects in Jieyang.

　　A number of thermal power plants in Guangzhou to continue construction

　　In terms of major development platform projects, the Guangzhou Haizhu (Dabu) Industrial Agglomeration Zone Planning and Construction Project, which has been under construction for 7 years, will be put into operation. The Guangzhou International Financial City Start-up Area Infrastructure will continue construction, including the Huacheng Avenue Construction Project, the internal traffic construction project, the Linjiang Avenue Construction Project, the public greening supporting project, the wharf project, the Jianxiachong Regulation Project, and the river regulation project. The Sino-Singapore Guangzhou Knowledge City Major Industrial Platform and Supporting Facilities Project will also continue construction, with a construction period from 2019 to 2035. Newly started projects include the Baiyun Airport Phase III Expansion Project Surrounding Airport Economy Industrial Park Infrastructure Phase II Project with an investment of 31.98 billion yuan, and the Foshan High-tech Zone Sanshui Modern Industrial Park Infrastructure Construction Project with an investment of 12.85 billion yuan.

　　In terms of environmental protection projects, the Guangzhou Waste Safety Disposal Center Phase II Project will be put into operation, with new incineration disposal facilities (33,000 tons/year) and physicochemical treatment facilities (150,000 tons/year). The Guangzhou No. 4, No. 5, No. 6, and No. 7 Resource Thermal Power Plant Phase II Projects and supporting facilities will continue construction. The Heyuan Thermal Power Plant Project with an investment of 870 million yuan will start construction. The Zhuhai Triangle Island Lake Regulation and Ecological Restoration Project with an investment of 8.5 billion yuan will continue construction, covering lake regulation, mountain forest transformation, municipal roads and comprehensive pipe networks, etc.

　　Intelligent manufacturing becomes a hot focus


　　In terms of industrial projects, the content is very rich. Projects including the Dongguan Huawei Tuanbowa No. 8 Plot Industrial Project (Phase I), the Shantou BYD Intelligent Terminal Components Production Project, and the Huawei Southern Factory Project (Phase II) will be put into operation. In terms of biotechnology projects, the Guangdong Provincial Large Animal Model Research Center and the Guangdong Medical Valley (Zhuhai) Medical Industry Acceleration Base will continue construction.

　　In terms of intelligent manufacturing, the Guangzhou GAC CATL Battery Project with an investment of 4.23 billion yuan will be put into operation; 47 projects including the Shunde Country Garden Bozhilin Robot Valley will continue construction; and as many as 31 new projects will start. In automobile manufacturing, the Guangzhou GAC Toyota Annual Production of 200,000 Vehicles (New Energy Vehicles) Capacity Expansion Project, the GAC Aisin Transmission Project, the GAC Toyota Engine Co., Ltd. TNGA Series Engine Construction Project, and the Foshan Guangdong New Energy Vehicle Core Components Industry Cluster will all be put into operation. The Xpeng Motors Intelligent Manufacturing Industrial Park and the BYD Automobile Comprehensive Test Site will be newly built.

　　In terms of digital creative industry projects, the Southern Finance and Economics Greater Bay Area Data Center with an investment of 1.5 billion yuan will continue construction, building major platforms such as the 'Southern Finance Cloud Platform', 'Financial Data Sharing Platform', 'Financial Index Release and Operation Platform', and 'Financial Data Trading Platform'. The Southern Newspaper Media Group Greater Bay Area Converged Media Industrial Park with an investment of 12 billion yuan and the Guangdong-Hong Kong-Macao Greater Bay Area Design Industry Cradle-Guangzhou Design Capital Project with an investment of 2.71 billion yuan are also under continued construction.

　　In terms of headquarters economy, the Cisco (Guangzhou) Smart City Project, Guangzhou Pazhou Internet Agglomeration Area Project, Foshan Twin Star Headquarters Economy Project, Shenzhen Carbon Cloud Building (Carbon Cloud System Layout Headquarters Base), Dongguan Songshan Lake Huawei Terminal Headquarters Project, and China Railway Construction Jiangmen Headquarters Base Project will continue construction, and the Zhuying Guangdong-Hong Kong-Macao Greater Bay Area Film Port (Zhuying Guangdong-Hong Kong-Macao Greater Bay Area Film Museum) will start construction.

　　Provincial People's Hospital Baiyun New Town Campus to start construction

　　In terms of higher education quality improvement construction projects, the Guangdong University of Technology Jieyang Campus Construction Project will be completed. Continued projects include the Southern Medical University Campus Construction Project, the Guangzhou Medical University Xincao Campus Phase II Project, the South China University of Technology Guangzhou International Campus Phase II Project, the Hong Kong University of Science and Technology (Guangzhou) Phase I Project, the Guangdong Technion-Israel Institute of Technology Phase II Campus (South Campus) Construction Project, and the Guangdong Medical University Zhanjiang Haidong Campus. Newly started projects include the Guangzhou Academy of Fine Arts Foshan Campus Phase I Campus Construction Project, the Lingnan Normal University New Campus (Huguang Campus) Construction Project, and the City University of Hong Kong (Dongguan) Project (Phase I).

　　In terms of medical projects, 51 hospitals will continue construction, including the Guangzhou Respiratory Center, the Nanfang Hospital Zengcheng Branch Phase II Construction Project, the Sun Yat-sen University Affiliated Renji Hospital, the Guangzhou Fuli Hospital, and the Guangzhou University of Chinese Medicine Shunde Hospital Construction Project (Relocation and New Construction). Newly started projects include the Guangdong Provincial People's Hospital Baiyun New Town Campus Construction Project with an investment of 3.06 billion yuan, a total construction area of about 200,000 square meters, and 1,000 beds. The Guangdong Provincial Integrated Chinese and Western Medicine Emergency Treatment Center Project with an investment of 1.25 billion yuan. There are as many as 24 newly started projects in total.

　　In terms of cultural projects, the Guangdong Museum of Art, Guangdong Intangible Cultural Heritage Exhibition Center, and Guangdong Literature Museum 'Three Museums in One' with an investment of 4.86 billion yuan will continue construction, and the Guangdong Underwater Cultural Heritage Protection Center and other projects will start construction.
