Since the beginning of this year, Yumen City has accurately grasped the new development stage, thoroughly implemented the new development philosophy, accelerated the building of a new development pattern, gone all out to advance project construction, sounded the "charge bugle" for key project construction, and taken a solid first step in project construction for the 14th Five-Year Plan period. It has strictly implemented the "three lists" management of project commencement and resumption, investment project scheduling, and the inclusion of newly started projects in the statistical database. For the 134 key investment projects with an annual planned investment of 10.66 billion yuan confirmed for implementation this year, it has established a closed-loop working mechanism for key investment projects covering early-stage agency services, commencement advancement, and whole-process performance tracking, so as to comprehensively accelerate project commencement, application for database inclusion, and investment fulfillment. It has strengthened the supervision and management system for project construction work. The Municipal People's Congress and the Municipal CPPCC, focusing on project advancement, implementation of the contracted responsibility system, centralized commencement, project database inclusion, and investment reporting, conduct monthly supervision and notification to urge projects to accelerate construction progress. As of early March, 44 of the city's 134 key investment projects had commenced or resumed construction, a commencement/resumption rate of 32.8%. Among them, 26 projects, including the 200,000 kW wind power project in Zone A of CNNC, the integrated pig breeding and farming project of New Six Agriculture and Animal Husbandry, and the Kaisheng Daming concentrating materials and deep processing project, smoothly resumed construction, a resumption rate of 51%; 18 projects, including the Jindayuan new material chemicals project, the Daru pesticide and pharmaceutical intermediates project, and the infrastructure project of the Jianhua Industrial Park, smoothly commenced construction, a commencement rate of 22%.

　　The 84 key investment projects and 9 major preliminary reserve projects have been assigned to 25 municipal-level leaders and 29 departments, with project advancement responsibilities layered down level by level, concentrating efforts on solving difficulties in early-stage project approval, funding, building materials supply, and labor, and mobilizing project owners to make advance preparations such as equipment procurement and material and labor preparation. A flag-hanging publicity mechanism for contracted projects has been established, comprehensively evaluating project land acquisition and commencement, construction advancement, application for statistical inclusion, and investment reporting, with monthly publicity and flag-hanging advancement, effectively strengthening tracking and performance of project advancement, milestone targets, and difficult and bottleneck issues, urging contracted responsibilities to be fulfilled and promoting accelerated project advancement.

　　The reform of the approval system for engineering construction projects is taken as the focal point for deepening the "one-place service, one-visit completion" reform and optimizing the county's business environment, forming an approval management system of "one-window acceptance, efficient approval, whole-process follow-up, and forward-leaning service." It continues to deepen the implementation of the departmental contracting and agency responsibility system for investment promotion projects, promotes "online handling, mobile handling, and appointment handling" of project approval services, continuously optimizes project approval processes, and builds a closed-loop workflow of pre-settlement review notification, two-way intermediary push, phased parallel approval, timely consultation and joint handling, and whole-process tracking and performance. Through parallel and serial processing, seamless connection of project approval is achieved, realizing "guided handling" beforehand, "zero waiting" during the process, and "full tracking" afterward, making every effort to solve the problem of project approval being "scattered across many points and wide-ranging with each doing its own thing," accelerating project land acquisition, and providing efficient and high-quality services to enterprises.
