In recent visits to livelihood projects managed under the new “centralized construction” model by the municipal housing and construction department, it was learned that urban construction is going full speed ahead.

At the construction site of the Phase II project for the collaborative treatment of kitchen waste and municipal sludge in Zhenjiang, located in the reserved plot south of the Jianbi Wastewater Treatment Plant, interior decoration is underway in the standardized management buildings and comprehensive treatment workshop. Nearby, foundation work is proceeding for the boiler house and generator room equipment, as well as the packaging workshop and ammonia recovery area, while the anaerobic area's anaerobic tanks, conditioning tanks, and digestate storage tanks have entered the fabrication and installation stage. Huangfu Yueyue, deputy general manager of Jiangsu Hongrun Biomass Energy Technology Co., Ltd., said: “With the attitude that the start is a decisive battle and the beginning is a sprint, we are going full throttle to advance the Phase II project construction.”

It is understood that the Phase II kitchen waste project has an estimated budget of 199 million yuan and a treatment capacity of 360 tons per day, including 180 tons per day of kitchen waste and 180 tons per day of sludge. Zhenjiang launched the collaborative treatment project for kitchen waste and domestic sludge in 2014, being the first in China to adopt the concept of “collaborative treatment” of urban organic matter for planning, construction, and operation. Since last year, the Phase I project has been operating at full capacity and cannot meet the growing demand for kitchen waste disposal. Compared with Phase I, the Phase II project has further developed resource recovery products. The crude oil produced is sent to qualified manufacturers for biodiesel refining; the biogas residue is comprehensively utilized after dehydration, with part undergoing aerobic composting with landscaping waste to form granular planting substrate; the biogas, aside from being used for the boiler, is grid-connected for power generation; and the biogas slurry is further processed to extract ammonium bicarbonate as fertilizer.

Encouragingly, the “Zhenjiang model” of comprehensive urban organic matter disposal has successfully achieved project export. Jiangsu Hongrun has participated in kitchen waste projects in Jingmen, Hubei, and Jiujiang, Jiangxi, as a co-construction operator and in consortiums.

Under the precondition of ensuring high-quality engineering, Jiangsu Hongrun has worked against the clock to ensure completion according to schedule and early commissioning. “The project is expected to complete construction by the end of June, start commissioning in the third quarter, and enter the trial operation stage in the fourth quarter,” said Huangfu Yueyue.

The main road network in the urban area has taken shape, but roads around the city still need careful “polishing.” At the construction site of the Zhugang Road project in Guantang Innovation Community, excavators are digging simultaneously at the south and north work points. As large amounts of earth are removed from the site, the road subgrade gradually appears. Project manager Liu Jie said that this is a newly built road, starting from Sanligang Road in the north and ending at Laishan Road in the south, with a red line width of 40 meters and four lanes in both directions, positioned as an urban secondary trunk road. On both sides of the road are the Zhenjiang Experimental School Yuanyang Branch and the under-construction Shimao Yuntu residential community. Currently, more than half of the earthwork has been completed. Next, road foundation and rainwater and sewage pipeline construction will proceed, with full completion expected by the end of June.

In addition, among the newly started projects in the first quarter, the 2020 emergency bank protection project for the west edge of Hechangzhou in the Zhenjiang-Yangzhou reach of the Yangtze River, with a total investment of 49.1 million yuan, mainly involves reinforcing 1,570 meters of bank protection, with a protection area of 176,800 square meters and 207,500 cubic meters of riprap. To date, 43,000 tons of riprap have been placed. The 2021 flood damage restoration project, with a total investment of 41.8 million yuan, has commenced in Dantu District, High-tech Zone, and Zhenjiang New Area.

In terms of housing security, for the Qinghewan Phase II resettlement housing project with a total construction area of 104,100 square meters, the main structures of 9 buildings in the north district have been topped out, and the negative second floor structures of main buildings 8# and 12# in the south district have been poured. The entire project is expected to be completed and delivered within the year.

Since last year, the Zhenjiang municipal government has implemented a new centralized construction model for government-invested projects, mostly applied to social welfare projects in science and technology, education, health, landscaping, and greening. Compared with the traditional organization method of government-invested project construction, centralized construction has transformed from the original dispersed construction by individual user units to centralized organization by a designated specialized agency or professional construction platform, separating “investment, construction, supervision, and use” from each other, greatly reducing issues of exceeding scale, standards, and budget estimates.
