To implement the spirit of the "Engineering Cost Reform Work Plan" issued by the General Office of the Ministry of Housing and Urban-Rural Development and to accelerate the market-oriented reform of engineering costs in Zhejiang Province, following the issuance of the "Implementation Opinions on Engineering Cost Reform in Zhejiang Province" (hereinafter referred to as the "Implementation Opinions") in December 2020, Zhejiang Province has successively taken a series of measures to rapidly advance the pilot work of engineering cost reform.

　　Issued a guiding opinion on pilot work. The "Notice on Further Advancing the Pilot Work of Engineering Cost Reform" was issued, providing guidance for the three pilot areas of Zhoushan, Jinhua, and Jiaxing in carrying out market-oriented engineering cost reform, and regulating and guiding the measurement and pricing methods of pilot projects, the preparation of tender control prices, bidding methods and procedures, and contract agreements.

　　Established an expert team for engineering cost reform. Senior experts from the Provincial Development and Reform Commission, the Provincial Department of Finance, and other departments as well as the cost industry were invited to form an expert group for engineering cost reform, responsible for the top-level design of engineering cost reform across the province, supervising and guiding pilot areas in carrying out market-oriented engineering cost reform, reviewing the implementation plans for engineering cost reform in pilot areas, studying relevant technical issues during the reform process, and putting forward opinions and suggestions for engineering cost reform.

　　Defined a list of engineering cost reform tasks. In accordance with the requirements of the "Implementation Opinions," the Provincial Cost Management Station decomposed the engineering cost reform tasks of Zhejiang Province into 21 items in four aspects, clarified the division of work and completion time nodes, strengthened the implementation of responsibilities, and strived to achieve the three major reform goals of building a pioneering demonstration zone for engineering cost reform, a new model for dynamic management of pricing bases, and a distinctive new template for an engineering cost digital platform.

　　Determined a batch of pilot projects for engineering cost reform. The three pilot areas of Zhoushan, Jinhua, and Jiaxing have, in accordance with the requirements of the "Implementation Opinions," formulated their own regional reform work plans, submitted them to the provincial cost reform expert group for review, and selected 9 projects to carry out market-oriented engineering cost reform pilots, tracking the implementation of the pilot projects throughout the process and guiding and helping to resolve relevant technical issues encountered during the reform.

　　Next, the Provincial Cost Management Station will closely focus on the cost reform goals, further improve the construction of the engineering cost digital platform, establish a dynamic management mechanism for pricing bases, improve the bidding and contract management systems, strengthen policy publicity and guidance for cost reform, and ensure the smooth advancement of engineering cost reform.
