In recent years, the Public Security Bureau of Mayang Miao Autonomous County in Huaihua City, Hunan Province, guided by county-level policing, has earnestly fulfilled its three major functions of “safeguarding, preventing, and maintaining stability,” focused on the three mechanisms of guidance, risk prevention and control, and crackdown and rectification, and tightened the three-tier responsibility system under which leaders take charge of designated sections, specialized police departments take the lead, and local police stations implement specific measures, so as to fully safeguard key project construction. At present, more than 60 key engineering projects across the county have achieved the goals of no incidents of obstructing construction, no criminal or public security cases (incidents) affecting social and political stability, and no major public safety accidents.
With as many as 60 key engineering projects at the provincial, municipal, and county levels within Mayang County, how to serve and safeguard these key engineering projects is a new issue currently facing Mayang public security work. In response to this new situation, the bureau's Party Committee has taken the consolidation of county-level policing as the entry point to guide and safeguard key project construction. First, in the guidance mechanism, orderly safeguards have been ensured. The county Party Committee and government attach great importance to this work and have successively issued documents such as the Interim Measures for the Management of Key Construction Projects and the Work Plan for the Resumption of Work and Production of Backbone Enterprises and Key Projects, with the county Party Committee secretary serving as group leader to comprehensively safeguard key project construction. At the same time, the county Public Security Bureau has established a special leading group for the rectification of the construction environment of key projects, headed by the director, with five dedicated working teams under it for basic safeguards, crackdown and rectification, risk prevention and control, public security management, and fire safety management. It has formulated work plans and refined work measures to ensure the orderly implementation of the special rectification action. To coordinate and resolve prominent problems in key project construction, they have extended the reach of policing, established a joint conference system, and convened joint conferences from time to time to help enterprises solve practical difficulties. While helping enterprises resolve difficulties, they have earnestly implemented the six measures for streamlining administration, delegating power, improving regulation, and upgrading services to optimize the business environment and benefit the people, standardized procedures, clarified time limits for handling matters, opened green channels for enterprises in areas such as certificate handling and business approval, and improved service efficiency. Second, in the risk prevention and control mechanism, emphasis has been placed on early warning, analysis, and assessment. Horizontally, they have strengthened contact with relevant functional departments to fully grasp the dynamics of stability-related information. Vertically, they have gone deep into enterprises and construction sites, and through discussions, field visits, and other methods, promptly grasped problems and hidden dangers in key project construction and resolved and stabilized them in advance. Local police stations have proactively coordinated with local Party committees and governments to provide early warning and prevention against unstable factors. In strict accordance with the principle of “early screening, early detection, early control, and early resolution,” and with the help of activities such as “A Million Police Officers Visiting Ten Million Households,” “Poverty Alleviation,” and “Household-by-Household Visits,” they have innovatively promoted the “3+X” (managing “people,” guarding “places,” and grasping “prevention”) grassroots social governance model and the “One Standard, Three Realities” information collection work. Focusing on prominent contradictions such as land acquisition compensation, labor disputes, work-related injuries, and collective petitions, they have comprehensively screened and resolved contradictions and disputes affecting key project construction, truly achieving a clear base and a clear situation. Relying on the grid-based management model, they have also innovatively established an “N+1” dedicated working team stabilization and control mechanism, coordinating with local Party committees and governments, grassroots organizations, and public security activists to carry out 24-hour uninterrupted stabilization and control of key persons with illegal intentions related to key construction projects, earnestly implementing the system of “roll call and seeing the person” in the morning, noon, and evening, and, according to the nature of the groups involved, respectively led by the bureau's various specialized police departments and, in accordance with the principle of territorial jurisdiction, specifically implemented by local police stations with full-process participation. Third, in the crackdown and rectification mechanism, effective stability maintenance has been achieved. Taking the special campaign against gang crimes as a lever, they have resolutely cracked down on illegal and criminal acts that disrupt the order of key engineering project construction, such as obstructing construction, extortion, and theft of materials. They have maintained a high-pressure posture of “zero tolerance” toward criminal acts by underworld, evil, hooligan, and tyrannical forces that obstruct construction, monopolize markets, or participate in economic activities by illegal means, handled such cases through special investigations, and cracked down hard without tolerance to ensure the smooth progress of project construction. They have improved the construction of patrol and prevention mechanisms, highlighted patrol prevention and control around project sites, and promptly discovered, effectively stopped, and properly handled various ongoing illegal and criminal acts. They have strengthened the building of patrol and prevention forces, set up mobile police offices, configured patrol forces according to the model of “1 full-time police officer + 1 full-time auxiliary police officer + N volunteer patrol members,” ensured the “three implementations” of personnel, duties, and funding, and made key projects under construction mandatory patrol points. Through regular patrols plus key patrols, they have enhanced the effectiveness of order rectification. They have strengthened traffic flow maintenance, proactively communicated and interconnected with construction units, screened and rectified road safety hazards around project sites, and ensured safe and orderly passage of construction vehicles.
While focusing on the three mechanisms, the Party Committee of the Mayang County Public Security Bureau has tightened the three-tier responsibility for safeguarding key project construction. It has implemented a three-tier responsibility system for key construction projects, namely: leaders in charge taking charge of designated areas and sections, specialized police departments taking the lead, and local police stations implementing specific responsibilities. It has established a responsibility breakdown table for key construction projects, corresponding to the 43 key construction projects determined across the county, and, according to the four project categories of infrastructure construction, industrial construction, livelihood construction, and integrated commercial and residential development, assigned responsible bureau leaders, responsible units, and responsible police officers one by one. It has strengthened supervision and accountability, incorporated service and safeguard of key project construction into annual performance assessment, and assessed each responsibility-bearing entity through door-to-door visits, listening to reports, field research, and other methods.
At present, Mayang public security has solved 7 criminal cases related to key project construction, arrested 10 criminal suspects, and criminally detained 5 people; and handled 5 administrative cases in accordance with the law, with 6 people administratively detained. A total of more than 20 emerging contradictions and disputes involving key project construction have been screened and resolved, with a resolution rate of 100%.
