Recently, it was learned that in 2021, Urumqi is advancing key project construction around eight major zones. The first batch of key projects has been issued. In various prefectures, since March, project construction has entered the construction phase. For example, the Yutian section of the G315 Minfeng-Luopu Highway Project, the second phase of the Xiatianji Water Conservancy Hub in Jinghe County, the infrastructure project of the Kuqa Economic and Technological Development Zone, and the renovation of old residential areas in Gaochang District, Turpan City, are all in full swing at key project construction sites. Guided by high-quality development, we are seizing opportunities, deploying early, planning early, and implementing early, and going all out to promote the commencement of key projects. This will provide important support for Xinjiang's development by laying a solid foundation, addressing shortcomings, and optimizing the structure.

Over the past year, we have experienced a severe battle against the epidemic, and various industries have suffered impacts of varying degrees. Key project construction is no exception, and project progress has been affected. Key projects are urgently needed to improve people's lives and are characterized by tight construction schedules. As soon as spring 2021 arrived, key projects across Xinjiang started working at full speed, going all out to make up for lost time and accelerate progress, ensuring that key projects are put into operation and produce results as early as possible. Moreover, key projects are the master switch for leveraging economic development and the "bull's nose" that affects the overall situation. Grasping the word "early" in construction will also produce a "pull one hair and move the whole body" effect.

　　Achieving "early" in key project construction will surely support the "stability" of the全年 economy. Key projects are important engines for driving local economic development. To some extent, one key project is a new economic growth point, and a batch of projects can form a new growth pole. Taking transportation as an example, during the "13th Five-Year Plan" period, Xinjiang continued, newly built, and expanded 22 airports. It is the completion of modern airports that has enabled Xinjiang's fresh fruits such as small white apricots and flat peaches to "fly" out of the region in recent years. This not only alleviated the difficulty of transporting Xinjiang's fresh fruits out of the region but also fattened the wallets of fruit farmers. Another example is the main dam project of the Altash Water Conservancy Hub in Xinjiang, completed in 2020, which not only completely relieved local farmers of the heavy burden of flood control but also provided a guarantee for stable and high agricultural yields. Starting key projects early is an important prerequisite for early completion and early results. Only by achieving "early" can we play the first move in "six stabilities" and "six guarantees" and ensure the stable and healthy development of the全年 economy.

Putting "early" first in key project construction is not only related to the economic development of the whole region in 2021 but also to whether Xinjiang's "14th Five-Year Plan" goals and tasks can be achieved on schedule and whether the economic development momentum during the "14th Five-Year Plan" period will be strong. In the first year of the "14th Five-Year Plan", starting key projects early will leave more time for subsequent project construction to cope with difficulties and challenges ahead, ensuring a high-quality answer sheet for key project construction during the "14th Five-Year Plan".
