In 2021, Chongqing will focus on scientific and technological innovation as the primary driving force, accelerate the building of a science and technology innovation center with national influence; promote the accelerated construction of the Western (Chongqing) Science City and Liangjiang Collaborative Innovation Zone; advance the construction of 41 projects including Science Avenue and Science Hall, with an annual planned total investment of 16.7 billion yuan.

In 2021, Chongqing will focus on “new infrastructure” projects such as “two new and one heavy” projects, with 41 projects and an annual planned investment of 6.4 billion yuan; accelerate 23 “new urbanization” projects such as “Two Rivers and Four Banks”, with an annual planned investment of 24.3 billion yuan; promote the acceleration of 303 major infrastructure projects such as the Chongqing-Xi'an High-speed Railway, with an annual planned investment of 170.4 billion yuan.

In 2021, Chongqing will promote 98 pillar industry projects such as Yongchuan laptop casings and auto parts production, with an annual planned investment of 32.6 billion yuan; promote 34 strategic emerging industry projects such as China Resources Microelectronics' 12-inch power semiconductor wafer production line, with an annual planned investment of 22.1 billion yuan.

In 2021, Chongqing will focus on weaknesses and shortcomings, build 43 education projects such as the comprehensive laboratory building of Southwest University of Political Science and Law, with an annual planned investment of 6.9 billion yuan; promote 42 medical and health projects such as the emergency hospital of Chongqing Public Health Medical Treatment Center, with an annual planned investment of 5.2 billion yuan; promote 40 cultural and sports projects such as the protection and utilization of Datianwan Stadium, with an annual planned investment of 8.7 billion yuan.
