On March 12, the General Office of Chongqing Municipal Government recently released the list of 2021 municipal major projects, including 894 major construction projects with a total investment of 2.8 trillion yuan. What fields do these major construction projects involve, and how will they be advanced? A responsible person from the Chongqing Municipal Development and Reform Commission recently provided an interpretation.

“The projects mainly focus on key areas, key directions, and key industries such as greater efforts to promote scientific and technological innovation and enhance the modernization level of industrial and supply chains, highlighting goal orientation, task orientation, and key sectors and key fields,” said the responsible person from the Chongqing Municipal Development and Reform Commission.

In terms of scientific and technological innovation, Chongqing will focus on accelerating the construction of the Western (Chongqing) Science City and the Liangjiang Collaborative Innovation Zone, advancing 41 projects including Science Avenue and Science Hall, with an annual planned investment of 16.7 billion yuan.

Focusing on key areas such as “new infrastructure, new urbanization, and major transportation and water conservancy projects”, Chongqing will advance 41 “new infrastructure” projects such as China Mobile Edge Computing Platform and Chongqing Science Center of the Chinese Academy of Sciences, with an annual planned investment of 6.4 billion yuan; accelerate 23 “new urbanization” projects such as the “Two Rivers and Four Banks” and “Clear Water and Green Banks” governance and improvement, with an annual planned investment of 24.3 billion yuan; and promote the acceleration of 303 major infrastructure projects such as the Chongqing-Xi'an High-speed Railway and Rail Transit Line 15, with an annual planned investment of 170.4 billion yuan.

In terms of supplementing, strengthening, and extending industrial chains, Chongqing will advance 98 pillar industry projects such as the Yongchuan laptop casing and auto parts production and the Chongqing Asia-Europe Auto Parts Factory, with an annual planned investment of 32.6 billion yuan; and promote 34 strategic emerging industry projects such as the China Resources Microelectronics 12-inch power semiconductor wafer production line and the Xingxing Cold Chain annual production of 1.5 million smart cold chain terminal intelligent factories, with an annual planned investment of 22.1 billion yuan.

In the field of people's livelihood, focusing on shortcomings and weaknesses and striving to solve the urgent needs and expectations of the people, Chongqing will build 43 education projects such as the Comprehensive Laboratory Building of Southwest University of Political Science and Law and the Longxing Campus of the Three Gorges Vocational Education, with an annual planned investment of 6.9 billion yuan; advance 42 medical and health projects such as the Emergency Hospital of the Municipal Public Health Medical Treatment Center and the relocation of the Chongqing Center for Disease Control and Prevention, with an annual planned investment of 5.2 billion yuan; and promote 40 cultural and sports projects such as the protection and utilization of Datianwan Stadium and the first phase of the Hongyan Park, with an annual planned investment of 8.7 billion yuan.

In addition, focusing on improving the development level of the service industry, Chongqing will also advance 101 construction projects such as Phase I of the Land-Sea New Corridor Chongqing Dry Port and the Changshou Wuhua Mountain Blueberry Health Town, with an annual planned investment of 24 billion yuan; and focus on promoting rural revitalization and promoting the integrated development of primary, secondary, and tertiary industries, arranging 41 construction projects such as the Tongnan Lemon Advantageous and Characteristic Industrial Cluster and the Wanzhou 1.5 million-head pig ecological farm, with an annual planned investment of 8.9 billion yuan.

The responsible person from the Chongqing Municipal Development and Reform Commission said that next, work plans will be formulated one by one, timetables, task books, and roadmaps will be compiled, and the beautiful “development blueprint” will be transformed into a precise “construction drawing”, actively creating construction conditions and solidly advancing the construction of major projects to ensure a good start and good beginning for the “14th Five-Year Plan”.
