Making the Most of Spring: Project Construction in Full Swing

Vehicles shuttle and machines roar as workers in hard hats install production equipment and build plant supporting facilities…… At the start of the new year, the New Century Prefabricated Building Industrial Base in Xinzhu Town, Ding'an County, presents a bustling scene of activity.

According to Zhang Ying, the person in charge of the site, the main structure of the plant and the yard construction have been completed, the main building is taking shape, and the production line is being built at full speed. “To seize progress, all our workers here returned to work on the seventh day of the first lunar month (February 18).”

As a key construction project in Ding'an County, the New Century Prefabricated Building Industrial Base covers about 442.76 mu, with a planned total investment of 900 million yuan, including 460 million yuan for Phase I. The project plans to build plants, a finished product exhibition area, a component exhibition area, and office and living supporting facilities, and is scheduled to be completed in two phases.

Excavators move across the site and workers rush construction under the sun…… The construction site of the Xingou Beef · Cultural Tourism City project is equally bustling. As another key project in Ding'an, once completed and put into operation, the Xingou Beef · Cultural Tourism City project will boost Ding'an's food economy and promote the upgrading of urban supporting facilities. Since the beginning of preparations, the project has received strong support from the Ding'an County Party Committee, the county government, and various functional departments; it took only 87 days from handling land use procedures to starting construction.

According to Wang Yuda, general manager of Hainan Zhengheng Industrial Co., Ltd., “The thoughtful service of the Ding'an County Party Committee and county government fills us with confidence in the company's development. This year we will muster our ‘ox vigor’ to race against the schedule, constantly setting new construction speed records, striving to complete the main structure of the project in October this year and officially put it into use in December 2022, building Ding'an's ‘beef’ brand for the world and driving Ding'an's economic and social development.”

Proactive Action: Enterprises Settle in with Peace of Mind

The smooth progress of project construction is inseparable from the support of functional departments. Wang Yuda introduced that not long ago, while advancing the construction of the Xingou Beef · Cultural Tourism City project, the company encountered a thorny land clearing issue. The Ding'an County Natural Resources and Planning Bureau, together with the Dingcheng Town government, went to the project site to work on-site many times and ultimately properly resolved the relevant historical遗留 issues, effectively accelerating project construction.

“High efficiency, fast processing, good service.” This is the common feeling of many enterprises that have settled in Ding'an when handling pre-project procedures. How is this achieved so well and so quickly? Pan Lei, deputy director of the Ding'an County Administrative Approval Service Bureau, said that to better serve enterprises, the bureau has set up assistance and agency teams, arranged personnel to intervene in each key project in advance, proactively introduced handling procedures and required materials to enterprises, and tracked the entire process of procedure handling. Staff of many enterprises reported that this approach gives them both reassurance and peace of mind.

“At the same time, we continuously optimize handling processes. By integrating matters, we have changed the previous ‘serial approval’ to ‘parallel approval,’ turning approval matters that had to be handled one after another into joint handling and simultaneous advancement, thoroughly breaking down departmental barriers and improving approval efficiency,” Pan Lei said. For enterprises with special needs, the bureau has also introduced extended-hour services, appointment services, and on-site services, truly reducing trips for enterprises and making services more efficient.

In addition to introducing new projects, providing refined services for settled projects is equally important. A relevant person in charge of the Ding'an Taling Industrial Park Management Committee told the Hainan Daily reporter that the park implements an enterprise liaison service management work system, establishes a “one-on-one” tracking service system and a regular communication work mechanism, and through regular visits by dedicated personnel, helps enterprises solve pain points, bottlenecks, and difficult problems encountered in production and operation, improving the park's service management efficiency and enterprise satisfaction.

In 2020, Ding'an County achieved a total output value of 2.164 billion yuan from industrial enterprises above designated size, a year-on-year increase of 9.8%, ranking fifth in the province in the growth rate of industrial added value above designated size. In Taling Industrial Park, the output value of enterprises such as Leye grew substantially, and 6 new enterprises above designated size and 4 high-tech enterprises were cultivated.

“Several enterprises are coming to negotiate these days, so we need to do our homework in advance and plan visit and inspection routes for them.” Early on the morning of February 23, Ye Wen, a staff member of the Business Investment Office of the Ding'an County Development and Reform Commission, was already busy.

Constantly answering calls, being on standby 24 hours a day, and often unable to eat on time are the normal work routine for Ye Wen and her colleagues. She told the reporter with a smile: “My colleagues and I often meet in the office during the day and at project sites at night, but everyone is always full of drive, as if they never know fatigue.”

The busyness and dedication of cadres at all levels have brought abundant results in Ding'an's investment promotion. With efforts from all sides, Ding'an's investment promotion work in 2020 achieved remarkable results: the county negotiated with more than 200 high-quality enterprises and signed investment cooperation agreements with 13 enterprises, with a signed amount of 5.4 billion yuan.

Li Haiyang, director of the Ding'an Development and Reform Commission, introduced that the county has established an investment promotion leading group headed by the main leader of the county Party committee to coordinate and deploy investment promotion work. At the same time, it has clarified the “four ones” investment promotion work approach, namely “formulate a set of investment promotion materials, establish an investment promotion mechanism, plan a batch of investment promotion projects, and set up an investment promotion team,” with the main responsible persons of the county Party committee and county government personally leading teams to Hubei, Zhejiang, Fujian, and Beijing many times to carry out investment promotion negotiations.

According to Li Haiyang, “At present, we have set up 6 special project advancement teams, refined the investment promotion workflow, established a project tracking service system, and promoted the systematization and institutionalization of investment promotion work.”

To unleash stronger investment appeal, this year Ding'an will introduce preferential policies for industries such as tourism, culture, medicine, low-carbon manufacturing, and high-tech, based on its current development positioning and the industry distribution of investment projects. At the same time, in response to the needs of existing stock enterprises, it will study and formulate support policies and accelerate the revitalization of a batch of dormant projects in Nanli Lake and Taling Industrial Park.
