On February 20, the Party Leadership Group of the Qingdao Municipal Transport Bureau convened a meeting to study and implement Qingdao's "Project Implementation Year" initiative. Reporters learned at the meeting that Qingdao's "Project Implementation Year" focuses on 15 campaigns and 13 industrial chains, breaking down departmental barriers, pooling forces from all sides, and accelerating project attraction, implementation, commencement, and completion. Among these, the Municipal Transport Bureau is leading one campaign (the transport infrastructure construction campaign) and one industrial chain (the modern logistics industrial chain), with a focus on advancing 87 projects and a planned investment of 25.68 billion yuan. These include 42 highway projects, 3 railway projects, 9 port projects, 3 airport projects, and 30 hub projects.

　　The Qingdao Municipal Transport Bureau will thoroughly study and implement the spirit of the Shandong Provincial Work Mobilization Conference and the Qingdao "Project Implementation Year" scheduling meeting, adopt the mindset that "the start is the decisive battle and the beginning is the sprint," quickly launch a new round of transportation campaigns, fully set off a new upsurge in project construction, vigorously carry forward the spirit of the willing ox, the pioneering ox, and the diligent ox, and stay at the forefront of Qingdao's "Project Implementation Year."

　　In terms of highways, new projects will commence, including the reconstruction and expansion of the Shuangbu-Hetao section of the Qinglan Expressway (Phase II of the New Airport Expressway), the Mingcun-Dongjiakou Expressway, the congestion alleviation project at the Licun toll station of the Qingyin Expressway (Phase I), the Blue Valley-Jiaodong International Airport-Shenhai Expressway rapid corridor, and the Dagu River Bridge on National Highway 204. Continuing projects include the Dongliang Expressway (Dongjiakou-Shenhai Expressway section), the Huazhong Road through project, and the ABF ramps of the Licun River interchange, all of which are to be completed as early as possible this year. The progress of the Jinan-Qingdao Expressway Middle Line (Weifang-Qingdao section) will be accelerated, with 80% of the roadbed works and 50% of the bridge and culvert works completed this year.

　　In terms of railways, the Qingdao-Beijing-Shanghai High-Speed Railway auxiliary corridor railway will commence; the Weifang-Yantai Railway and the Laixi-Rongcheng Railway projects will continue.

　　In terms of ports, five new projects will commence: Phase II of the Datang Terminal, Phase II of the Huaneng Terminal, the Zhenhua Crude Oil Depot, the Qilu Fuhai Crude Oil Depot, and the Liquid Chemical Storage Project. Four continuing projects include the Pan-Asia Container Terminal, Phase II of the North Third Breakwater Grain Silo Project, Phases II and III of the Commercial Crude Oil Reserve Depot, and the intelligent overhead rail container transport experimental section in the Qianwan Port Area.

　　In terms of airports, three general aviation airport projects will be built in Jimo, Pingdu, and Laixi.

　　In terms of hubs, four passenger transport hubs and 26 freight transport hubs will be built.

　　This year, the Qingdao transportation system will strengthen its sense of responsibility, efficiency, and execution, and advance project implementation strictly, swiftly, and pragmatically. For existing projects, preliminary work will be intensified; all projects in the 14th Five-Year Plan that can be started early will be encouraged to commence and be built as early as possible. For projects under construction, while ensuring the completion of annual plans, work will be organized scientifically with schedules reversed to achieve early completion and early results.
