Henan plans to complete 1.1 trillion yuan of investment in key projects in 2021, a record high in annual planned investment.

　　Henan Province is stepping up its key project construction in 2021! On February 18, a reporter learned from the Provincial Development and Reform Commission that Henan's 2021 key project list has been finalized: 1,371 projects with a total investment of 4.4 trillion yuan, of which 1.1 trillion yuan is planned to be completed in 2021. The number of projects, total investment, and annual planned investment all hit record highs.

　　According to the introduction, Henan's 2021 key projects cover seven major fields: new infrastructure, new urbanization, major infrastructure, industrial structure optimization and upgrading, innovation-driven development, ecological and environmental protection, and social livelihood. In implementation, it is necessary to ensure that “factors follow projects” and “limited resources protect key projects,” so as to add pressure, tighten the strings, and boost morale for achieving a “good start” in the new year. Overall, the projects present the following characteristics:

　　Project quality has been further improved. The average investment per project is 3.2 billion yuan, and the average annual investment is 830 million yuan, up 4% and 2% respectively from 2020. Among them, the number and annual planned investment of new infrastructure projects increased by 107% and 26% respectively compared with 2020.

　　The project structure has been further optimized. By field, there are 294 “two new and one heavy” projects, accounting for about 22%, 3 percentage points higher than 2020. Industrial projects account for 65%, of which manufacturing projects account for 35% and modern service industry projects account for 27%, both slightly higher than last year.

　　The selection focus has been further highlighted. Greater emphasis is placed on the real economy, ecological and environmental protection, public health construction, emergency facilities, and support for major strategic planning.

　　The driving role has been further enhanced. There are more projects with large investment scale and strong driving effects. There are 76 projects of more than 10 billion yuan, 15 more than in 2020, accounting for about 6%.
