The Recommendations of the Central Committee of the Communist Party of China on Formulating the Fourteenth Five-Year Plan for National Economic and Social Development and the Long-Range Objectives Through the Year 2035, adopted at the Fifth Plenary Session of the 19th CPC Central Committee, propose promoting green development and fostering harmonious coexistence between humanity and nature. We must thoroughly implement the strategy of sustainable development, improve the coordination mechanisms in the field of ecological civilization, build an ecological civilization system, promote the comprehensive green transformation of economic and social development, and build a modernization in which humanity and nature coexist harmoniously. We must accelerate the promotion of green and low-carbon development, continuously improve environmental quality, enhance the quality and stability of ecosystems, and comprehensively raise the efficiency of resource utilization.
　　Humanity and nature form a community of life. “Ecological prosperity leads to civilizational prosperity, and ecological decline leads to civilizational decline.” In the face of the severe situation of serious environmental pollution, ecosystem degradation, and tightening resource constraints, since the 18th National Congress of the Communist Party of China, the CPC Central Committee with Comrade Xi Jinping at its core has followed the laws of human social development and responded to the people's expectations for a better life. It has made ecological civilization construction an important part of coordinating the implementation of the “Five-Sphere Integrated Plan” overall layout and the “Four-Pronged Comprehensive Strategy” strategic layout, incorporated adherence to harmonious coexistence between humanity and nature into the basic strategy of upholding and developing socialism with Chinese characteristics in the new era, incorporated green development into the new development philosophy, and incorporated pollution prevention and control into the three critical battles. With the firmest determination, the strictest systems, and the most powerful measures, it has pushed China's ecological civilization construction to new heights. Today, the sky is increasingly blue, the mountains increasingly green, and the water increasingly clear. The development philosophy that “lucid waters and lush mountains are invaluable assets” has taken deep root in the hearts of hundreds of millions of people and has become a consensus across society.
　　The underlying color of high-quality development is green. Accelerating the promotion of green and low-carbon development is of great significance to the high-quality development of the construction industry. At present, the extensive mode of China's economic development has not fundamentally changed. In the case of the construction industry, on-site casting (masonry) methods have brought problems such as low efficiency of resource and energy utilization, large amounts of construction waste, serious dust and noise pollution, and a lack of guarantees for project quality and safety. The excessive consumption and waste of resources and energy caused by traditional construction methods continue, and the contradiction between economic growth and resources and energy will become more prominent, greatly constraining sustainable development.
　　The new type of construction industrialization, characterized by the integration of industrialization, informatization, and greening, represents the future development trend and is a major measure for green development and low-carbon circular development in the field of housing and urban-rural development. Previously, the Ministry of Housing and Urban-Rural Development and eight other departments jointly issued the Several Opinions on Accelerating the Development of New-Type Construction Industrialization, clearly stating that through the drive of a new generation of information technology, with systematic integrated design and lean production and construction throughout the entire project life cycle as the main means, the entire industrial chain, value chain, and innovation chain of engineering should be integrated to achieve high efficiency, high quality, low consumption, and low emissions in engineering construction.
　　Developing new-type construction industrialization is a powerful lever for promoting energy conservation and emission reduction in the construction sector. Prefabricated construction methods have significant results in saving energy, materials, water, and reducing emissions. They can reduce construction waste and water resource consumption, save building materials such as timber and cement mortar, fundamentally change the “dirty, messy, and poor” situation at construction sites, effectively reduce air pollution and construction waste emissions during construction, minimize environmental pollution such as dust and noise, and help improve the urban environment and build ecological civilization. More importantly, the development of new-type construction industrialization can completely transform the previous competitive model of low construction technology, low scientific and technological content, and mere competition on labor costs. It closely integrates industrialized production and the construction process with informatization, emphasizes scientific and technological progress and management model innovation, focuses on improving the quality of workers, and focuses on shaping corporate brands and images, thereby forming a company's core competitiveness and first-mover advantages.
　　At present, the CPC Central Committee regards continuously advancing green development and achieving new progress in ecological civilization construction as one of the main goals of economic and social development during the “14th Five-Year Plan” period. “Green development” has become the foundation of survival, the opportunity for development, and the key to prosperity. Under the new situation, the fundamental path for the construction industry to practice green development lies in innovation. Only by actively promoting technological progress in construction engineering, promoting industrial transformation and upgrading, and improving the development quality of the construction industry can we truly integrate “green” into the entire life cycle of buildings and achieve the green development of the construction industry.
