From the Henan Provincial Transportation Work Conference held on January 30, it was learned that during the "14th Five-Year Plan" period, Henan's comprehensive transportation infrastructure investment is expected to exceed 900 billion yuan, building "Mi + Jing + Ren" shaped comprehensive transportation corridors, enhancing efficient connectivity with important growth poles such as the Beijing-Tianjin-Hebei region and the Yangtze River Delta, and basically forming two "1-hour traffic circles" for the Zhengzhou and Luoyang metropolitan areas and a "2-hour traffic circle" for the Central Plains Urban Agglomeration.
This year, Henan's highway and waterway infrastructure investment is expected to exceed 100 billion yuan. Li Weidong, Director of the Henan Provincial Department of Transportation, stated that during the "14th Five-Year Plan" period, Henan's highway and waterway infrastructure investment is expected to be 530 billion yuan, focusing on implementing the expressway "13445 Project", the ordinary trunk highway "smooth and connected" project, the rural road "upgrade and quality improvement" project, and the inland waterway navigation smooth project. In the next five years, Henan will focus on the construction of "two circles, three mountains, six corridors" expressways. By 2025, the province's expressway mileage open to traffic will reach over 10,000 kilometers, with over 3,000 kilometers of new mileage open to traffic, completing an investment of over 400 billion yuan, striving to rank 4th in the country in terms of mileage open to traffic and 5th in road network density, basically achieving "ring roads in every city" and "dual expressways in every county".
Build over 3,000 kilometers of ordinary trunk highways, achieving a proportion of ordinary trunk highways of Grade II and above of over 75%; newly reconstruct 40,000 kilometers of rural roads, create a "Four Good Rural Roads" transportation power demonstration zone, and basically achieve "graded roads in every village"; build 500 kilometers of inland waterways, construct and improve waterways such as the Huai River, Tang River, and Hongru River, forming three river-sea intermodal transport corridors.
This year, Henan will make every effort to accelerate the construction of the expressway "13445 Project", continuously improve the highway and waterway infrastructure network, and solidly advance the construction of important routes such as National Highway 107 and trunk highway projects in important areas along the Yellow River; consolidate and expand the achievements of the "three major battles", request the provincial government to issue implementation opinions on accelerating the high-quality development of "Four Good Rural Roads", and create 1 to 2 "Four Good Rural Roads" demonstration cities; effectively improve the level of highway construction, management, and maintenance, and carry out special actions to adhere to the red line of quality and safety in highway and waterway engineering; vigorously promote the improvement of transportation service quality and efficiency, and issue the Henan Province Urban Public Bus and Trolleybus Passenger Transport Service Specifications.
It is understood that during the "13th Five-Year Plan" period, Henan's comprehensive transportation completed a cumulative investment of 440 billion yuan, with 1,980 kilometers of expressways newly started and 795 kilometers of new mileage open to traffic; completing the bottom-line task of "access to hardened roads and buses" for administrative villages in 53 national and provincial poverty-stricken counties one and a half years ahead of schedule.
