From December 8 to 9, the 11th Plenary Session of the 9th Xinjiang Uygur Autonomous Region Party Committee was held, clarifying that during the "14th Five-Year Plan" period, Xinjiang will deeply implement the new urbanization strategy, cultivate the Urumqi metropolitan area, build the northern Xinjiang urban belt, create the southern Xinjiang urban agglomeration, and form a urban system with moderate scale, complete functions, and reasonable layout.

According to the "Xinjiang Urban System Planning (2012-2030)", the Urumqi metropolitan area will be built into the core of the core area undertaking the strategic functions of the national Silk Road Economic Belt, covering Urumqi City, Changji Prefecture, Turpan City, Shihezi City, Wujiaqu City, and Shawan County of Tacheng Prefecture, with a total area of 175,500 square kilometers, accounting for 10.5% of the total area of Xinjiang.
