Reported from the 2021 Provincial Transportation Work Conference held on the 11th, during the “14th Five-Year Plan” period, Fujian Province's transportation system will implement the “1-2-3-4-5” action, building over 1,000 kilometers of expressways, achieving an annual container throughput of over 20 million TEUs, newly constructing and reconstructing nearly 3,000 kilometers of ordinary national and provincial trunk lines, creating four 100-billion-level transportation industry clusters, and completing 500 billion yuan in investment in highways and waterways.
    By 2025, Fujian Province will basically form a “four vertical and nine horizontal” expressway skeleton network, with the expressway access rate of land-based townships reaching 85%; the mileage of ordinary national and provincial roads at Grade II and above reaching 8,800 kilometers, accounting for 80%; the high-quality development of “four-good rural roads,” with administrative villages meeting conditions connected by dual carriageways; and four 100-million-ton-level ports completed. Accelerate the construction of the provincial “2-1-1” transportation circle, namely 2-hour access between all prefecture-level cities, 1-hour commuting within metropolitan areas, and basically 1-hour coverage from prefecture-level cities to their administered counties and from counties (cities, districts) to their administered townships.
    This year, Fujian Province will make every effort to advance the construction of a pioneering area for a transportation powerhouse, planning to complete 100 billion yuan in investment in highways and waterways. Implement the expressway networking project. Continue construction of 9 projects totaling 217 kilometers, including the expansion of the Yongchun Interchange to Tangcheng Hub on the Quannan Line, and newly start construction of 4 projects totaling 220 kilometers, including the Ningde Xiapu to Fu'an section of the Ningde-Shangrao Expressway of the National Expressway Network, and fully start construction of 54 convenient township access projects and 3 projects to improve the expressway network. Complete 3 projects: the Youjian Guangping to Xinkou section of the Puyan Expressway, the Kanshi Interchange, and the Dadeng Island section of the Xiang'an Airport Expressway.
    Implement the national and provincial trunk line smooth flow project. Construct 800 kilometers of ordinary national and provincial trunk highways, completing 150 kilometers. Focus on promoting the construction of 100 projects, including the G324 Xiamen-Zhangzhou border section, to facilitate convenient connectivity between the two major coordinated development zones of Northeast Fujian and Southwest Fujian. Newly construct and reconstruct sections such as the Longmen to Dachi section of G319 in Xinluo District, and accelerate the convenient connectivity between adjacent administrative centers at or above the county level and the construction of urban bypass highways. Construct and upgrade 1,000 kilometers of rural roads, and newly construct and reconstruct 180 dangerous bridges.
    Implement the port and waterway upgrade project. Develop key port areas such as the Jiangyin Port Area of Fuzhou Port in an integrated and contiguous manner, newly start construction of 3 projects including Berths 18-20 in the Zhangwan Operation Area of the Sandu'ao Port Area, accelerate the construction of 45 projects including the 400,000-ton-class iron ore terminal of Meizhou Bay Port, and complete 3 projects including Phase III of the Gulei Waterway Project of Xiamen Port. Accelerate the development of inland river shipping on the Minjiang River and restore normal navigation on the main stream of the Minjiang River. Coastal ports will complete a cargo throughput of 625 million tons and a container throughput of 17.75 million TEUs.
    Implement the comprehensive hub efficiency enhancement project. Accelerate the construction of international and national comprehensive transportation hubs in Fuzhou, Xiamen, and Quanzhou, advance major comprehensive passenger transport hub projects such as Xiamen Xiang'an Airport and Fuzhou Changle Airport, and the construction of national logistics hub facilities in Fuzhou, Xiamen, Quanzhou, Sanming, and Pingtan, focusing on the construction of 3 passenger transport hubs including the Zherong Passenger Transport Center Station and 4 freight hub projects including the Yunda Express E-commerce Industrial Park.
    Implement the project for the coordinated development of modern transportation service industry clusters. Build a network freight industry cluster with national competitiveness, achieving an annual revenue of 75 billion yuan for network freight. Build an upgraded version of the express delivery and e-commerce industry, promote the start of construction of projects such as ZTO Lianjiang, and build multi-functional composite parks. Strengthen the modern port and shipping service industry cluster with Fujian characteristics, and build the Xiamen Cruise Industrial Park integrating a cruise operation headquarters, duty-free complex, cruise supply, and e-commerce platform. Accelerate the transformation and upgrading of the traditional road transport industry, promote the comprehensive development of stations and hubs, and actively develop the hub economy.
