Renovating 2.04 million square meters of old residential areas, implementing gas replacement for 200,000 households, raising the minimum living guarantee standards for urban and rural residents... In 2020, while fully responding to the COVID-19 pandemic, the Dalian Municipal Party Committee and Municipal Government kept the people in mind, tackled difficulties head-on, and with high quality advanced 15 key livelihood projects, fulfilling the livelihood commitments made at the beginning of the year to all residents. By the end of 2020, all 24 specific projects under Dalian's 15 key livelihood projects had completed their annual task targets.

　　Dalian has always adhered to a people-centered development philosophy, focusing on the difficulties, worries, and troubles of the people, continuously increasing investment in livelihood, striving to shore up weaknesses in livelihood areas, and enabling the people to share the fruits of revitalization.

　　In 2020, to further improve the living environment and quality of life for the general public, Dalian, through public solicitation, identified 15 key livelihood projects: medical and health benefits for the people, urban housing security, pipeline network renovation, drinking water safety consolidation and improvement, ecological environment governance, municipal facility support, the "Toilet Revolution," "Four Good Rural Roads," urban public transport optimization, poverty alleviation and assistance, education benefits, food safety, cultural benefits, national fitness, and "Safe Dalian."

　　During project implementation, Dalian made every effort to counter the adverse effects of the COVID-19 pandemic. Key leaders personally deployed and coordinated, promptly resolving difficulties and problems encountered during project implementation, and promoting efficient project execution.

　　The Dalian Municipal Government Supervision and Assessment Office adopted a挂牌 supervision format, tracked and promoted progress throughout, regularly reported and published project progress, and incorporated implementation into the municipal government's performance assessment; departments at all levels earnestly implemented the "top leader" responsibility system, fully promoting project implementation; people's congress deputies and CPPCC members paid keen attention to project progress and put forward many practical and feasible opinions and suggestions for project advancement; local media and websites in Dalian published monthly updates on the progress of livelihood projects to the public, accepting social supervision; and the general public offered many pertinent opinions and suggestions, contributing ideas and strategies for Dalian to better advance key livelihood projects.

　　Among them, 11 projects were completed ahead of schedule or exceeded annual targets, including the renovation and equipment configuration of negative-pressure wards at Dalian Sixth People's Hospital, the psychological health promotion action entering schools, old residential area renovation, gas replacement and supporting renovation of old cast-iron gas pipelines, the urban "Toilet Revolution," major and medium repairs of rural roads, renovation of dry toilets in 110 rural primary and secondary schools, medical assistance for children with congenital heart disease, addition of public kindergartens and public inclusive slots, conducting 10,101 batches of food safety sampling inspections, and hosting 10 national fitness brand activities.
