At the Liaoning Provincial Transport Work Conference held on January 25, it was learned that this year Liaoning plans to complete more than 32.6 billion yuan in fixed-asset investment in transport, a year-on-year increase of 21.6%, and will unswervingly advance the building of a strong transport province, optimize the layout of the comprehensive multi-dimensional transport network, accelerate the construction of major transport infrastructure, improve the quality of transport services, and speed up the development of a modern logistics system.
Zhao Aijun, director of the Liaoning Provincial Department of Transport, said that during the "14th Five-Year Plan" period, Liaoning will focus on building a high-quality comprehensive transport network system, a highly efficient transport service system, a high-level innovation and development system, a highly effective transport governance system, and a high-standard safe transport system. By 2025, comprehensive transport corridors will be intensive and efficient, comprehensive transport hubs will be smoothly connected, and the comprehensive transport network will have a complete hierarchy, forming an integrated comprehensive multi-dimensional transport network of "corridors + hubs + networks"; the infrastructure network will have a reasonable structure, smooth connections, and complementary functions, achieving efficient interconnection between cities, convenient connectivity between counties, and rapid network access for townships; the development level of smart, green, and safe transport will be further improved, and the overall capacity and level of comprehensive transport services will adapt to and moderately lead economic and social development.
This year, Liaoning will focus on the pilot tasks for building a strong transport province and strive for phased breakthroughs. It will fully launch and solidly advance the first batch of provincial pilot tasks, implement them on a rolling basis, and submit subsequent batches of pilot applications in succession; encourage joint and comprehensive pilot applications across regions and industries, and push pilot construction to extend to a broader scope; conduct follow-up analysis and supervision and evaluation of pilot tasks, summarize experience, identify highlights, and quickly form a batch of advanced experience that can be replicated and promoted.
In terms of transport infrastructure, focusing on serving the coordinated regional development of "one circle, one belt, and two zones," Liaoning will prioritize the preliminary work of three expressway projects, including the capacity expansion and reconstruction of the Beijing-Harbin Expressway, build 3,500 kilometers of rural roads and carry out 3,000 kilometers of maintenance and reconstruction for the year, fully start the Shenyang-Baihe high-speed railway and the relocation project of the Taoxian Airport section of the Shenyang-Dandong railway, and begin construction of nine new water transport projects, including the LNG terminal in the Xianrendao port area of Yingkou.
