In 2020, facing the major test of the pandemic and unprecedented challenges, with the overseas situation becoming even more severe, the 11th Bureau's Indonesia (Huadian) Boya Power Station Project still reported frequent successes.
On November 30, 2020, the main structure of the Administrative Management Center of the front-of-plant area buildings and plant access road project of the Indonesia Boya 2X660MW mine-mouth power station was topped out, smoothly entering the decoration and renovation construction stage. The owner, China Huadian Hong Kong Co., Ltd. Boya EPC Project, sent a letter of commendation.
On January 10, 2021, good news came again: the project was selected by the owner as an "Advanced Unit" and "Advanced Unit for Quality, Safety and Environmental Protection"; Yu Jinjiang received the title of "Excellent Project Manager," and Ge Xiaojie received the title of "Advanced Individual in Epidemic Prevention."
This year, the Fourth Company of the 11th Bureau steadily advanced its overseas projects, focused on project management upgrading, made construction production more standardized, continuously improved management levels, and overcame difficulties to fight the epidemic. In particular, the Indonesia Boya Power Station Project remained true to its original aspiration, actively practiced the "going global" development strategy, and became a "model project" for the entire company.
Coordinated Advancement, "Hardcore" Support to Overcome Difficulties
The sudden epidemic completely disrupted the construction rhythm. Since the project started at the end of 2019, Project Manager Yu Jinjiang, who has not yet returned to China, has overcome numerous difficulties, made thorough arrangements and careful deployments, and ensured that epidemic prevention and construction were "both carried out without delay."
"If we run out of masks, they can be mailed from China! If epidemic prevention supplies run out, we can find ways. Life, health and safety always come first!" Yu Jinjiang emphasized at the daily stand-up meeting that everyone must always remain highly vigilant.
After March, as the COVID-19 pandemic raged globally, Yu Jinjiang became even more cautious. Every day he followed the development of the epidemic in Indonesia and promptly forwarded updates to the work group to remind all personnel; he used effective domestic epidemic prevention measures for reference to train all construction personnel in epidemic prevention knowledge; he contacted a local advertising company to produce bilingual epidemic prevention signs; he implemented grid-based management, designated walking routes for personnel in grid areas such as living areas, offices and the front-of-plant area, and required health cards for entry and exit from each area; on-site workers were managed in a centralized manner and all lived on site, with health information files established; and sufficient masks, protective clothing, goggles, gloves, disinfectant and other epidemic prevention supplies, as well as standing medicines, rice, instant noodles and other food, were stored.
When domestic personnel could not return to their posts on time and skilled workers were insufficient, Yu Jinjiang proactively sought local resources and, through internal skills training, ensured that construction personnel met on-site progress needs. When domestic materials could not be transported to the site in time, he actively adjusted construction management and organized work meticulously, fighting the rainy season and the epidemic. Not only did he hold to the goal of "zero safety accidents and zero infections in epidemic prevention," but he also successfully completed one construction milestone after another, earning high praise from the Huadian Hong Kong (Indonesia) Boya EPC Project, which sent letters of commendation on multiple occasions.
Strict Management, Meticulous Construction to Build an Image
The Indonesia (Huadian) Boya Power Station Project is an important power project obtained by China Railway 11th Bureau in its deep cultivation of countries along the "Belt and Road." The Fourth Company is mainly responsible for constructing the power plant's Administrative Management Center project, Maintenance and Operation Center project, Materials Management Center project, Fire Control Management Center project, as well as integrated cabling within the buildings and the plant access road project. After entering the site, the project quickly opened up the construction situation and took only 43 days to complete the soft foundation treatment, culvert pipe laying, main body filling and asphalt pavement paving for the plant access road, completing the traffic opening target before the rainy season arrived.
Most areas of Indonesia have a tropical rainforest climate, with a long rainy season and frequent heavy rainfall, and mountain torrents, landslides and floods are common. Safety education for rainy-season construction is therefore a top priority.
"One stand-up meeting every day, one safety education and training every week, and one assessment and evaluation every month—this is an unshakable rule!" said Safety Director Ge Xiaojie, noting that in addition to epidemic prevention, managing construction safety is also a primary responsibility. The project also established a safety experience hall, produced safety display boards incorporating China Railway Construction elements, printed safety knowledge manuals and distributed them to workers in a timely manner, continuously strengthening workers' awareness of safe production.
Striving to be a benchmark, quality comes first. In the themed competition "Strictly Grasp Detail Workmanship, Improve Entity Quality" held by the owner during Quality Month, the concrete pouring entity quality of the front-of-plant area Fire Control Management Center and Administrative Management Center won the "Excellent Award" and "Winner Award," respectively. The project won third prize in the "Belt and Road Builds Fine Projects, the Land of a Thousand Islands Composes Splendid Chapters" stand-up meeting competition; and in the labor skills competition, the aerated block masonry and floor tile masonry events achieved first and second place, respectively.
Remaining True to the Original Aspiration, Deeply Practicing "Going Global"
The Indonesia Boya Power Station Project is the second project won by the Fourth Company in the Indonesian market after the Indonesia Mamuju Power Plant Project. The company has always firmly grasped the development goal of building an "international engineering calling card" and striving to be a main force in overseas construction, strengthening internal management to improve quality and efficiency. In August 2020, rolling development was achieved again, with new contracts signed for the project's No. 1 and No. 2 apartment buildings, increasing the contract value by USD 2.68 million.
