Recently, with the completion of the final paving of the surface layer of the Jindang Bridge at K1782 in the Fujian direction, the main works of the Shenhai Expressway Wenzhou Section major repair project—Zhejiang Province's largest EPC project with a total investment of 785 million yuan—have been successfully completed. The project had a planned duration of 23 months but was actually completed in 16 months, a full 7 months ahead of schedule, effectively improving road conditions and the traffic environment.

The Wenzhou Section of the Shenhai Expressway is an important part of the main trunk line of the Shenhai Expressway in the national expressway network and one of the "main arteries" of southern Wenzhou's traffic. It has been open to traffic for more than 17 years, and due to factors such as heavy vehicles, soft foundation settlement, and the long period since opening, the pavement has aged and deteriorated to varying degrees. To substantially improve road quality and ensure the travel safety of the general public, Zhejiang Wenzhou Yongtaiwen Expressway Co., Ltd. (hereinafter referred to as "Yongtaiwen Company") invested 785 million yuan and deployed the major repair project plan in advance. In July 2019, it innovatively adopted the EPC model to organize and implement the pavement major repair project. The main construction objectives were single-direction 165.4 km pavement major repair and maintenance, along with concurrent upgrading of the crash barrier level along the entire 333 km line, to meet the usage requirements of a design life of 10-12 years, a Pavement Quality Index (PQI) of ≥94, and a 100% excellent rate.
It is reported that, in the face of numerous difficulties—heavy construction tasks, a tight schedule, a large work span, and extremely high traffic volume on the construction sections—Yongtaiwen Company scientifically adopted an overall construction approach during the construction period: prioritizing difficult points on high-traffic sections, coordinating multiple points across sections to improve efficiency, and using multiple types of comprehensive construction to reduce impact. Tailoring measures to the characteristics of different sections, the company flexibly adjusted construction and design plans for each section, carefully designed traffic organization plans featuring "through-traffic detours and section-by-section lane borrowing," and successively completed construction on key high-traffic sections that were extremely challenging and had the greatest impact, such as the Fenshuiguan long downhill section and Sanduling.
As one of Wenzhou's major livelihood projects in transportation construction, in order to minimize the impact of the pavement major repair construction on public travel, Yongtaiwen Company adhered to the principle of never closing traffic on sections where traffic could be diverted, precisely implementing "diversion at far ends, flow control at middle ends, and flow restriction at near ends," and meticulously coordinated expressway and local road network resources. For example, it coordinated with five owner units in the province and, taking advantage of regional road network closure windows, deployed eight teams for comprehensive construction of ancillary works, effectively reducing 25 instances of single-category road closures. Especially during the pandemic, Yongtaiwen Company actively responded to the government's call for resumption of work and production. While maintaining epidemic prevention and control, it took the initiative to charter buses to "secure workers" for resumption at the earliest opportunity, assembling an extraordinary construction workforce of 1,000 people and 300 sets of equipment. At the peak, five sections were under simultaneous construction, completing 35% of the overall major repair workload in 48 days. Thanks to Yongtaiwen Company's coordinated arrangements, rational planning, rigorous organization, and high-standard, strict whole-process project management, through intensive implementation and orderly progress, the duration of the main pavement works was compressed to 281 days, of which nighttime construction accounted for 93.9%, achieving the full restoration and improvement of pavement traffic 7 months ahead of schedule.

It is understood that since the launch of the major repair project, Yongtaiwen Company has fully utilized monitoring systems to supervise the construction site, closely monitored traffic conditions on expressways and local roads, quickly and flexibly adjusted construction plans, proactively strengthened communication and coordination with units such as expressway traffic police, smart expressway operators, and radio stations, released pavement information in a timely manner, provided 24-hour traffic condition consultation, and promptly guided social vehicles to plan their routes in advance, effectively fulfilling the expressway's role as the main corridor for the public's safe and convenient travel.
