Recently, it was learned from the Municipal Development and Reform Commission that in 2020, the city implemented a total of 666 major and key engineering and construction projects (including 288 at the provincial level), with a total investment of 640.4 billion yuan and an annual investment target of 104.9 billion yuan. From January to December, 114.38 billion yuan of investment was completed, 108.9% of the annual investment target. Among them, provincial major projects and key projects completed an investment of 71.32 billion yuan, 109.7% of the annual investment target.
On December 30, 2020, the Liuzhi Special District domestic waste incineration power generation project, with a total investment of 244 million yuan, achieved a new breakthrough: the first truckload of waste successfully entered the waste pit in the plant, and the project is about to enter the grid-connected power generation stage. The Liuzhi Special District domestic waste incineration power generation project is a key construction project in Guizhou Province, a major project in Liupanshui City, and a key livelihood project in Liuzhi Special District. The commissioning of this project marks the successful conclusion of the construction of major and key projects in Liupanshui in 2020.
Over the past year, Liupanshui City has carried out the “Project Construction Year” action in depth. Focusing on the key links of project construction, it created and proposed eight major coordinated project promotion mechanisms, including leadership assistance, project planning, tiered promotion, city-county coordination, government-financial-enterprise cooperation, video scheduling, supervision and notification, and employment matching. As efforts to serve projects and investment continued to increase, all 666 major and key projects in the city successively “submitted their results.” Of 80 projects planned for completion, as of December 31, 131 had actually been completed, a completion rate of 163.8%, and economic development remained stable and improving.
New breakthroughs were made in the construction of major and key projects. First, project planning efforts were unprecedented. Focusing on key areas such as “two new and one heavy” and industrial transformation and upgrading, the city planned a total of 2,538 projects with an estimated total investment of 421.6 billion yuan; it established a “14th Five-Year Plan” project library and newly planned and reserved 5,416 projects with a total investment of 2.36 trillion yuan. Second, efforts to secure funding were unprecedented. A total of 9.316 billion yuan was obtained in various central and provincial funds and bonds; 17.59 billion yuan was signed at government-financial-enterprise matchmaking meetings; and 265 projects in 14 batches were included in Guizhou Province’s “two lists” and recommended to financial institutions, obtaining 15.5 billion yuan in financial support. Third, project promotion efforts were unprecedented. The “six ones” work measures were strengthened to enhance coordination and services for major and key projects. Through municipal government leaders assisting major engineering projects, more than 140 on-site service visits were carried out and 56 various problems were resolved, effectively promoting accelerated project progress.
The smooth progress of major and key project construction has laid a solid foundation for high-quality economic and social development. In particular, the official opening of the Anshun-Liupanshui high-speed railway opened a new high-speed rail era in Liupanshui City in which “every county has access to high-speed rail.” A total of 204 key projects started construction, including the Panjiang Xinguang 2×660 MW ultra-supercritical unit power plant, the Weiqing coking 2 million tons/year coking relocation and technical transformation project, and the Yemazhai cogeneration transformation. Through the employment information sharing mechanism for major engineering projects, major projects under construction in the city provided 48,649 jobs and drove 33,767 local laborers into employment, including 4,035 registered poor laborers.
As of now, the major and key project construction in Panzhou City, Shuicheng District, Zhongshan District, Liuzhi Special District, and Liupanshui High-tech Zone has all completed the annual targets, with investment completion rates of 117.1%, 110.1%, 106.1%, 105.4%, and 100.5%, respectively.
