On January 17, it was learned from the Provincial Department of Water Affairs that during the "13th Five-Year Plan" period, Hainan Province accelerated the pace of water network construction, with cumulative investment in water affairs across the province reaching 52.1 billion yuan, averaging over 10.4 billion yuan per year, an increase of 130% compared with the "12th Five-Year Plan" period. This played an important role in promoting the expansion of effective investment, safeguarding and improving people's livelihoods, and enhancing the capacity to defend against floods and droughts.

　　The water network is an important component of Hainan's "five networks" infrastructure. During the "13th Five-Year Plan" period, Hainan Province issued the "Hainan Water Network Construction Plan," which required efforts to build a coordinated and balanced water network integrating engineering networks, management networks, information networks, and ecological networks, so as to achieve the goal that water resources across the island can be "brought in, stored, discharged, and regulated." During these five years, major water conservancy projects such as the Hongling Irrigation District Project, the Nandu River Water Diversion Project, the Maiwan Water Conservancy Hub Project, and the Tianjiaotan Water Conservancy Hub Project were successively launched. Especially in 2020, the Nandu River Water Diversion Project and the Hongling Irrigation District Project were basically completed, and the Xinchun Reservoir in Wuzhishan was put into storage with its gates closed one year ahead of schedule. In addition, the Maiwan Water Conservancy Hub Project, the Tianjiaotan Water Conservancy Hub Project, and the water conservancy facility projects of the Nanfan Base (Ledong and Sanya sections) also began construction, and the annual investment targets were exceeded.

　　A relevant person in charge of the Provincial Department of Water Affairs introduced that in 2021, Hainan Province will further promote the construction and improvement of the island-type water conservancy facility network, and will advance the inclusion of projects such as the Qiongxibei Water Supply Project, the Haikou Longtang Dam Hub Renovation Project, and the Changhua River Water Resources Allocation Project in the scope of the country's new round of 150 major water conservancy projects. At present, preliminary work is being further deepened so that water conservancy project construction across the province will form a phased and continuous pattern.
