When the Binhai Avenue project, a key undertaking in Tangshan that year, kicked off construction, China Construction Seventh Engineering Division's North China Company took on the Section 3 construction task. To win this tough battle, the project department urgently needed to bring in an experienced Party branch secretary. The first person project manager Yu Yachen thought of was Li Chunxiong, who had worked for many years as a project Party secretary.

　　For the Section 3 project department, it was a year of harvest and joy: the Tangshan Binhai Avenue Section 3 project, with a construction cost of more than 400 million yuan, passed acceptance in October that year and won the China State Construction Engineering Corporation (CSCEC) CI (Corporate Identity) Excellence Gold Award; it is currently applying for the Zhan Tianyou Award. While creating considerable economic benefits for the company, the project department's Party branch was also named a "Four-Strong Party Organization" by China Construction Seventh Engineering Division for 2010, an advanced grassroots Party organization of the North China Company for 2011, and a "Five-Good Party Branch" by CSCEC. Project Party branch secretary Li Chunxiong was named an outstanding Party affairs worker of the North China Company for 2011.

　　A leader willing to make sacrifices

　　Li Chunxiong usually appears brisk and capable, but when he is not smiling he tends to be deep in thought. Before taking up the post of Party branch secretary of the Tangshan Binhai Avenue Section 3 project, Li Chunxiong had served as deputy director of the Party and Workers Department of China Construction Seventh Engineering Division. During that time, because he devoted himself to studying ideological and political work and management at construction sites, he was regarded as a versatile talent. He was twice sent to frontline units of the division to concurrently serve as Party branch secretary of key projects, accumulating rich frontline work experience and receiving many honorary titles. The project departments where he worked won the Zhan Tianyou Award and the Qiantang River Cup Award for the division.

　　In Li Chunxiong's view, the duty of a competent project department Party branch secretary is to strengthen the building of the project leadership team, use the campaign to excel and strive for excellence as a lever, do a good job in employees' ideological and political work, and strive to build the project management team into a first-class team that is loyal to the enterprise, dares to fight tough battles, and strives to create benefits. During more than two years working on the Tangshan Binhai Avenue Section 3 project, he firmly understood his responsibilities, actively carried out the project department's Party and mass work, and achieved remarkable results. At the same time, in light of the characteristics of road and bridge projects—long work fronts, few management staff, and heavy tasks—he proactively cooperated with members of the project leadership team. Wherever he was needed, he appeared.

　　Production of precast beams for the Tangshan Binhai Avenue Section 3 project was slow, affecting the overall construction schedule. Anxious about the project's needs, Li Chunxiong proactively went to the precast beam construction team and stayed there for more than three months, formulating measures to speed up construction progress until precast beam production met the schedule requirements.

　　Land acquisition and demolition once became a "roadblock" to construction. In the heat of summer, Li Chunxiong spent more than 10 consecutive days going deep into villagers' homes to understand the situation and actively communicated with the local government's demolition department, ultimately resolving the demolition problem.

　　As Party branch secretary, Li Chunxiong always did his utmost in maintaining stability. Last year, the Tangshan Binhai Avenue Section 3 project entered its final stage, but the owner's funds had still not arrived. With considerable project arrears, Li Chunxiong proactively listened to the opinions of employees and migrant workers, talked with them heart to heart, reasoned with them and moved them with sincerity, and once part of the funds arrived, promptly deposited migrant workers' wages onto their payroll cards. This effectively mobilized the production enthusiasm of construction personnel and ensured early completion of the construction task. Under the leadership of the project leadership team and Li Chunxiong, the project department repeatedly won first place in labor competitions organized by the owner. Among them, the Daqing River Bridge project won five firsts: pile foundation pouring, precast beam production, beam erection, bridge deck paving, and overall bridge completion.

　　A caring person who keeps employees close to heart

　　In carrying out the project department's Party and mass work, Li Chunxiong attached great importance to training and educating young employees. Every year when new trainees arrived at the site, he personally hosted a welcome dinner, organized seminars between new and veteran university graduates, explained the company's win-win culture, and held mentor-apprentice signing ceremonies, so that young trainees would regard the site as home and create a family atmosphere. Whenever employees had ideological knots they could not untie, he would talk with them promptly and do the ideological work well. Whenever employees were hospitalized due to illness or injury, he would always bring gifts to visit them in the hospital.

　　Last year, Old Zeng, a cook in the project department cafeteria, needed surgery. After learning that his family was relatively poor, Li Chunxiong proposed and took the lead in donating, raising nearly 10,000 yuan for Old Zeng, which deeply moved him and his family. When Guizhou and Yunnan were hit by disasters and when the earthquake struck Yushu, Qinghai, Li Chunxiong again mobilized project department employees, labor teams, and material suppliers to donate actively and fulfill the company's social responsibility. They donated more than 40,000 yuan to disaster areas in total, making it the project department that donated the most within China Construction Seventh Engineering Division.

　　In-depth ideological and political work stimulated the work enthusiasm of project management personnel. Over more than two years, the Tangshan Binhai Avenue Section 3 project department recruited four Party members, 10 employees were promoted, and a number of scientific and technological achievements and technical papers were commended by higher authorities. At the project department, employees consciously regarded Li Chunxiong as a close friend; whenever they had something on their minds, they would proactively talk with Secretary Li and ask him for answers and guidance. Yu Yachen said affectionately: "Secretary Li is our big brother and a caring person."

　　An enthusiastic person who boosts morale

　　Li Chunxiong not only focused on personally doing his own work well, but also actively used his expertise to do the project department's publicity and encouragement work well, cheering on management personnel. This greatly boosted the morale of the broad workforce and promoted the upright spirit of excelling and striving for excellence.

　　Over more than two years, in his spare time from busy work, Li Chunxiong seized every opportunity to learn about management personnel's ideological and work conditions, keep abreast of project progress, and identify prominent problems encountered during construction. Moreover, he sacrificed his own rest time to write good deeds, innovation developments, and construction achievements of the project department into news articles and actively submitted them to relevant media. The project department's efforts to enhance execution, promote scientific and technological progress, carry out technological innovation, and implement refined management were all news material under his pen, and the good practices and good experience of the project department in achieving the goal of excelling and striving for excellence were the focus of his reports. More than 20 publicity articles he wrote were published in newspapers and publications such as China Construction News, China Building News, Zhongzhou Construction, and China Construction Seventh Engineering Division Information, greatly increasing employees' sense of honor, mission, and responsibility, promoting a work situation in the project department in which employees competed to excel, and effectively achieving an organic combination of ideological work and publicity work. Even the newly arrived university graduates at the project department said with admiration: "Our Secretary Li is truly a good secretary with multiple skills and a willingness to make sacrifices!"
