On January 16, at the press conference on "Promoting High-Quality Development of Hebei's Transportation Sector" held by the Information Office of the Provincial Government, reporters learned that in 2019, Hebei Province completed 90.8 billion yuan in fixed asset investment in transportation infrastructure. A total of 217 kilometers of expressways were completed, bringing the total mileage to 7,475 kilometers. A total of 470 kilometers of ordinary trunk highways were completed, bringing the total mileage to 19,700 kilometers. A total of 9,741 kilometers of rural roads were newly built or upgraded, bringing the total mileage to 169,000 kilometers. Ports added 11 new productive berths, with an additional throughput capacity of 13.91 million tons/300,000 TEUs, bringing the total throughput capacity to 1.11 billion tons/4.26 million TEUs. Beijing Daxing International Airport opened to traffic, the main structure of the Zhangjiakou Ningyuan Airport expansion and renovation project was completed, and the total number of transport airports reached 7.

Overall, in 2019, the operation of Hebei's transportation economy showed a trend of steady progress and steady improvement.

Beijing-Tianjin-Hebei transportation integration developed in depth, substantive progress was made in the planning and construction of the external backbone road network of Xiong'an New Area, and transportation service support for the Winter Olympics was solidly advanced. The main line of the Yanqing-Chongli Expressway was completed, among which the Jinjiazhuang Spiral Tunnel received Guinness World Record certification. The Chongli South Interchange of the Zhangjiakou-Chengde Expressway was put into use, the North Plaza of the Zhangjiakou South Comprehensive Passenger Transport Hub was completed, and the S231 Zhangyu Line started construction. The construction of the "6+1" transportation infrastructure in the competition zone progressed smoothly.

Notable results were achieved in supporting the "three critical battles." A total of 195 kilometers of expressways were built in impoverished areas, reaching 1,008 kilometers and achieving the "13th Five-Year Plan" target ahead of schedule; 265 kilometers of ordinary trunk highways and 7,489 kilometers of rural roads were built. Hardening of connecting roads for 50 deeply impoverished villages was completed, and 215 new rural passenger transport stations were added. New progress was made in adjusting the transport structure: the share of highway freight dropped from 89.2% in 2018 to 88.4%, while the share of railway freight rose from 7.8% to 9.8%. Major risk and hazard screening and rectification were carried out, 5,712 hazards were addressed, 4,091 kilometers of highway safety protection projects were completed, and the number of road transport accidents and deaths fell by 12% and 10.4% respectively, with no major or especially major accidents occurring.

Reform to streamline administration, delegate power, improve regulation, and upgrade services continued to deepen. Six administrative licensing items were canceled or delegated for Hebei Province, and 15 were delegated for Xiong'an New Area; the "Regulations on the Administration of Small Passenger Boat Transport in Hebei Province" was issued; 7.25 million new ETC users were added, toll standards by vehicle (axle) type and differentiated toll policies were introduced, 46 expressway toll stations were canceled, and switching to networked operation with the rest of the country was smoothly achieved.

Striving to build or upgrade 1,500 kilometers of rural roads before the end of June this year

In 2020, Hebei Province will complete 95 billion yuan in fixed asset investment and strive to complete 100 billion yuan.

Infrastructure construction will be advanced: more than 300 kilometers of expressways will be completed, achieving expressway access in every county; 300 kilometers of ordinary trunk highways will be completed, bringing the total mileage in operation to 20,000 kilometers; 4,000 kilometers of rural roads will be newly built or upgraded, reaching more than 170,000 kilometers, including 1,500 kilometers of rural roads in impoverished areas, to win the battle of targeted transportation poverty alleviation. Two new productive port berths will be added, with a throughput capacity of 15 million tons. Two transport airports will be expanded or renovated, the main structure of one project will be completed, and one general aviation airport will be built.

Adjustment of the transport structure will be accelerated: local railway freight volume will exceed 430 million tons, and multimodal transport container throughput will reach 300,000 TEUs. The "Implementation Plan for the Development of Comprehensive Transportation Big Data in Hebei Province" will be studied and formulated, and a transportation big data center system will be built. Construction of the Hebei Transportation Digital Resource Cloud Center will be advanced to create a smart hub.

This year, Hebei Province will provide transportation support for the "Meet in Beijing" series of test events. The smart highway pilot construction on the main line of the Yanqing-Chongli Expressway will be completed, and construction of the Chicheng branch line, extension project, and Provincial Road S231 Zhangyu Line will be accelerated. All "6+1" transportation infrastructure projects in the core area of the competition zone will be completed and put into use as planned.

To win the battle of transportation poverty alleviation, Hebei will coordinate with 62 impoverished counties and strive to achieve the target of building or upgrading 1,500 kilometers of rural roads before the end of June. A total of 1,000 kilometers of rural road safety projects will be implemented, and 150 bridges will be built or renovated.

The Shangyi County Seat to the Hebei-Inner Mongolia border section of the Zhangshang Expressway will be completed and opened to traffic, and preliminary work for capacity expansion and renovation of the Beijing-Shanghai, Langzhuo, and Zhangzhuo expressways will be accelerated; the Xinglong section of G112 and the Kangbao County Seat to Dengyoufang section of S241 will be completed, promoting the formation of an inter-county road network.

Basically form a one-hour transportation circle in the Beijing-Tianjin-Hebei core area by 2020

In 2020, Hebei Province will focus on relieving pressure on the capital's transportation and basically form a one-hour transportation circle in the Beijing-Tianjin-Hebei core area and a 1.5-hour transportation circle between adjacent cities. Synchronized construction will be promoted: to serve the construction of Beijing's sub-center, preliminary work for the G102 north relocation and realignment project will be advanced, the collection and distribution system of Beijing Daxing International Airport will be improved, and the Langfang section of the North Line Expressway of the new airport and the Beijing-Hebei connecting section of G105 will be completed and opened to traffic.

Connectivity will be promoted: construction will start on the Chengping Expressway, the Sanhe-Pinggu boundary section of the Mizhuo Expressway, and the S320 Lixian connecting line, and construction of the Zunhua-Qinhuangdao section of the Beijing-Qinhuangdao Expressway, the Tianjin-Hebei connecting section of G205, and the Cangzhou section of G228 will be accelerated.

A world-class port cluster will be built by expanding container shipping routes and accelerating the construction of LNG, oil product, cruise, and yacht terminals; a world-class airport cluster will be built by strengthening the regional aviation hub function of Shijiazhuang Airport and completing the main structure of the Xingtai military-civilian airport.

Ensure the Jin-Shi Expressway and the Beijing-Hebei connecting section of G230 are completed and opened to traffic

In 2020, Hebei Province will make every effort to build Xiong'an New Area into a pioneering area for building a transportation powerhouse.

The special plan for intelligent transportation in Xiong'an New Area will be issued and an implementation plan formulated, and the modern comprehensive transportation hub plan, postal and express delivery industry development plan, and special plan for logistics system layout of Xiong'an New Area will be compiled. The upgrading and renovation of operating vessels in Baiyangdian will be advanced.

The application of innovative design, intelligent construction, and new materials, new processes, and new technologies will be promoted, construction plans will be optimized, and it will be ensured that the Jin-Shi Expressway and the Beijing-Hebei connecting section of G230 are completed and opened to traffic, and that the first-phase projects of the Beijing-Xiong'an, Rongwu New Line, and Beijing-Dezhou expressways and the main structures of the Rongyi and Anda lines are completed.

Create demonstration counties for urban-rural transportation integration

In 2020, Hebei Province will implement six livelihood projects in transportation.

Promote the construction of "four-good rural roads": the rate of setting rural road chiefs will reach 100%, the number of counties that include maintenance funds in fiscal budgets will reach 100%, and pilot reform of the rural road management and maintenance system will be advanced.

A total of 35 service area parking areas on ordinary trunk highways will be newly built or upgraded, reaching more than 200. Fifteen "Driver's Homes" will be built.

Promote the creation of public transport demonstration cities in Hebei Province, complete the evaluation of the first batch of 9 public transport demonstration cities including Shijiazhuang, and ensure that the proportion of newly added and replaced new energy buses reaches more than 85%.

Create demonstration counties for urban-rural transportation integration: the bus-based operation rate of rural passenger transport routes within 20 kilometers of county seats will reach 80%, the proportion of townships that have basically completed bus-based transformation of rural passenger transport routes will reach 60%, and 10 township passenger stations and more than 290 waiting pavilions (signs) will be built.

Implement national toll reduction and exemption policies and Hebei Province's preferential policies, carry out the creation of ETC smart parking cities, and optimize fast non-stop passage for trucks.

Accelerate the promotion and application of electronic health records for automobile maintenance and advance the application of electronic tickets for road transport.
