Construction safety is tied to the lives of frontline workers and affects whether projects can proceed in an orderly manner, yet in recent years various safety accidents have occurred repeatedly across the country. Recently, in accordance with the spirit of national, provincial, and municipal safety production conferences and the deployment of the 100-day safety priority rectification campaign, our city's construction system has focused on the major construction safety inspection and the 100-day safety priority rectification campaign, and in conjunction with the safety theme of "Strengthening the Safety Foundation, Promoting Safe Development," rolled out a series of measures to ensure sustained and stable safety in our city's construction production.

Safety must be constantly enforced, and the alarm bell must ring continuously. From June 10 to September 20, our city carried out the major construction safety inspection and 100-day safety priority rectification campaign, focusing on investigating and rectifying accident hazards and aiming to implement enterprises' primary responsibility for safety production. On the morning of June 14, Lin Guoyao, member of the Standing Committee of the Municipal Party Committee and Executive Vice Mayor, led a team to inspect two construction projects, AVIC Zijin Tower and Henghe Qishang, and emphasized that the requirements of "full coverage, zero tolerance, strict enforcement, and practical results" must be followed to carry out the major safety inspection and 100-day safety priority rectification campaign in a solid manner, resolutely plug loopholes and eliminate hidden dangers, and resolutely curb the occurrence of safety production accidents. During the concentrated rectification phase from June 16 to August 31, on the basis of enterprise self-inspection and self-correction, the municipal and district construction administrative departments adopted random inspections to crack down on illegal and unlawful acts in safety production, strive to identify and solve problems and weak links in construction safety production, eliminate accident hazards, and improve safety production levels.

As of July 15, the municipal and district construction administrative departments had inspected 182 projects, issued 182 rectification notices, recorded one instance of misconduct (P6 level) for each of 18 enterprises, and deducted a cumulative 1,450 points in dynamic scoring for 151 person-times. For the following responsible units and project managers found in supervision to have failed to implement the primary responsibility for safety production and inadequate safety management, the Municipal Construction and Administration Bureau, in addition to ordering rectification within a time limit, will as appropriate give circular criticism, record them in the bad credit file, and take other measures.

Enhancing On-site Response Capabilities

In addition, during the construction system's "Safety Production Month" series of activities held in June this year, the Municipal Construction and Administration Bureau also conducted safety emergency drills, held on-site observation meetings on construction safety and civilized standardization, and organized various skills competitions, photography exhibitions, speeches, and other activities for frontline construction workers, thereby improving enterprises' safety production management levels and workers' safety awareness, enhancing emergency response capabilities at construction sites, and safeguarding safety production. The Municipal Construction and Administration Bureau stated that safety production responsibility is heavier than Mount Tai. The municipal and district construction authorities, as well as construction, contracting, and supervision enterprises, should respectively implement safety production regulatory responsibilities and enterprises' primary responsibilities for safety production. Our city will also intensify accountability, and in accordance with the "four don't let go" principle, responsible units and persons for safety accidents will be notified, fined, have certificates revoked, or even cleared from the market according to relevant regulations.

Our City Continues Special Campaign to Rectify Sand and Soil Pollution at Construction Sites

Rectifying sand and soil pollution sources has always been a key part of our city's efforts to ensure civilized construction at construction sites. Recently, the Municipal Construction and Administration Bureau conducted the third special supervision of sand and soil pollution citywide this year. The supervision found that some construction units arbitrarily piled and dumped construction waste soil, damaged site fences, or failed to take dust prevention and reduction measures according to relevant regulations, causing sand and soil to pollute road surfaces. We are now authorized to expose the 18 sand and soil pollution sources that have been investigated and handled (see the table at the lower right).

Since last year, our city has continued to carry out a special campaign citywide to rectify sand and soil pollution at construction sites. Through more than a year of special actions and irregular exposure of uncivilized construction practices in this newspaper, social supervision has been strengthened, effectively curbing uncivilized construction practices such as spillage and flying dust during the disposal of construction sand and soil that affect the city's appearance and environmental quality.
