Recently, in order to ensure the comprehensive, rapid and sustainable development of the industrial internet across the province and thereby effectively promote the transformation and upgrading of Jilin's old industrial base, Jilin Province has begun implementing multiple measures and is focusing on consolidating the foundation for industrial internet development.

Establishing the “Four Ones” consolidation approach

To this end, they have determined the overall approach of strengthening the foundation for industrial internet development by accelerating the development of “one hardware,” namely automatic control and sensing technology; “one software,” namely core industrial software; “one platform,” namely industrial cloud and intelligent service platforms; and “one guarantee,” namely information security assurance capabilities.

In terms of accelerating the development of relevant hardware, Jilin Province is currently consolidating the province's relatively weak foundation in automatic control and sensing technology, mainly by promoting the development of a series of products with intelligent sensing and processing functions and enhancing the supporting capabilities of hardware such as high-performance, low-cost and highly reliable sensors and processors; accelerating the development of high-end sensors for vision, sound, temperature and pressure, as well as the research, development and industrialization of high-precision displacement and speed sensors such as absolute grating rulers and encoders; supporting the upgrading of technologies such as high-precision non-contact measurement technology, X-ray conversion crystal thin-film technology and high-temperature and high-pressure liquid level sensing technology; and expanding market scale.

In terms of accelerating the development of core industrial software, they will actively promote the development of a batch of basic and application software for the industrial field, especially encouraging the research and development of business system software such as Product Lifecycle Management (PLM) and Manufacturing Execution System (MES). At the same time, they are also strongly supporting key enterprises in improving their industrial application software development capabilities and expanding the scope of application; supporting the research and development of embedded operating systems and application software that comply with open standards, so as to accelerate the application of these core software in the province's industrial field, especially in fields where the province has advantages, such as equipment manufacturing and automotive electronics.

In terms of building industrial cloud and intelligent service platforms, the province has made it clear that it will focus on supporting the construction of industrial cloud and intelligent service platforms covering the entire product lifecycle and all manufacturing business activities, support the construction of industrial cloud service platforms urgently needed by the province's advantageous industries and key enterprises in automobiles, equipment, pharmaceuticals and other sectors, and support the construction of “mass entrepreneurship and innovation” platforms related to Jilin Province's advantageous and distinctive products, such as intelligent connected vehicles, spatial data applications, collaborative innovation in carbon fiber and deep processing of corn, so as to form a province-wide industrial cloud application service system as soon as possible.

In terms of promoting the research, development and application of the industrial internet, Jilin Province is accelerating the construction of highly reliable, low-latency and secure internet infrastructure and striving to enhance the province's basic supporting capacity for the industrial internet; promoting the application of technologies such as IPv6 and ubiquitous wireless in the internal networks of leading enterprises in key industries such as automobiles, petrochemicals and pharmaceuticals; organizing and implementing industrial internet demonstrations; and promoting cross-sector cooperation among leading enterprises, in order to form new business forms for the innovative development of the province's industrial internet as soon as possible.

In terms of strengthening information security assurance, they have begun implementing a project to improve information security assurance capabilities and have started building enterprise information protection and network information security systems under cloud computing and big data environments, and formulating management rules for the collection, storage and transfer of industrial information. At the same time, they are also actively implementing national industrial safety management policies, regulations and standards systems, promoting enterprises to further strengthen the security protection of industrial control systems, and further enhancing the information security assurance capabilities of industrial information.

Introducing and implementing five major support policies

It should be particularly noted that, in order to effectively promote the implementation of this strategic measure of consolidating the foundation for industrial internet development, Jilin Province has also specially formulated and issued relevant support policies and measures, mainly including: establishing a new type of think tank for industrial innovation and development. While actively introducing the CCID Research Institute, efforts are being made to promote its joint establishment with key enterprises, institutions of higher learning and research institutes in the province of the CCID Northeast Research Institution, encouraging them to carry out research on development trends and industrial strategic planning in the fields of industrial economy and informatization, provide consulting and services for enterprises and industrial development, and also encouraging them to put forward innovative development opinions and suggestions for government decision-making. The ultimate goal is to accelerate the building of a first-class “think tank” based in Jilin, radiating across Northeast China, and leading and boosting industrial revitalization. At the same time, they will also actively connect with the Zhejiang Research Institute of Industry and Information Technology in order to carry out in-depth exchanges and cooperation on the development of the industrial internet.

Supporting the integration of industry and education. The core is to establish and improve the institutional mechanisms for integrating industry and education in the manufacturing sector, increase policy support, and build new platforms for integrating industry and education. Focus will be on supporting six major platforms, including the “dual system” platform for integrating industry and education, the “mass entrepreneurship and innovation” platform, the engineering and technical talent training platform, the online learning platform, and the Internet Plus intelligent manufacturing platform.

Actively developing relevant industrial funds. For example, promoting the introduction and establishment of various private equity investment funds, venture capital funds and angel investment funds, and encouraging them to support the development of the industrial internet; establishing a province-wide coordination mechanism for industrial fund investment, focusing on guiding various equity funds to support enterprise transformation and upgrading, quality and efficiency improvement, and innovative development; and fully leveraging the guiding role of various investment funds such as the provincial industrial development guidance fund, the small and medium-sized and private economy development guidance fund, the innovation investment fund and the Shougang Northeast Revitalization Fund to leverage capital from the whole of society to support industrial transformation.

Strongly supporting advanced manufacturing. Using provincial special funds for key industrial development to increase support for key areas, key industries, key projects and key enterprises in manufacturing development such as Internet Plus; strongly supporting enterprises in strengthening technological transformation, especially transformation to enhance capabilities in intelligent manufacturing, green manufacturing, lean manufacturing and service-oriented manufacturing.

Fully supporting the construction of collaborative innovation centers. The main focus is to encourage enterprises in the province interested in developing Industrial Internet Plus to jointly establish manufacturing innovation centers with domestic and foreign institutions of higher learning, research institutes and industry organizations, actively promote the construction of collaborative innovation centers in areas where the province has advantages, such as high-performance composite materials, advanced medical devices and straw biomass utilization, and, around the common needs of key industries for innovative development, promote the creation of a batch of provincial-level manufacturing innovation centers and gradually cultivate them into national-level manufacturing innovation centers.
