Shanxi requires housing and urban-rural development departments at all levels to refrain from setting unreasonable access conditions in disguise, restricting or excluding potential bidders or bidders from participating in project bidding, and to treat private enterprises and state-owned enterprises equally. The fair competition review system will be strictly implemented, policy documents that hinder a unified market and fair competition will be cleaned up and abolished, and the results will be announced to the public.

At the same time, Shanxi will issue the 'Credit Management Measures in the Construction Market Sector', establish and improve a credit rating evaluation mechanism and a 'red and black list' system, and pilot credit evaluations for all parties in the construction market. Through quantitative scoring and rating, a 'green channel' will be opened for trustworthy entities in business contracting, awards and honors, qualification declaration, etc., while dishonest entities will be subject to joint punishment by various departments, creating a fair and just market atmosphere for private construction enterprises.

In addition, Shanxi Province will comprehensively promote the process guarantee system. Apart from bid bonds, performance bonds, project quality bonds, and migrant worker wage bonds, no other bond items are allowed. The promotion of project guarantees will be intensified; enterprises can pay various bonds in the form of bank guarantees and guarantee company sureties, and no unit may refuse such forms of bond payment for any reason.
