Xi'an Heavy Equipment Group is a large enterprise group established with the approval of the Provincial State-owned Assets Supervision and Administration Commission, in accordance with the provincial government's plan to develop and strengthen the equipment manufacturing industry and by integrating existing equipment manufacturing resources. As a key enterprise in the province's equipment manufacturing industry, Xi'an Heavy Equipment Group had total state-owned assets of 2.982 billion yuan in 2012, with an increase of 944 million yuan in total state-owned capital and equity for the year, and a state-owned capital preservation and appreciation rate of 146.32%.

　　Adjusting the product positioning structure is the guarantee for promoting enterprise development. When the Heavy Equipment Group was founded in 2009, the nine machinery manufacturing enterprises in the province that were reorganized and integrated were very unevenly developed, ranging from small enterprises with more than 100 people to large enterprises with more than 2,000 people. In response to the current situation of most subordinate enterprises, which had low technical content in products, many varieties and duplicate production, dependence on the original parent mining bureau for survival, extensive management, and low efficiency, the Heavy Equipment Group, in accordance with the development approach of "specialized production, one factory, one product," promptly carried out product positioning and structural adjustment for its affiliated enterprises. With Ximei Machinery Company as the leader and the four coal machinery companies in Tongchuan, Hancheng, Pubai, and Chenghe as pillars, it formed a complete coal machinery equipment and supporting industry chain, including shearers, roadheaders, conveyors, hydraulic supports, and ring chain manufacturing, as well as tape production by Weinan Rubber Company and underground safety and rescue equipment and underground combination switches by Mining Electric Company; Shaanxi Construction Machinery focuses on road pavers and milling machines to create a series of road engineering machinery products; Weinan Optoelectronics Company focuses on chip packaging and the research, development, and manufacturing of application luminaires for LED semiconductor lighting. These three leading industries have made the Heavy Equipment Group a comprehensive enterprise group led by complete coal mine equipment, engineering machinery equipment, and the LED photovoltaic industry, and providing comprehensive supporting services for mining area repair and manufacturing.

　　Technological transformation and upgrading project construction is the core of promoting enterprise development. In order to accelerate the pace of product structure adjustment, Xi'an Heavy Equipment Group, with the requirements of high standards, a high starting point, and high quality, actively planned the construction of new production bases in industrial parks and the technological transformation and capacity expansion of original factory areas. After careful research and approval by Shaanxi Coal and Chemical Industry Group, it planned to carry out relatively large-scale transformation and new project construction for each enterprise. By the end of 2012, the Heavy Equipment Group had 7 projects under construction, with a total investment of approximately 3.082 billion yuan, and had completed a cumulative investment of 2.684 billion yuan, accounting for 87.09% of the total estimated investment. In 2011, the Weinan Optoelectronics project created the "Heavy Equipment speed" of being completed and put into production in 11 months; in 2012, the Weinan Rubber project set a new speed of being completed and put into production in 10 months. The project construction has successively won the titles of "Advanced Collective in the Labor Competition for Key Engineering Construction in Shaanxi Province" and "Advanced Unit in Project Construction Management" from Shaanxi Coal and Chemical Industry Group.

It has established a chief technical expert system and hired a total of 6 chief experts, including the introduction of well-known experts from the same industry in China, so that the product research and development and technological innovation work of its affiliated enterprises now has true leaders. The introduced top industry talent Si Xiaozhu was selected for the full-time project of the sixth batch of Shaanxi "Hundred Talents Program" innovative talents (25 people in the province in total). In 2012, the Heavy Equipment Group developed more than 20 new products. Among them, the "Key Technology for Complete Equipment for Fully Mechanized Mining and Fully Mechanized Caving Faces in Steeply Inclined Coal Seams" won the second prize of the 2012 National Science and Technology Progress Award issued by the State Council; the MG2×160/710(730)-AWD AC electric traction shearer won the second prize of the Shaanxi Provincial Science and Technology Award; "High-Efficiency High-Power LED Explosion-Proof Lighting Products and Application Technology" won the "Top Ten Applied New Technologies in Energy-Saving China" award from the China Energy Conservation Association; and 6 new scientific research achievements passed provincial-level scientific and technological achievement appraisal. At the same time, 47 patents were applied for, and 21 were authorized, including 2 invention patents.
