Xiao Weiming, Inspector of the Western Region Development Department of the National Development and Reform Commission: This year, the NDRC, together with relevant departments, will earnestly implement the arrangements of the meeting of the State Council Leading Group for Western Region Development, better combine adjusting and optimizing the structure with expanding domestic demand, further strengthen efforts to shore up weak links in key areas of the western region, and will promptly advance a batch of major projects urgently needed in the west and in line with national planning. Focusing on the implementation of major national strategies such as the “Belt and Road” initiative, poverty alleviation, and rural revitalization, we will start construction on a batch of key projects in transportation, water conservancy, energy infrastructure, ecological and environmental protection, and livelihood security, ensuring that a batch is reserved, a batch is started, a batch is under construction, and a batch is completed, so as to ensure that the momentum of economic and social development in the western region does not wane.
First of all, I want to emphasize here that transportation infrastructure remains a key task of western development, and we must accelerate the formation of a transportation network with trunk (high-speed) railways and highways as the main framework. The west, like the rest of the country, has also entered the high-speed rail era. During the “13th Five-Year Plan” period, we will focus on advancing the construction of ten major high-speed railway corridors, specifically three connections and seven constructions. The three connections are the high-speed railway corridor connecting Urumqi to Lianyungang, the high-speed railway corridor connecting Kunming to Shanghai, and the high-speed railway corridor connecting Kunming to Guangzhou. The seven constructions are the Hohhot-Nanning high-speed railway corridor, the Kunming-Beijing high-speed railway corridor, the Baotou-Yinchuan-Haikou high-speed railway corridor, the Yinchuan-Qingdao high-speed railway corridor, the Lanzhou-Xining-Guangzhou high-speed railway corridor, the Lanzhou-Beijing high-speed railway corridor, and the Chongqing-Xiamen high-speed railway corridor.
What gratifies us very much is that several of these ten major corridors have now been opened, such as the high-speed railways from Kunming to Shanghai and from Kunming to Beijing. From this year to next year, we will accelerate the construction of the Chengdu-Guiyang high-speed railway and start construction as soon as possible on major corridors such as the Sichuan-Tibet Railway, the Chongqing-Kunming high-speed railway, and the Xi'an-Chongqing high-speed railway. We will accelerate the construction of a batch of expressways, expand regional connecting lines, and continue to strengthen rural road construction and regional airport construction.
Second, we must further promote the construction of backbone networks for electric power, oil and gas, and information, strengthen the construction of land-based oil and gas import corridors in the northwest and southwest and supporting trunk pipeline networks, and improve the construction of natural gas backbone pipeline networks, mainly the West-East Gas Pipeline Beijing-Shaanxi line and the Sichuan-East Gas Transmission. We will promote the construction of power transmission corridors such as the Northern Shaanxi-Hubei ultra-high-voltage direct current project and the Qinghai-Henan ultra-high-voltage direct current project.
Third, we will strengthen the construction of major water conservancy facilities and accelerate the advancement of major water diversion projects such as the Central Yunnan Water Diversion Project, the second phase of the Guangxi Central Drought Control Project, the Yellow River-to-Jining Water Diversion Project, and the second phase of the Taoh River Water Diversion Project, as well as the first phase of the Xiangjiaba Irrigation District in Sichuan and the Baise Reservoir Irrigation District in Guangxi.
Fourth, we will increase support for major ecological projects such as returning farmland to forest and grassland, returning grazing land to grassland, the Three-North Shelterbelt, and the Beijing-Tianjin Sandstorm Source Control Project.
Fifth, in conjunction with advancing new urbanization, we will innovate investment and operating mechanisms and accelerate the construction of urban sewage and garbage treatment facilities. At present, most towns and the vast majority of townships in the western region lack sewage treatment, and this is the focus of our investment in the next stage. That is all for my briefing. Thank you.
