The reporter recently learned from the Qinghai Provincial Development and Reform Commission that as of the end of July, 158 of the province's 190 key projects had resumed or started construction, a resumption/start rate of 83%, completing fixed asset investment of 93.1 billion yuan, or 51.7% of the annual target, achieving the goal of completing more than half the task at the halfway point in time.
Since the start of the third quarter, the whole province has thoroughly implemented the decisions and arrangements of the Party Central Committee on the economic situation in the first half of the year and economic work in the second half, as well as the spirit of the Fourth Plenary Session of the 13th Provincial Party Committee and the expanded meeting of the Provincial Government Party Leadership Group. Proactively aligning with the “One Priority, Two Highs” strategy, regions and departments have actively coordinated, conducting precise matchmaking item by item, continuously strengthening measures, and constantly overcoming difficulties. With a “nail-driving” spirit, they have gone all out to advance projects and promote investment. The province's key projects are advancing steadily, laying the foundation for completing the annual construction targets. It is understood that a number of projects are currently being implemented at full speed, including the West Main Canal of the Yin-Da-Ji-Huang water diversion project, the Golmud-Lhasa capacity expansion and renovation of the Qinghai-Tibet Railway, the Ledu-Hualong highway, the Guide County general aviation airport, the Haixi Zhaozhou annual production of 30,000 tons of titanium alloy and magnesium alloy materials project, and the Haijixing International Agricultural Products Trading Center. A number of projects have basically been completed, including the Zeku-Nanbatan section of the G573 Zeku-Xinghai highway, the Baoheng Green Building PC Prefabricated Construction Base, the Beijing Tongrentang Northwest Characteristic Resources Industrial Base, and the Zhongli Optical Fiber Preform Intelligent Manufacturing project. Preliminary work on a number of projects, including the Xining-Chengdu Railway and Phase III of Xining Airport, is being accelerated.
The Provincial Development and Reform Commission stated that it will continue to carry out project scheduling work, promptly coordinate and resolve existing problems, make every effort to advance construction, begin preliminary preparation work, and strive to ensure that a number of projects start construction as planned, so as to ensure the smooth completion of the annual investment tasks.
