From August 20 to 21, at the first Comprehensive Transportation Industry Development Promotion Meeting held by the Zhejiang Provincial Government, deployments such as accelerating the creation of a trillion-yuan transportation industry and fully promoting the implementation of the transportation industry development plan conveyed Zhejiang's resolute steps to seize the high ground in the comprehensive transportation industry.

The Zhejiang Provincial Party Committee and Provincial Government attach great importance to accelerating the development of the comprehensive transportation industry, proposing to seize the opportunities of major transportation construction and development, accelerate the cultivation of new momentum for economic growth, and create a new benchmark for the national transportation industry. To this end, Zhejiang Provincial Party Secretary Che Jun and Governor Yuan Jiajun have conducted multiple special research projects, emphasizing the need to cultivate new advantages in the comprehensive transportation industry.

Total industry output to exceed 3 trillion yuan by 2022

In February this year, Zhejiang took the lead in issuing the "Zhejiang Province Comprehensive Transportation Industry Development Plan" (hereinafter referred to as the "Plan"), making an overall layout for the development of the province's comprehensive transportation industry. How to fully promote the implementation of the "Plan"? Vice Governor Gao Xingfu of Zhejiang Province pointed out that it is necessary to closely follow the "Ten Major Action Plans for Enriching the People and Strengthening the Province," create the ninth trillion-yuan industry, and achieve "unified understanding, unified planning, unified layout, and joint promotion."

Chen Lixing, Director of the Zhejiang Provincial Department of Transportation, stated that the development of the comprehensive transportation industry should focus on both projects and industries, concentrate on "new technologies, new products, new models, and new business forms," and do a good job in the "Five Ones": one industry plan, one support policy, one expo, one statistical system, and one promotion mechanism.

According to the "Plan," the development of Zhejiang's comprehensive transportation industry will be driven from four areas: transportation construction, transportation equipment manufacturing, transportation services, and transportation-related services. The goal is that by 2022, the overall level of Zhejiang's comprehensive transportation industry will be at the forefront of the country, with continuously enhanced industry influence, competitiveness, and driving force, a more prominent role as an engine for economic growth, and the formation of a group of leading enterprises and industrial clusters with strong international competitiveness.

The comprehensive transportation industry has a strong driving effect and a wide range of influence. Trillion-yuan-level transportation investment provides new space for the high-quality development of the comprehensive transportation industry. It is estimated that by 2022, the total output of Zhejiang's comprehensive transportation industry will be about 3.3 trillion yuan, with an added value of about 900 billion yuan, an average annual growth of 9%, accounting for more than 12.5% of the province's GDP.

In terms of key tasks, Zhejiang will focus on breakthroughs in large bridges, tunnels, and other engineering fields, cultivate internationally competitive local leading enterprises. By 2022, the output of the transportation construction industry will exceed 470 billion yuan, forming a number of transportation construction industry clusters with national influence in Hangzhou, Ningbo, and other places; the output of the transportation equipment manufacturing industry will exceed 1.4 trillion yuan, achieving breakthroughs in rail transit equipment, aerospace equipment, and other fields, becoming an important national transportation equipment manufacturing base; the output of the transportation industry will exceed 820 billion yuan, accelerating the transformation and upgrading of traditional industries such as port and shipping logistics and road transportation, vigorously developing new business forms, and creating an upgraded version of "Internet+" transportation; the output of transportation-related services will exceed 600 billion yuan, focusing on intelligent transportation, transportation-themed tourism, and other transportation-related services, and cultivating new momentum for economic growth.

Focusing on 10 aspects to build a high-quality industrial system

The new round of technological revolution and industrial transformation, the people's yearning for a better life, and the goal of building a strong transportation province provide new opportunities and new missions for the high-quality development of the comprehensive transportation industry.

Gao Xingfu stated at the meeting that focusing on the strategic goal of high-quality development of the comprehensive transportation industry, efforts should be concentrated on 10 aspects: first, expand the rail transit and large-scale engineering equipment manufacturing industry; second, strengthen new energy vehicles and new transportation materials; third, actively cultivate high-end transportation construction; fourth, expand and strengthen railway transportation and modern logistics; fifth, vigorously develop intelligent and digital transportation industries; sixth, enhance the port and shipping logistics industry with the entire oil product industry chain as the core; seventh, accelerate the development of the aviation industry and airport economy; eighth, expand equipment leasing and other transportation-related industries; ninth, cultivate comprehensive transportation industry parks; tenth, organize the International Smart Transportation Expo.

At present, the total volume of Zhejiang's comprehensive transportation industry exceeds 1.9 trillion yuan, with an added value of over 540 billion yuan, accounting for about 11.4% of GDP. With the development of the comprehensive transportation industry as the overall goal, Zhejiang will accelerate the construction of a high-quality modern comprehensive transportation industry system.

By 2022, Zhejiang's comprehensive transportation industry will be more innovative, forming a number of key generic technologies and frontier-leading technologies that are leading at home and abroad; more integrated, promoting the integration of innovation chains, industrial chains, and capital chains, actively cultivating new business forms and models that lead the future, and supporting the industry's development towards the mid-to-high end; more distinctive advantages, creating a group of internationally competitive industry-leading enterprise groups and "specialized, refined, distinctive, and innovative" "hidden champions," forming an industrial ecosystem led by leading enterprises, supported by supporting enterprises, and active with numerous small and medium-sized enterprises.

The reporter learned that in the "4+1" Major Project Construction Plan (2018-2022) issued by the Zhejiang Provincial Government in April this year, the investment in comprehensive transportation construction reached 1.34 trillion yuan. In early August, in the Greater Bay Area plan issued by Zhejiang Province, there were 70 key transportation projects in five years. It is expected that during the "14th Five-Year Plan" period and for a longer period in the future, the demand for transportation construction investment in Zhejiang will continue to be strong.
