On the morning of August 22, deputies to the People's Congress from the third group of Huiyang District, the first group of Longmen County, and the Zhongkai group, participating in the "Unified Activity Day for Deputies" with the theme of "Better Playing the Role of People's Congress Deputies," conducted research respectively on the progress of the "Four Good Rural Roads" construction in Huiyang District, the construction of the Huilong section of the Shaohui Expressway and the Longkai Expressway, and the construction of some transportation infrastructure in Zhongkai District. They interacted with relevant departments and put forward opinions and suggestions on the promotion of each project.
Third Group of Huiyang District — Creating "Four Good Rural Roads" to Lead the Masses to Prosperity
"Hardened roads at the door, buses at the doorstep," rural roads are like connected "blood vessels," building a pattern of internal and external connectivity in rural areas.
On August 22, deputies from the third group of Huiyang District drove along the asphalt county road into Xiajiao Village, Liangjing Town, Huiyang District. The scene of dilapidated village roads and old village appearance in the past no longer exists. Instead, there are smooth and clean asphalt roads, and the village roads have been widened from single lane to double lanes, with clean ditches. With roads open and the village beautiful, the quiet small village has become a popular tourist attraction.
In recent years, Huiyang District has comprehensively promoted the creation of "Four Good Rural Roads." Currently, 65 kilometers of county roads, 834 kilometers of township roads, and 951 kilometers of village roads have been built, with a total rural road mileage of 1,850 kilometers and a rural road density of 202.1 kilometers per 100 square kilometers. Last year, it achieved 100% of county roads with third-grade or above pavement, 100% hardened roads for every group, 100% bus access for every village, 100% maintenance institutions for every town, 100% rural roads included in maintenance, and 100% of management institutions and maintenance funds included in local financial supply.
Scientific Planning and Beautification of Village Roads to Benefit Rural Areas and Farmers
Road construction is important, but maintenance is even more important. "Although the roads are built, the maintenance level cannot keep up," suggested the municipal people's congress deputies unanimously. Maintenance work is an important link for the good operation of rural roads. We must adhere to fine maintenance and improve the maintenance level.
An official from the Huiyang District Transportation Bureau said that the task of rural road maintenance is arduous. Now the total rural road mileage in the district has reached 1,850 kilometers, distributed in 102 administrative villages. Through innovative methods and overcoming difficulties, it has been rated as an advanced unit in maintenance and management in the provincial and municipal rural road management and maintenance evaluations and assessments each time.
The official introduced that the Huiyang District Local Highway Administration and the Comprehensive Administrative Law Enforcement Bureau are the administrative law enforcement subjects for rural road management; the township (street) rural road management offices and highway maintenance teams are the frontline units for rural road management and maintenance, responsible for the daily maintenance of rural roads; townships organize rural road protectors to form a joint force and participate in road management and road area improvement. First Group of Longmen County — Huilong Section of Shaohui Expressway Main Line Designed as Two-Way Six Lanes
At present, there are mainly two routes connecting the urban area and Longmen: one is to take the Jinlong Avenue all the way; the other is to get on the Huihe Expressway from Sijiaolou, then transfer to the Guanghe Expressway from Shiba. Both routes take about one and a half hours. Deputies from the first group of Longmen County held a research symposium at the Municipal Transportation Bureau to listen to reports on the planning and construction of the Shaohui Expressway Huilong Section and the Longkai Expressway, two expressways that the people of Longmen have been looking forward to for a long time.
After years of appeals by municipal people's congress deputies and the joint efforts of relevant departments, the Huilong section of the Shaohui Expressway is expected to start construction in August next year and be completed and open to traffic in 2022. The project is a key planned construction project of the province's "13th Five-Year Plan" and also the first expressway project actually controlled by our city. It passes through Pingling Street in Longmen County and Gongzhuang Town, Yangcun Town, Yangqiao Town, Taimei Town, Luoyang Street in Boluo County, and Ruhu Town in Huicheng District. The project route is about 63 kilometers long, with a main line design speed of 100 kilometers per hour, two-way six lanes, and asphalt concrete pavement. After completion and opening to traffic, it will take only about 1 hour to drive from the urban area to Longmen.
The preliminary work of the Longkai Expressway project is also being actively promoted. The project connects the two major tourist attractions of Nankun Mountain and Luofu Mountain, and can fill the gap in the expressway network in the central part of Longmen County and the areas covered by the Luofu Mountain scenic area and surrounding towns. It has been included in the city's expressway network plan. The planned route is proposed to pass through Longtian Town, Yonghan Town, Mazha Town in Longmen County, Henghe Town, Changning Town, Longhua Town, Longxi Street in Boluo County, and Tonghu Town in Zhongkai High-tech Zone, with a total length of about 115 kilometers. The project is designed as two-way four lanes with a design speed of 120 kilometers per hour. The project will effectively shorten the time and space distance between towns along the route, and at the same time shorten the driving time from Shenzhen and Dongguan to Longmen.
Striving to Include Longkai Expressway in Provincial Expressway Network Plan
Chen Liqiang, a deputy to the Huizhou Municipal People's Congress of Guangdong Province and deputy director of the Standing Committee of the Municipal People's Congress, pointed out that one of the reasons for Longmen County's relatively backward economy is the transportation problem. The development of Longmen County is related to the overall development of Huizhou. Therefore, the construction of the two expressways, Huilong and Longkai, has attracted much attention. After completion and opening to traffic, they will play a huge role in the economic development of Longmen County and even Huizhou. He hopes that all relevant departments will make persistent efforts, increase work efforts, accelerate the promotion of the two major projects, and strive for early commencement and early opening to traffic, benefiting the people of Longmen as soon as possible.
Li Guangping, a municipal people's congress deputy, said that what the people of Longmen are most concerned about is whether the Huilong section of the Shaohui Expressway can start construction as scheduled next year. The relevant person in charge of the Municipal Transportation Bureau responded on the spot: "It's not a big problem to start construction as scheduled next year."
"The Huilong section of the Shaohui Expressway has two-way six lanes, but the design speed is only 100 kilometers per hour. Isn't it a bit low? Can it be increased to 120 kilometers per hour?" Wei Yanxiong, a municipal people's congress deputy, asked on the spot. The above-mentioned relevant person in charge responded that the design speed of 100 kilometers per hour is mainly due to the consideration of passing through multiple key sensitive areas, such as mountains and curves. However, these disadvantages can be compensated by strengthening safety measures and improving traffic signs. We will strive to increase the design speed to 120 kilometers per hour.
Zhang Chuangwei, a municipal people's congress deputy, suggested that relevant departments continue to work hard on the preliminary work of the Longkai Expressway and strive to include it in the provincial expressway network plan.
Zhongkai Group: Jinkai Avenue Expected to Open to Traffic Ahead of Schedule
In recent years, with the rapid development of Zhongkai High-tech Zone, the contradiction between "people, vehicles, and roads" in the zone has become increasingly prominent. How to alleviate traffic congestion in the area has attracted much public attention. Deputies from the Zhongkai Group inspected the construction of transportation infrastructure such as the Pingnan entrance and exit of the expressway, Jinkai Avenue, and Zhongkai Avenue.
The first inspection point — the Pingnan entrance and exit of the expressway is an important node for Chenjiang and Huihuan streets to get on and off the Huihe Expressway. It also connects with the Huishen Expressway, Zhongkai Avenue, Hechang West 1st Road, and Huifeng 2nd Road. To alleviate the traffic congestion at the entrance and exit of the Pingnan toll station, the toll station was recently partially widened, adding one entrance lane and one exit lane. At present, the partial widening of the Pingnan toll station has been completed.
According to the relevant person in charge of the Municipal Transportation Bureau, combined with the construction of South 4th Ring Road and Huixin Avenue, it is planned in the long term to relocate the Pingnan interchange to the intersection of Huihe Expressway, Huiyan Expressway, and the 4th Ring Road to solve the traffic conversion between Huihe Expressway, Huiyan Expressway, and the 4th Ring Road. At the same time, toll stations will be set up for the 4th Ring Road to get on and off the Huihe Expressway and Huiyan Expressway. At present, the Zhongkai High-tech Zone Housing and Urban-Rural Development Bureau has completed the preliminary draft of the survey and design plan for the Pingnan interchange relocation project. Next, it will continue to accelerate the related work of the project, strive to complete and put it into use as soon as possible, and solve the traffic congestion problem in the area.
Subsequently, the people's congress deputies also inspected the Jinkai Avenue project and the Zhongkai Avenue reconstruction project. The Jinkai Avenue project starts at the underpass of Jinbang Road and ends at Huifeng 7th Road in Zhongkai, with a total length of about 3.1 kilometers. Currently, an accumulated investment of about 570 million yuan has been completed, accounting for 89% of the total investment. The Zhongkai Avenue reconstruction project starts from Huihuan Street in the north and ends at Wucun Bridge in Chenjiang in the south, with a total length of 9.88 kilometers. Currently, an investment of about 1.242 billion yuan has been completed, accounting for 62.4% of the total investment.
"From the latest progress, we are quite confident about the goal of completing and opening the Jinkai Avenue project to traffic by the end of the year, and strive to open it 1 to 2 months ahead of schedule," said the person in charge of the Municipal Public Utilities Administration. Regarding the construction of Zhongkai Avenue, the bureau will strengthen construction management, ensure safety and quality, coordinate all parties to fully promote the project construction, and strive to complete the reconstruction of the remaining sections by the end of this year and achieve smooth opening to traffic, except for the 4th Ring Interchange and the Matoudu River Bridge which are affected by railway-related issues.
Scientifically Plan Construction Plans to Alleviate Traffic Congestion
Qian Yingjie, a deputy to the Huizhou Municipal People's Congress of Guangdong Province, said that Jinkai Avenue is the main road running through Zhongkai, and the opening plan should be scientifically planned; the setting of traffic lights and connection points should be more scientific and detailed. The construction of Zhongkai Avenue must strictly control quality. In response to potholed road sections and inadequate connection points, construction should be scientifically organized. Corresponding emergency measures should be provided during peak travel periods.
Yang Li, a municipal people's congress deputy, said that how to implement the plan to alleviate traffic congestion is the most concerned issue for the public. In terms of road infrastructure construction, relevant information can be made transparent through the website, such as marking the construction status, progress, efforts made by construction personnel, and difficulties encountered. At the same time, road congestion can be notified in advance through the network.
