To solve the problem of frequent tower crane accidents and recurring hazards, it is far from enough to rely solely on relevant state departments and enterprises to formulate corresponding rules and regulations at different levels and improve the quality of tower cranes; deeper solutions are also needed. What else besides policy? If the GDP orientation can be set aside, then a good solution exists.
Accident hazards commonly exist at construction sites
At two construction sites in Foshan, workers did not wear labor protection equipment, and personnel identities differed from those in the records…… Recently, the Guangdong Provincial Safety Production Unannounced Inspection Team conducted surprise inspections of construction sites in Nanhai District and found that accident hazards commonly exist at construction sites.
In addition to workers not wearing labor protection equipment and personnel identities differing from those in the records, the inspection team also found at the Foshan Yuyaxuan Commercial and Residential Project of Nanhai Second Construction Engineering Co., Ltd. that a tower crane had been put into use and was carrying out lifting operations without testing or a registration certificate for use, and there were no qualified ground commanders. The on-site supervisors also did not have the relevant qualification certificates required by national regulations for construction project supervision positions.
At the construction site of the Haiyi Jinxiu Yufengyuan Project of Guangdong Provincial Building Component Engineering Company in Shishan Town, operators were performing scaffold work at a height of the 10th floor without any fall protection. The on-site supervisors were unexpectedly unclear about the ground commanders for each tower crane, and all three commanders had no special operation certificates.
Local governments issue policies and carry out rectification activities
To rectify illegal tower crane construction, various localities have issued rectification policies and standards, but most rectification effects last only ten days to half a month, and then the government continues to issue new policies.
To strengthen safety supervision and management of construction lifting machinery, ensure that management is in place and responsibilities are clear in each link of leasing, installation, dismantling, use, repair, and maintenance, and prevent production safety accidents, Fujian Province began last year to propose and pilot an “integrated” management model for construction lifting machinery. Fujian Province put forward basic requirements for “integrated” construction lifting machinery enterprises: personnel, equipment, and maintenance bases are the most important basic conditions for such enterprises. Enterprises should have a maintenance base of no less than 4,000 square meters and no fewer than two sets of repair and testing equipment. Enterprises should be able to provide no fewer than 80 self-owned construction lifting machines for lease; the equipment should have good technical performance, stable quality, complete, sensitive, and reliable safety protection devices, relatively fixed brands, and should not involve too many manufacturers or brands, so as to facilitate management. Equipment safety files should be established, achieving “one machine, one file,” and strengthening the allocation of professional personnel. Technical directors, machinery managers, safety officers, installation and dismantling workers, and maintenance workers are all core technical forces of construction lifting machinery enterprises. Considering the management radius and the actual needs of equipment installation and dismantling operations, Fujian Province requires that for every 80 construction lifting machines, no fewer than 15 engineering technical management personnel engaged in construction machinery, 4 full-time safety officers, 5 machinery managers, 15 installation and dismantling workers, 7 maintenance workers, and 3 building electricians should be allocated, along with corresponding construction lifting drivers and signalers/riggers.
To effectively solve the prominent problem of frequent and repeated collapse accidents in building construction, and in light of the actual situation of construction safety production in Lanzhou, the Lanzhou Municipal Construction Bureau decided to continue carrying out a special rectification campaign against collapse accidents involving construction lifting machinery and scaffolds. In terms of equipment and construction management, the focus is on the use and management of lifting machinery and scaffolds. Strict rectification will be carried out for the following situations: installation, dismantling, and inspection units of lifting machinery operating without qualifications or beyond their qualifications; lifting machinery still in use without required inspection or failing inspection; filing and registration, acceptance, use, jacking, and maintenance procedures not carried out as required or without approved plans; and special operation personnel such as lifting machinery drivers, signalers, and riggers not working with required certificates; scaffold erection and use, and personnel working with certificates not conforming to regulations; scaffold erection without plans and approval; steel pipes and fasteners not inspected upon entry or failing inspection; especially all links of attached lifting scaffolds, including filing, erection, lifting, use, and inspection, not conforming to relevant regulations; and inadequate implementation of deep foundation pit project plan preparation, review and demonstration, pit support, edge protection, and deformation monitoring.
Reflection: One year of Nanjing's new muck truck policy, yet the “chronic problem” persists
July 1 this year marks the first anniversary of the official implementation of Nanjing's strictest-ever new muck truck policy. Ironically, on the morning of June 30, a muck truck was involved in another accident, causing one death and one serious injury. Why can't the strictest-ever new muck truck management policy control crazy muck trucks? Because there are many projects and large areas in the region, implementation is difficult, so there are “special exemptions.” When safety yields to efficiency and responsibility gives way to interests, the “unruliness” of muck trucks is inevitable.
The same is true for tower cranes. If all violating enterprises were suspended, what would happen to the projects, and how would GDP increase!
