世界银行决定，对发展中国家面对本次利率上涨的挑战有很大的担忧。而在此之前，美联储于几天前宣布将于明年开始，减少其庞大的经济刺激计划。
同时由于近期利率上涨，发展中国家的借贷成本增加，市场预期，美国中央银行将降低货币刺激计划，其中包括在量化宽松计划框架下，每月购买850亿美元的债券。
银行表示，甚至是在利率水平较低的情况下，发展中国家面临基础设施项目吸引投资的困难。
对此问题，世界银行行长表示，世行将大力确保资本是发展中国家所需要的基础设施投资的类型。他指出，在一些发展中国家，利率已经上升。
世界银行承诺在大部分发展中国家帮助发展，包括发展中国家活动基础设施项目资金，这是在大量投资涌向国际前十分必要的。
世界银行计划减少贫困，世行行长表示，世行的目标是将世界极端贫困水平在2030年之前降低至3%。
