Recently, it was learned from the Heilongjiang Provincial Department of Transport that the province's transport construction investment this year will be 18 billion yuan, with efforts to start 4 expressway projects, among which the Harbin section of the Beijing-Harbin Expressway is planned for capacity expansion, from the current two-way 4 lanes to two-way 8 lanes.
In 2018, the province's transport system will complete an annual transport construction investment of 18 billion yuan, strive to start 4 expressway projects totaling 282 km, build 61 ordinary national and provincial highway reconstruction projects totaling 2,284 km, and complete more than 4,000 km of rural roads; implement 4 China-Russia boundary river shipbuilding projects; and build 66 road transport infrastructure projects. The technical condition indexes of expressways and national and provincial highways will remain above 90 and 75 respectively, and the good road rate of rural roads will remain stable. The province's vehicle overload rate will be controlled below 2%. Toll revenue on provincially administered toll roads will increase by more than 3% year on year.
Heilongjiang Province will continue to promote the sustained construction of major transport infrastructure this year. Efforts will be made to start the capacity expansion and reconstruction of the Harbin-Lalin River provincial boundary section of the Beijing-Harbin Expressway and the Anda-Daqing section of the Suifenhe-Manzhouli Expressway. Among them, the reconstruction and expansion project of the Lalin River (Jilin-Heilongjiang provincial boundary)-Harbin section of the Beijing-Harbin Expressway is about 71 km long and will expand the original 4-lane expressway to 8 lanes. In addition, Heilongjiang Province will also advance the construction of the Jiamusi bypass section of the Hegang-Dalian Expressway this year and support Suihua City in building the Suihua-Daqing Expressway using the PPP model. It will carry out in-depth preliminary work on projects such as the Harbin metropolitan area ring line and the Harbin-Zhaoyuan Expressway.
The Heihe Heilongjiang Bridge will strive to complete the lower structure and the approach road subgrade, bridges, and culverts within the year, completing 73% of the Chinese side's total investment and laying the foundation for the project's completion in 2019. Preliminary work on the Dongning and Luoguhe boundary river bridges will continue, with efforts to sign a bridge construction agreement at the national level and strive to start construction of the Dongning Bridge this year.
Accelerate the construction of 51 projects, including the Zhashulin section of the Harbin-Yabuli Highway and the Huma-Shibazhan section of the Dandong-Aershan Highway; newly start projects such as Shuangyashan-Baoqing and BamianTong-Jimu boundary; and promptly carry out preliminary work on first-class highways to counties such as Tangwanghe-Jiayin, Raohe Dadai Forest Farm-Hongqiling, Yanshou-Binxian, and Dadingzishan-Bayan.
Accelerate the development of forest area roads, gradually incorporate roads with highway attributes in state-owned forest areas into the road network plan, actively seek national subsidy policies, support state-owned forest areas in implementing hardened-road projects connecting forest farm headquarters, and support the construction of connecting roads to major tourist attractions and under-forest industry bases in state-owned forest areas.
