According to the Xiamen Municipal Planning Commission, the planning permit for above-ground land use for the Jimei section of Metro Line 4 (Houxi to Xiang'an Airport section) has been completed, with a total land area of 93,781 square meters.

Xiamen Metro Line 4 (Songyu Wharf to Xiang'an Airport) has a total length of 69.6 kilometers. The project is planned as a whole and implemented in phases. This project starts from Henan Mountain in Houxi Town, runs elevated along the Fuzhou-Xiamen Railway, and goes underground on the west side of Tianshui Road. It passes under Xiamen North Station, Xiamen-Sha Expressway, Fuzhou-Xiamen Railway, Shenhai Expressway, Damao Mountain, Tong'an Food Industrial Park, and Meixing Interchange, then emerges above ground along Haixiang Avenue, crosses Tong'an Bay and Bingzhou Island, and runs elevated along Xiang'an West Road. After passing Dongkeng Bay, it goes underground and runs beneath Xiang'an West Road, Yingbin Avenue, and Xiang'an South Road. After passing Caicuo, it emerges above ground and runs elevated along Dadeng Bridge and Yingbin Avenue, then goes underground on the west side of Xiang'an Airport, with the terminus at Xiang'an Airport.

The Houxi to Xiang'an Airport section of Metro Line 4 has a length of 44.78 kilometers and 10 stations (4 elevated stations and 6 underground stations), including 7 transfer stations. It includes the Houxi Depot, Guanting Main Substation, and Caicuo Main Substation. It shares the Yuanboyuan Control Center with Line 1.
