At the provincial transportation work conference held on February 27, it was learned that this year Heilongjiang will complete an annual transportation construction investment of 18 billion yuan, strive to start construction on 4 expressway projects totaling 282 kilometers, build 61 ordinary national and provincial highway reconstruction projects, and complete more than 4,000 kilometers of rural roads; implement 4 shipbuilding projects for the China-Russia border rivers; and build 66 road transport infrastructure projects.
This year Heilongjiang will solidly advance the construction of “Four Good Rural Roads” into a high-quality stage and promote the inclusion of basic maintenance expenditures in the fiscal budgets at the same level. It will advance methods such as government purchase of services and contracting by villagers along the routes to encourage social forces to participate in rural road maintenance. It will promote the integrated development of urban and rural road passenger transport, with 3A-level or above counties reaching 90% by the end of the year. By the end of the year, the coverage rate of county- and township-level rural logistics nodes should reach more than 80%, and it will join with postal and other departments to vigorously advance the construction of village-level logistics nodes.
It will accelerate the implementation of the project to connect hardened roads to natural villages with more than 300 permanent residents in national and provincial poverty-stricken counties. It will complete 3,000 kilometers of poverty-alleviation rural roads on schedule, add hardened road access to 120 additional incorporated villages, implement 1,200 kilometers of rural road life safety protection projects, and reconstruct 138 dangerous bridges. It will establish a transportation and logistics coordination mechanism, innovate logistics organization models, and vigorously promote pilot projects for multimodal transport, drop-and-pull transport, and non-truck-operating carriers. Taking the promotion of the “Toilet Revolution” as an opportunity, it will effectively solve problems such as insufficient toilet stalls and lacking management at expressway service areas, road passenger stations, and port wharves.
It will strive to start construction on the capacity expansion and reconstruction of the Harbin to Lalin River provincial boundary section of the Beijing-Harbin Expressway and the Anda Boundary to Daqing section of the Suifenhe-Manzhouli Expressway, advance construction of the Jiamusi bypass section of the Hegang-Dalian Expressway, and support Suihua City in using the PPP model to build the Suihua-Daqing Expressway. The Heihe Heilongjiang Bridge will strive to complete the lower structure and the approach road subgrade, bridges, and culverts within the year, laying the foundation for the project to be completed next year. It will continue preparatory work for the Dongning and Luogu River border river bridges and strive to start construction of the Dongning Bridge this year. It will accelerate the construction of 51 projects including the Zhashulin section of the Harbin-Yabuli Highway and the Huma to Shibazhan section of the Dandong-Aershan Highway, newly start projects such as Shuangyashan to Baoqing and BamianTong to Jimu Boundary, and promptly carry out preparatory work for first-class highways to counties such as Tangwanghe to Jiayin, Raohe Dadai Forest Farm to Hongqiling, Yanshou to Binxian, and Dadingzi Mountain to Bayan. It will gradually incorporate roads with highway attributes in state-owned forest areas into highway network planning, seek national subsidy policies, and support state-owned forest areas in implementing hardened road projects to forest farm headquarters as well as connecting road construction for major tourist attractions and under-forest industrial bases. It will implement 8 passenger and freight hub stations including Jixi Fanhua, newly build 19 city- and county-level road passenger and freight stations including Yichun and Huachuan, and build 39 comprehensive rural passenger transport service stations. It will actively advance the extension of navigation channels on Xingkai Lake, the Songacha River, and the Nen River.
