Recently, Yishui County held a promotion meeting for key projects in West City construction, officially releasing 12 categories and 18 livelihood projects for key construction in Yishui West City in 2018.
1. Longjiaquan Village shantytown transformation project.
Determine the resettlement location and implement according to expropriation policies.
2. Yimengshan Road Yihe Bridge and West City road network construction projects.
1) The Yimengshan Road Yihe Bridge will continue to be implemented as a PPP project, or it can be combined with the Longjiaquan Village shantytown transformation. In the first half of the year, the demolition of the old Yimengshan Yihe Bridge will be completed; within the year, 50% of the main structure of the new bridge will be completed; and it will be completed and opened to traffic in the first half of 2019.
2) Harden the northern section of Binhe West Road and resolve the land quota issue of 135.11 mu. By the end of August, the main road project of the northern section of Binhe West Road (from Zhengyang West Road to Beiyihuan Bridge) and supporting projects such as greening and lighting will be completed, and the road will be opened to traffic. The southern section (from Yimengshan Road to Zhengyang West Road, implemented in conjunction with the ramp construction of the Yimengshan Road Yihe Bridge; from Yimengshan Road to Xinhua Road section, implemented in conjunction with the Longjiaquan Village transformation).
3) Complete the Shuangma Road intersection transformation and parking bay project, the ramp project at the intersection of Beiyihuan and Binhe West Road, and the hardening and greening of the southern extension of Longgang Road, Qianbuzi Street, the western section of Shuangma Road, and Mahuanghou Street, as well as the greening construction of Zhengyang West Road.
4) Complete the earth roadbed of West City First Road and West City Second Road according to the expropriation progress.
3. Citizen Culture and Art Center and surrounding area development and construction project.
1) Sign the construction drawing agreement for the Citizen Culture and Art Center as soon as possible, accelerate the construction drawing design, continue to follow the PPP approach, and complete the main structure construction of the venue within the year.
2) The surrounding area involves resettlement areas, roads, and other continued and newly listed expropriation work. Implement according to expropriation policies, do a good job in policy linkage, and start the construction of resettlement buildings; the 62.87 mu in the southern plot has been expropriated, and land listing and transfer will be implemented.
4. National Fitness Sports Center surrounding area development and construction project.
Complete the final expropriation work of 42.52 mu in the northern plot of the Sports Center before the Lantern Festival; implement and complete the shantytown transformation expropriation tasks of Yangjiazhuangzi Village and Qianmahuang Village and the first phase construction task of the resettlement area.
5. Er'tan Wetland North Section, South Section and Huacai Town construction projects.
1) In the first half of the year, complete the riverside wetland landscape project of the northern section of the Er'tan Wetland project (from Beiyihuan Bridge to Zhengyang Road Bridge), and timely start the implementation of the southern section and the Da Yihe Fishery Leisure Demonstration Site (national level) project.
2) The second phase of Huacai Town will build projects such as park light shows, parent-child amusement parks, wedding and romance projects, and renovate and upgrade supporting facilities such as roads, parking lots, and toilets in the park.
6. Needle Factory and Pharmaceutical Factory and surrounding area transformation project.
According to the construction progress of the new factory, the relocation of the old factory will show visible progress.
7. West City General Hospital construction project.
Build one general hospital, and complete 80% of the underground works within the year.
8. Binhe West Road flood control embankment project. According to normal procedures, complete approval and project initiation by the end of 2018, and it is expected to start construction by the end of 2019.
9. West City Water Plant construction project.
Involves the relocation of the old water plant and the start of the new water plant. Complete preliminary work such as planning and design, land allocation, and procedure approval, and strive to start construction in the second half of the year.
10. North of No. 4 Middle School, South Area of Longjiaquan Street and civil air defense construction project.
Complete the final expropriation work before the Lantern Festival; accelerate the construction of resettlement buildings.
11. Airport land coordination and cigarette factory land coordination projects.
Accelerate coordination with higher authorities, strive to make it land usable for urban construction, and benefit the development of West City construction. Strive to complete the land coordination for the cigarette factory within the year.
12. Yihe Resort Town construction project.
Mainly focusing on the east of the river, complete the first phase main structure construction of the smart tourism distribution center, Colmar Water Street, Global Rural Paradise, Hot Spring Manor, etc. within the year.
