Gao Junzhao, deputy inspector of the Hebei Provincial Development and Reform Commission, revealed on February 12 at the 2018 Hebei Key Projects Promotion Conference that the province has 161 Beijing-Tianjin-Hebei coordinated development projects in 2018, with an annual planned investment of 57.78 billion yuan (RMB, same below), accounting for 36.6% and 19.3% of the province's total respectively.
It is understood that the 2018 Beijing-Tianjin-Hebei coordinated development projects in Hebei mainly include 30 projects for the commercialization of achievements from Beijing and Tianjin universities and research institutes, such as the Cangzhou Tsinghua Automotive Science and Technology Park, the Xianghe Greenland-Fudan Future Science and Technology Center, and the Gaocheng Shenyang Institute of Automation (CAS) Xinsong Robot Industry R&D and Innovation Base; and 112 Beijing-Tianjin industrial transfer projects, such as the Langfang CNNC Advanced Nuclear Power Comprehensive Performance Test Center, the Mancheng Beijing Rail Transit Vehicle Manufacturing Base, and the Anci Kangde Carbon Fiber Composite Materials project. There are 19 projects serving Beijing-Tianjin-Hebei coordinated development, mainly including a number of big data and logistics projects.
The Office of the Leading Group for Key Construction of the Hebei Provincial Development and Reform Commission issued the "Hebei Province 2018 Key Project Plan" on February 11, clarifying the arrangement plan for the province's key planned start, continued construction, production guarantee, and preliminary projects in 2018.
Gao Junzhao introduced that Hebei Province has a total of 440 key projects in 2018, with a total investment of 2,588.62 billion yuan. Among them, there are 300 construction projects, with a total investment of 1,369.6 billion yuan and an annual planned investment of 264.9 billion yuan.
It is reported that in the project selection process, the department adhered to improving project quality as the fundamental orientation, giving priority to arranging projects included in national and provincial major plans, and supporting the development of the two wings such as the Xiong'an New Area, the Winter Olympics, and the new airport airport economic zone; giving priority to arranging Beijing-Tianjin-Hebei coordinated development projects, and supporting projects that undertake the transfer of non-capital functions and the entry of central enterprises into Hebei.
In addition, the department further improved the evaluation index system for provincial key projects, listing high-energy-consumption, high-emission, and resource-based projects as conditions for a one-vote veto, ensuring that the energy consumption, pollutant emissions, and other indicators of selected key projects meet national and provincial standards.
