As an inevitable path for energy conservation, emission reduction, and green low-carbon development in the construction industry, prefabricated buildings will not only be a major transformation of construction methods but also an important measure for the industry's upgrade and transformation. To promote the sustained and healthy development of prefabricated buildings in the city, the Municipal Construction Committee recently issued the "13th Five-Year" Development Plan for Prefabricated Buildings in Tianjin. In addition to residential buildings, future construction projects such as rail transit, underground utility tunnels, and bridges will also be prefabricated where conditions permit.
　　Pilot demonstration role gradually exerted
　　By 2016, the implementation area of prefabricated buildings in the city reached 650,000 square meters. The prefabrication rate of concrete structure prefabricated buildings reached about 80%, and the pilot demonstration role was gradually exerted.
　　In recent years, through policy guidance and market promotion, development, design, construction, and production enterprises in the city have been bold in exploration and active in practice, initially forming a prefabricated building industry chain composed of upstream and downstream enterprises and research institutes, establishing the Tianjin Prefabricated Building Industry Technology Innovation Alliance with 42 member enterprises, and building a good interactive exchange platform. Currently, the city has 13 component production enterprises, with an annual design production capacity of 830,000 cubic meters of precast concrete components, 745,000 tons of prefabricated steel components, and 20,000 cubic meters of prefabricated timber structures, which can meet the construction needs of 12 million square meters of prefabricated buildings.
　　From the perspective of development conditions, compared with the traditional construction industry characterized by high energy consumption, high emissions, and high pollution, prefabricated buildings can shorten construction periods, reduce labor dependence, reduce construction dust and noise pollution, and reduce construction waste and sewage discharge. Facing the increasingly severe environmental protection situation in the Beijing-Tianjin-Hebei region, the inherent advantages of prefabricated buildings being green and low-carbon are more in line with the development requirements of promoting green development and building an ecologically livable modern Tianjin.
　　Prefabricated ultra-low energy green buildings
　　During the "13th Five-Year" period, the overall goal of prefabricated building development in the city is to establish a technical system, standard system, product system, service system, and regulatory system adapted to the development of prefabricated buildings in Tianjin through five years of effort, and to form a group of leading enterprises and engineering general contracting enterprises integrating design, production, and construction of prefabricated buildings. By 2020, the proportion of prefabricated buildings in the city's new construction area will reach over 30%, of which the implementation proportion of prefabricated buildings in key promotion areas will reach 100%, the implementation proportion of prefabricated commercial housing in other areas will reach over 20%, and the full decoration rate of affordable housing and commercial housing implementing prefabricated buildings will reach 100%.
　　Looking ahead to 2025, 100% of new projects on state-owned construction land within the city that meet the conditions will implement prefabricated buildings, 100% of new residential buildings will achieve full decoration delivery, and the application proportion of green building materials in prefabricated buildings will reach over 50%. Actively guide the development of prefabricated ultra-low energy green buildings; construction projects such as rail transit, underground utility tunnels, and bridges that meet the conditions will basically achieve prefabricated construction.
