On the new journey of fully building a national central city, Zhengzhou has set off a new upsurge in project construction. On February 1, Zhengzhou launched the first batch of 227 key projects for 2018, with a total investment of 148 billion yuan, sounding the clarion call for accelerating and intensifying key project construction this year.
The key projects launched this time are highly pioneering, demonstrative and driving, with an annual planned investment of 50.3 billion yuan. Among them, there are 63 provincial and municipal key projects with a total investment of 75.8 billion yuan and an annual planned investment of 27.9 billion yuan; and 164 county (city, district)-level key projects with a total investment of 72.2 billion yuan and an annual planned investment of 22.4 billion yuan. These projects cover multiple key fields such as automobiles and equipment manufacturing, commerce and logistics, innovation-driven development, infrastructure, new urbanization, ecological and environmental protection, and people's livelihood and social undertakings.
In recent years, the Zhengzhou Municipal Party Committee and Municipal Government have adhered to taking projects as the lever for overall economic work, highlighted project-driven and project-based advancement, regarded key project construction as the main platform for strengthening investment and stabilizing growth, and focused on seizing opportunities early, innovating measures, strengthening responsibilities and optimizing the environment. A large number of key projects have successively started construction and been completed and put into use, providing important support for Zhengzhou's high-quality economic development and the building of a national central city.
It is reported that this year, in accordance with the new development philosophy and the requirements for high-quality development, and centering on major deployments such as the building of a national central city and the construction of the "Three Zones and One Cluster," Zhengzhou has selected and determined a total of 938 provincial and municipal key projects, with a total investment of 2.18 trillion yuan and an annual planned investment of 450 billion yuan, an overall scale larger than that of 2017.
"The implementation of these projects will surely have a positive and far-reaching impact on Zhengzhou in further optimizing its industrial structure, promoting industrial transformation and upgrading, and accelerating the formation of a new engine for high-quality economic development," said Wang Yuehua, member of the Standing Committee of the Zhengzhou Municipal Party Committee and executive vice mayor.
This centralized project launch activity was carried out simultaneously in the form of "1 main venue + 16 sub-venues." The main venue was set at the site of the Phase II project of SAIC Passenger Vehicle Zhengzhou Base in Zhengzhou Economic and Technological Development Zone, while other counties (cities, districts), the Municipal Transportation Construction Investment Company and Zhengzhou Power Supply Company set up sub-venues to launch construction activities simultaneously.
Why do Zhengzhou's key projects continue to start construction in succession and "cluster" together? Song Xiangqing, vice dean of the Government Management Research Institute of Beijing Normal University and president of the Henan Commercial Economics Society, analyzed that this phenomenon fully demonstrates that Zhengzhou's attractiveness, cohesion and appeal to high-end projects and quality capital have continued to strengthen, and that Zhengzhou's comprehensive advantages in building a national central city have begun to translate into development advantages.
