On January 18, the citywide economic work conference of Yichang defined the work plan for the whole year, unswervingly promoting high-quality economic development.
The Yichang Municipal Party Committee and Municipal Government proposed that six major measures will be taken to ensure the realization of the goals: unswervingly fighting the three tough battles, accelerating the conversion of old and new growth drivers, deepening reform and expanding opening-up, promoting coordinated urban-rural and regional development, advancing ecological civilization construction, and improving people's well-being. The city will adhere to a two-pronged approach of optimizing and upgrading traditional industries while making emerging industries bigger and stronger, and a two-pronged approach of strengthening the industrial foundation while achieving breakthroughs in modern services. It will deepen supply-side structural reform, vigorously eliminate ineffective supply, cultivate new growth drivers, reduce enterprise costs, and strive to revitalize the real economy. At the same time, it will seek breakthroughs in industrial transformation and upgrading, expanding effective investment, cultivating market entities, and strengthening innovation-driven development.
Starting this year, the city will improve the mechanism for advancing major projects, and conduct "scheduled, item-specific, and targeted" coordination for key provincial and municipal projects to accelerate project implementation, commencement of construction, completion, and commissioning. With industrial projects, especially manufacturing projects, as the focal point, it will accelerate the advancement of new projects such as the GAC Trumpchi automobile production base and the 600,000-ton-per-year ethylene glycol project of Sanning Chemical, as well as a batch of continued projects such as the 25-ton-per-year cordyceps sinensis project of HEC and Jiangsheng's lithium-ion power battery separator materials project. It strives to bring in 160 billion yuan in investment attraction funds and start construction on 400 new investment projects worth over 100 million yuan each.
At the same time, it will provide precise services for the development of the real economy, strive to build a new type of "close" and "clean" government-business relationship, carry out "connect with enterprises, solve difficulties" activities on a regular basis, adhere to "one enterprise, one policy," guide backbone enterprises to focus on their main business and transform and upgrade, and strive to cultivate a number of industry leaders and niche market champions. It will coordinate the use of production scheduling funds and industrial funds, strengthen fiscal and financial coordination, and enhance the ability of financial services to serve the real economy. It will vigorously develop advanced manufacturing, focus on five key areas including new materials, biomedicine, high-end equipment, next-generation information technology, energy conservation and environmental protection, and new energy, and cultivate and strengthen strategic emerging industries. It will achieve breakthrough development in modern services, establish a 30 million yuan service industry development guidance fund, and implement a batch of key projects such as the China Three Gorges University Science, Technology and Culture Industrial Park. It will fully stimulate the vitality of "mass entrepreneurship and innovation" and enhance the vitality of market entities.
