On the 23rd, it was learned from the Shandong Provincial Transportation Work Conference that this year Shandong transportation officially launched the strategy of building a strong transportation province, accelerating the advancement of supply-side structural reform in transportation and the conversion of old and new growth drivers. The plan for transportation construction across society is to invest 94.4 billion yuan, with a focus on enhancing the "six capabilities" and delivering the "ten practical matters for people's livelihood."
In 2018, Shandong Province plans to complete 94.4 billion yuan of investment in transportation construction across society, with the province's total highway mileage reaching 273,000 kilometers, of which expressways will exceed 6,000 kilometers; coastal ports will add 7 new 10,000-ton-class berths, with total capacity exceeding 800 million tons; and 21 national highway transportation hub projects will be built.
Jiang Cheng, Director of the Shandong Provincial Department of Transportation, introduced that in 2017, Shandong transportation completed a cumulative investment of 90.7 billion yuan; the Weifang-Rizhao Expressway Binhai Connecting Line, Penglai to Qixia and other 5 expressways totaling 111.1 kilometers were completed and opened to traffic; the Qingdao New Airport Expressway, the Qinglan Expressway Laiwu to Tai'an section and other 9 expressways totaling 425 kilometers started construction, bringing the province's expressway mileage under construction to 2,293 kilometers, the largest scale of expressway construction in Shandong's history. For a period to come, Shandong will take high-quality development as the fundamental requirement for transportation development, strive to build a strong transportation province and a Shandong demonstration zone for a strong transportation country, advance supply-side structural reform, and accelerate the conversion of old and new growth drivers.
Focusing on promoting high-quality transportation development, in 2018 Shandong transportation will highlight the enhancement of the "six capabilities": smooth infrastructure, transportation services, industrial innovation, industry governance, safety assurance, and green development. Among them, in terms of expressways, within the year it will ensure the completion and opening to traffic of the remaining works of Weicheng to Rizhao, Shenxian to Nanle, Longkou to Laixi, and the Dongming Yellow River Highway Bridge, with the province's expressway mileage open to traffic exceeding 6,000 kilometers; ensure the completion and commissioning of 7 projects including the Yijia Oil Terminal in the Huangdao Port Area of Qingdao Port and the 300,000-ton-class crude oil terminal in the Lanshan Port Area of Rizhao Port; solidly advance projects under construction such as the Hanzhuang and Wannian double-line ship locks and the Xinwanfu River waterway, and start construction of the Jining section and Zaozhuang section of the main channel of the Beijing-Hangzhou Grand Canal and the Huxi waterway project; accelerate the construction of comprehensive passenger transport hubs such as the Jinan New East Station, the Linyi Station of the Lunan High-Speed Railway, and the Zibo Station of the Jiqing High-Speed Railway; accelerate the construction of 16 comprehensive freight hubs including the Zibo Bonded Logistics Center and the Heze Jitie Logistics Park, striving to achieve "seamless connection" in freight transport; promote the development of non-truck-operating carriers for road freight, establish a pilot supervision and assessment mechanism, and strive to have all 10 enterprises in the province retain national pilot qualifications by the end of the year.
According to the conference deployment, in 2018 Shandong transportation will aim to build transportation that satisfies the people and focus on delivering the "ten practical matters for people's livelihood." These are: comprehensively advance the construction of "Four Good Rural Roads," rebuild or upgrade more than 9,300 kilometers of rural roads, fully complete the construction of the third batch of 42 network demonstration counties, and achieve province-wide coverage of rural road networks by the end of the year; achieve the goals of road access, bus access, hardened roads through villages, and improved safety facilities for 8,654 key villages in the province's poverty alleviation work; achieve bus access for all eligible administrative villages in the province by the end of the year; fully complete the task of upgrading expressway service areas and build or renovate 20 ordinary national and provincial highway service areas; integrate and upgrade the 12328 transportation service hotline; build the land-island transportation terminal in the Changdao Port Area of Yantai Port, construct 4 new 1,000-ton-class ro-ro passenger berths and 8 passenger berths, rebuild 1 ro-ro passenger berth, and complete the main structure of the terminal by the end of the year; stop charging tolls on first-class highways (including bridges) whose toll period has expired, and terminate 6 ordinary national and provincial highway toll stations within the year; achieve full coverage of the "timed training, timed charging, pay after training" service model for motor vehicle driving training; and by the end of the year, fully realize interconnection and interoperability of the "One Card" public transit system in all 17 cities of the province.
