Jinan's "2018 Municipal Key Project Arrangement" was officially announced recently. It is understood that Jinan has arranged 240 key construction projects and 80 preliminary projects this year, with a total investment of 1,368.2 billion yuan. The 240 key construction projects have a total investment of 1,028 billion yuan and an annual planned investment of 278.8 billion yuan, marking the largest investment scale for municipal key projects in recent years and the first time that the total investment of Jinan's key construction projects has exceeded one trillion yuan. Notably, the Rail Transit M2 Line project, with a total length of 16.67 kilometers and 16 new stations, and the Rail Transit M3 Line project, with a total length of 43.1 kilometers and all 31 stations underground, are both planned to start construction in January this year and be completed in December 2023.
Total investment of 240 projects exceeds one trillion yuan for the first time

This year is a breakthrough year for Jinan's "Building Four Centers and Constructing a Modern Spring City." It is understood that the city has arranged 240 key construction projects and 80 preliminary projects this year, with a total investment of 1,368.2 billion yuan. Among these municipal key projects, Jinan has arranged 150 large real economy projects with large investment scale, strong agglomeration capacity, and good economic benefits, with a total investment of 650.4 billion yuan and an annual planned investment of 173.8 billion yuan, accounting for 63.3% and 62.3% of municipal key projects respectively, an increase of 116.4 billion yuan and 67.6 billion yuan over 2017. At the same time, Jinan has also arranged 90 modern spring city construction projects conducive to enhancing the city's image, improving functional layout, and improving carrying capacity, with a total investment of 377.5 billion yuan and an annual planned investment of 105 billion yuan.
Notably, the total investment of these 240 key construction projects this year reaches 1,028 billion yuan, which is also the first time that the total investment of Jinan's key construction projects has exceeded the one trillion yuan mark.
Behind the total investment of key construction projects exceeding one trillion yuan for the first time is the frequent emergence of large projects. This year, a large number of industrial projects such as the Xiuyuan River OCT with a total investment of 50 billion yuan have been included in the list of municipal key projects. It is understood that the Xiuyuan River OCT Cultural Tourism Comprehensive Project is located in Shengjing Subdistrict, Zhangqiu, covering an area of 8,000 mu, and will build a world-class urban waterfront cultural tourism resort integrating amusement parks, tourism vacations, cultural leisure, commercial services, and hot spring residences. It is planned to start construction in June this year and be completed in December 2026.
Sorting through these 90 modern spring city construction projects, there are also large projects with total investments of tens of billions or even over a hundred billion yuan, such as urban traffic congestion relief projects including rail transit with a total investment of 103.5 billion yuan, and people's livelihood improvement projects including urban renewal with a total investment of 116.7 billion yuan.
Rail transit M2 and M3 lines all start moving

This year, multiple rail transit line projects have also been included in the list of municipal key projects. According to the plan, the Rail Transit R1 Line project is expected to be completed in May 2020; the first phase of the Rail Transit R2 Line project, starting from Renjiazhuang in the west and ending at Pengjiazhuang in the east, with 19 stations, is planned to be completed in December 2021; the first phase of the Rail Transit R3 Line project, with a total length of 21.6 kilometers and 13 new stations, is planned to be completed in December 2020.
The long-awaited Rail Transit M2 and M3 Line projects by citizens have also been included in the list of municipal key projects. Among them, the Rail Transit M2 Line project starts from Nankang Station in the south, runs along Wangyue Road—Yingxiongshan Road—Weier Road—Zhanqian Road—through Jinan Railway Station, and ends at Qixiuchang Station in the north, with a total length of 16.67 kilometers, 16 new stations, and 6 transfer stations; the Rail Transit M3 Line project has a total length of 43.1 kilometers, all underground, and will have 31 stations, all underground. Both projects are planned to start in January this year and be completed in December 2023.
The westward extension of the Beiyuan Avenue Expressway is getting closer. It is understood that the Beiyuan Avenue Expressway Westward Extension Construction Project is planned to be completed in June 2019. Along with this project, the southern section of Shun'an Road and the northern section of Qilu Avenue will be reconstructed, and a new Jingtai Expressway interchange will be built, with direct ramps connecting to the Beiyuan Avenue Expressway. In addition, new Emei River Bridge, Shun'an Road East-West Overpass, and North-South No.1 Road Overpass will be built.
The East Section Project of the Second Ring Road of the Ring Expressway is planned to start in June. The project starts at the Tangwang Hub Interchange of Qingyin Expressway and ends at the Caofan Interchange of Jinghu Expressway, with a total length of 23.6 kilometers, dual six-lane, and will construct roadbed, pavement, bridge and culvert structures, and traffic facilities along the route. It is planned to be completed in July 2021. In addition, in terms of railway construction, the long-awaited Jinan section of the Zhengzhou-Jinan Passenger Dedicated Line is planned to start in June this year and be completed in June 2022, constructing 49 kilometers of passenger dedicated line, stations, and supporting facilities.

West Passenger Station area to welcome a new urban complex
Looking to the western part of the city, the Jinan Main Campus Construction Project of Qilu Medical University (under preparation) has been included in this year's municipal key project list. The project covers an area of 3,000 mu and will start construction of teaching facilities and affiliated hospitals, with a building area of 900,000 square meters. According to the plan, the Jinan Main Campus Construction Project of Qilu Medical University (under preparation) is expected to start in June this year and be completed in June 2020. According to the reporter, this highly anticipated new medical university's Jinan main campus is expected to enroll students in 2020.
A new urban complex will rise on the east side of the Grand Theater in the West Passenger Station area. It is reported that the project on the east side of the West Passenger Station Grand Theater covers an area of 313 mu and will build an urban complex integrating commerce, business, hotels, and apartments, with a building area of 1.5 million square meters. It is planned to start in June this year and be completed in June 2021. The Jinan City Red Star Macalline Commercial Complex Project will be located in Wenchang Subdistrict, Changqing. The project covers an area of 323 mu and will build Aegean Shopping Park, commercial development, and supporting facilities. It is planned to start in June this year and be completed in June 2021.
Looking to the eastern part, the first phase of the expansion project of the Shengjing Campus of Shandong University of Finance and Economics, which has already started, is planned to be completed in September this year. It will build teaching buildings, laboratory buildings, a library, student apartments, a cafeteria, and a student and teacher activity center, with a building area of 191,600 square meters. The Qilu Aviation City Construction Project, located in Caofan Subdistrict, Zhangqiu District, is planned to start in June this year and be completed in December 2022. It covers an area of 5,900 mu and will build three major sectors: aircraft research and development and assembly industrial park, general aviation operation industrial park, and general aviation industry supporting area.
Tangye Subdistrict will welcome a five-star hotel complex. It is understood that the Vanke Five-Star Hotel Complex Project covers an area of 231 mu and will build hotels, apartments, shopping centers, and commercial streets, with a building area of 504,800 square meters. It is planned to start in March this year and be completed in December 2020. In the Central Business District, the Greenland Shandong International Financial Center is planned to be completed in December 2021, and will build a 420-meter super high-rise office building, five-star hotel, boutique commercial, cultural leisure block, high-end apartments, ecological residences, and other formats.

In addition to the above 240 municipal key construction projects, Jinan has also arranged 80 municipal key preliminary projects this time, and these preliminary projects also have many highlights. Among them, the New and Old Kinetic Energy Conversion Pilot Zone Detonation Area Construction Project has been included in the 2018 municipal key preliminary project list. The construction site of this project is located in Daqiao Subdistrict, Tianqiao District, and Cuizhai Subdistrict, Jiyang County, and will mainly construct infrastructure within the detonation area of the Jinan New and Old Kinetic Energy Conversion Pilot Zone.
This year is the first year of the construction of the Jinan New and Old Kinetic Energy Conversion Pilot Zone, and many large projects will also settle in the pilot zone. Among them, the Yellow River New Kinetic Energy Industrial Base Project (Phase I) of Shandong Geological and Mineral Group is located in Daqiao Subdistrict, Tianqiao District, and plans to build a headquarters office area and a science and technology industrial area. The headquarters office area includes group headquarters, financial headquarters, international investment, science popularization exhibition, high-end theme hotels, and other sectors; the science and technology industrial area is a scientific research, promotion, and application industrial base focusing on geothermal energy, traditional Chinese medicine, high-tech materials, urban geology, energy trading, and other fields. In addition, the "China Hydrogen Valley" project (Phase I) is located in Cuizhai Subdistrict, Jiyang County, and will plan to build a "China Hydrogen Valley" integrating a hydrogen energy science and technology park, hydrogen energy industrial park, and hydrogen energy exhibition and business area.
This time, the Yellow River Ecological Landscape Belt has also been included in the 2018 municipal key preliminary project list. It is understood that the construction site of the Yellow River Ecological Landscape Belt is located in Daqiao Subdistrict and Sangzidian Subdistrict, Tianqiao District, with a designed Yellow River section length of about 16 kilometers. It will mainly carry out landscaping, municipal infrastructure, and related supporting facilities construction, with a total investment of up to 8.6 billion yuan.
In addition, the Rail Transit M1 Line project has also been included in the above municipal key preliminary project list. The project starts at Mengwangzhuang Station and ends at Liangwangdong Station, with a line length of 36.7 kilometers, all using underground laying methods, and will build 31 stations.
